ROBERT SMITH Mail Tribune Washington Correspondent Washington -(Special)-Charles O. Porter, who was full of controversial ideas as a two - term con gressman from Eugene, Ore., has been hired as an idea man by the Kennedy A d m i nistra tion. After four months of bid ing his time since leaving office in Janu ary,Porter has been placed in an office in the grey Vic torian granite pile next to the White House known as the executive office 'building. . In a more tranquil era, this building across a private driveway from the president's office housed the entire State Department and the War De partment as well. Today it houses many of the new idea men President Kennedy has brought into his administra tion to give form and sub stance to the chief executives general notions about, what must be done in this troubled Part of Small Staff Porter is part of a small staff of a dozen or. so men who are supposed to figure out how to convert America's surplus farm commodities into a useful weapon in the world struggle. Officially, he is a consultant on the staff of George McGovern, ex - con gressman from South Dakota who is the head of Kennedy's "Food for Peace" program. As such, Porter is on the payroll of the Department of Agriculture. He is receiving the top pay allowed for a con sultant, $60.88 per day, which comes out to $15,810 per year. But the job isn't designed to last a year. Porter has a six-months appointment, which is all the time allowed for consultant-type idea men. Portasays he plans to trim his service in this capacity down to no more than two or three months. He hopes to land a better assignment by then in the State Department, or to return to Eugene and the practice of law and Ore gon politics. Paradox of Assignment The paradox of Porter's assignment as an idea man is that some of his ideas have been a major handicap to his receiving a high position in the Kennedy Administration. Rep. Edih Green (D-Ore.) has exerted her considerable influ ence at the White House against giving Porter a posi tion in which he would make or execute important policies. An illustration commonly cited here in recent months to depicT Porter's difficulty was his behavior on a nation wide television program broadcast by NBC after the election last fall. It was to be a debate between Prof. C. Wright Mills of Columbia University, author of "Listen Yanqui," a book giving Cas tro's side of the Cuban issue; and Adkph Berle, to whom Kennedy turned for advice on Latin American problems. When Prof. Mills became ill, the network invited Porter to substitute. Porter and Berle don't differ widely on Latin policy, so the prospect of a lively show was slight until Porter dropped one of his ideas that provoked vigorous disagreement. Porter suggested that the United States voluntarily give back to Cuba the Guantanamo Na val base, or better convert it into an agricultural school to train Cubans in useful pur suits. On the same program Porter criticized several sena tors by name and sassed an author who asked a question from the audience. Climate Uncomfortable When Porter went job hunt ing on the New Frontier he found the climate uncomfort ably cool in high places. There were pleasant forecasts of sun nier days ahead,- but some how the dark clouds of trou ble for Porter always moved in. Sen. Wayne Morse (D-Ore.) took . up Porter's cause in long letters to the White House and State Department but ob tained nothing more than promises. With Morse pulling In one direction and Mrs. Green in another on the Porter matter, the White House apparently resolved the dilemma by of fering him something safe that would please Morse and not offend Mrs. Green. As a consultant. Porter has only such responsibilities as his su perior gives him; as an idea man. Porter can channel his mental energy into the surplus food problem, but the Admin istration can do as it wishes with his ideas. . For Porter, his new job is at least an opportunity to prove himself and disarm his critics with a responsible perform ance in an area where new ideas are being widely sought. Area Hospital Council Members Meet at VA Post White City - Area hospital council members of the Amer ican Red Cross met recent ly at the Veterans Adminis tration domiciliary, White City, according to Mrs. A. T. Wattenberg, Eagle Point, VA hospital representative. Ten women from Jackson, Josephine and Klamath coun ties heard Manager Henry C. H e r z o g, Assistant Manager Banks I. Paul and Deputy Chairman of the Volunteer Services Committee Frank J. Glonning express gratitude and appreciation for the serv ices performed by the Red Cross for the domiciliary and its veteran, disabled mem bers. Mrs. John F. Day, Table Rock, member of the Medford chapter, was elected chairman for the 1961 council. Mrs. Milner Larson, Grants Pass, is the new vie chairman. ( Training Council Report Mrs. Wattenberg reported on the training council she attended at San Francisco the first part of May. Junior Red Cross representatives, Mrs. O. M. Stcarn, Grants Pass, dis cussed the Red Cross inter national art exhibits now be-' Ing undertaken in the Free World. Mrs. Stearns told how ex amples of art are selected throughout the various re gions of the United States, as sembled at Washington, D.C., and then distributed to na tions around the world. It is, she said, an important under taking in inter -nation com munication and understanding. Mrs. Reese M. Alexander, Medford, joined Mrs. Stearns in explaining the art pro gram. Miss Enid Holmes, VA chief librarian, spoke, and invited the guests to a travel talk during the afternoon by Dr. A. P. Klomhaus, medical mis sionary, on New Guinea. Attending the area council meeting were Mrs. John F. Day, Table Rock; Mrs. Rich ard Maxwell, Klamath Falls; Mrs. Virginia Dixon,- Klam ath Falls; Mrs. A. T., Watten berg, Eagle Point; Mrs. H. L. Gehrke, Grants Pass; Mrs. O. M. ' Stearns, Klamath Falls; Mrs. Lillian Salada, Medford; Mrs. Milner Larson, Grants Pass; Mrs. F. R. Fairweather and Mrs. Reese M.
