MAY 14. 1961 MEDFORD MAIL TRIBUNE, MEDFORD, OREGON Hearing on Zone Changed Request Continued by Planners The city planning commis sion Thursday night elected to continue for two months a public hearing on a request for a change of 'zone, which if granted, would allow the erec tion of a motel on Barnett rd., just east of Bear creek. In other business, the com mission scheduled six public hearings' for its June 8 meet ing, including a hearing on a proposed new sign ordi nance for limited commercial zones. ' The request for a zone change from single-family to limited commercial to penriit a motel was being made by Luther and Anne Davis. . The request has been before the commission since 1958. Commission President Jack Edson brought forth a burst of laughter when he read a portion of the original letter seeking the zone change, which said: "We hope to have at least 20 units (of the mo tel) completed in time for the Centennial." The Oregon Cen tennial was celebrated in 1959. Attorney Bill Deatherage, representing Mrs. Davis, not ed that the proposed freeway (will run to the immediate west of the Davis property and declared that the free way would not be conducive to resdiential use of the prop erty and suggested that its best use would be commercial. The commission's chief ob jections to having commercial developments along this stretch of Barnett rd. between Bear creek and EUendale dr., seemed to be over traffic problems that these commer cial developments might bring about. Mrs. Davis told the com mission that she would be will ing to provide an access road along the front of her prop erty to relieve any traffic problems on Barnett rd. The commission wondered if other property owners in this area would be willing to do the same, and voted to postpone action on the matter until its July meeting in order to find out more about the. idea. The commission denied a request for a change of zone from single family to limited commercial for property at the intersection of Merriman rd. and Table Rock rd. to per mit a gas station at that loca tion. Its objections primarily concerned traffic congestion problems as this is a five street intersection. Hampton, a Pro fessor of Psychology, who says that some of us grow up very fast emo tionally, w,hile others grow very slowly. Some perhaps never grow up properly. One can be childish when he has a big, grown body. A person shows signs of emotional maturity when he deals sensibly with reality. Such a person accepts things as they are, good or bad, beautiful or ugly, true or false. He faces things square ly, and doesn't try to evade facts. If he cannot change the ' situation around him, he learns to conform to it. ' He doesn't behave like so many alcoholics and neurotic ; people who blame everyone around them for their own limitations. It never seems to occur to some of , them that their own faults caused all - their troubles. It is so much .' nicer to say that the mistakes of their fathers and mothers were responsible for their dif ". ficulties. Many a psychotic or alcoholic person begins to get .' well the day it occurs to him : that it is he who is responsible for most of the disasters that have come to him in his life. It was he who wanted to get ' drunk; it wasn't his father who wanted him to take to . the bottle. A mature person finds it easy to adapt to those changes . in his life that become neces . sary. Many of us have to face changes. If they are inevit able, the quicker we face them i and adjust to them the better. ' Many a middle-aged man sits ' down and quits when he loses '. his job; he won't go out to ; hunt for a new job. Perhaps his wife has to do it for him. - Many persons, when they lose health, adjust to it and carry on; others don't. One man . when he gets a bad stroke, ' quits, gives up, and practi " cally stops living. Another . man goes ahead and runs his t business , from a wheel-chair. ; I once knew a brave woman ; who, although terribly crip pled with rheumatoid arthri ties, ran a good-sized business ' from her wheel-chair. J A mature man fights fears and handles them well. He : doesn't let his worries get him down. Many things he refuses to become fearful about, and often he refuses to worry I about certain possibilities un ; til they happen. He may re fuse to worry about a loss of security. The mature man does not neglect the dangers that face him, but he quickly does the right thing about them and then goes about his business. Dr. Hampton tells us that some 75 per cent of those per- sons who lose their jobs do so because they can't get along easily with the people about them. Many a man is able; he . can work well; but he keeps ' fiehting the men around him " until he gets let out. One of the surest signs of sanity in a '. person is his ability to get ' along easily with people, and to make allowances for any weaknesses or unpleasantness that they may have. The psy chotic person U so rigid, he can't make any allowances. He insists that everyone must treat him with great consider- . 1 ation, forgetting that often he is very "ornery" himself. I have known men who failed in businesses just because they could rarely see the other fellow's side of a bargain. They always wanted to have their own way. The mature person controls any hostile feelings he may have. One of the worst things about mildly psychotic people is that they have so many hostile feelings. They hate many persons. Sometimes they hate their own relatives. When I want to know how sane a man is, I ask him how he likes his rela tives. If he tells me that they are all scoundrels, I suspect there is something very wrong with him. If he says he loves all his brothers and sisters, and even his in-laws, I do not worry about his sanity. I often marvel at the smoul dering hatreds of many of my mildly psychotic patients. I cannot understand such feel ings because I never had any like them. The mature person has capacity for affection. Oft en the surest sign that a per son is sane is his or her abil ity to love generously and acceptably. As a woman said to me a while ago, she had sixbrotherswhonever showed any affection for any one - man or woman. They were always all wrapped up in themselves, and they never married. A request for an extra-large sign during construction of the . new St. Mary's High school on Black Oak dr., was granted, with a one-year time limit. Request Granted The commission granted a request for a change of zone from single family to limited commercial for property lo cated near Bear creek and ad jacent to the Crater Lake highway. Attorney Death erage, representing the prop erty owner, said that a filling station would be erected on the "property, and held that the land was good for little else. Public hearings were called for the next meeting on: - A request for a change of zone from single-family to class IIIB limited commercial on the southeast side of Crater Lake highway, south of KBES-TV. - A request for a change of zone from single to multiple family for property owned by Six M. Enterprises Inc., loca't ed on the north side of Bar nett rd. at the intersection of Barnett and Black Oak dr. Zone Change Request ' - On a request for a change of zone from single family to light industrial for property located southeast of Crater Lake mgnway and west of Whittle ave. - A request for. a variance to construct a trailer court on a parcel of property on the west side of Table Rock rd. between DeBarr ave. and Berrydale ave. - On an amendment to the sign provision in the zoning ordinance for Class IIIA lim ited commercial districts. - On a request for a change of zone from single-family to multiple-family for property located at 25 and 29 Quince St. - On a request for a zoning variance to permit a nursery school to be built on Effie st. between Saling and Jackson sts. Scheduled In July A hearing on a request for a change of zone from single family to limited commercial for property owned by the Eagles lodge and located near Biddle rd. on Stevens st., was scheduled for the commis sion's July meeting. The commission denied "without prejudice" a request to annex property located east of the Rogue Valley Country club. The matter had been on the commission's agenda for several . months, but some problems remained .; to be worked out before the prop erty 'could be annexed to- the city, and apparently these problems have not been work ed out since no. one has ap peared on behalf of the re quest at the last several meet ings. The commission approved the 15-lot Rogue Terrace sub division unit No. 1 plat with the condition that a satisfac tory improvement-bonding ar rangement be worked out with the city. A request from Mark F. Bernard that he be allowed to conduct a television repair service at 413 Union st. as a home occupation, was grant ed by the commission.
