Katmandu, Nepal -(UPMn- ternational Red Cross officials hoped for a break in the win try weather In the Himalayas today to permit a small plane to land with help for stricken Sir Edmund Hillary,' 41, the conqueror of Mt. Everest. Hillary suffered a mild stroke five days ago while pitching a camp near the sum mit of 27,790-foot Mt. Makalu, which he was attempting to scale. Vila condition was re ported as "nothing serious," and he was being brought to the base at Mingbo, near Ev erest. ' ' . Snow Prevents Landing' A Red Cross plane flew to Mingbo Thursday, but was prevented from landing at the small airstrip there by heavy snow and winds up to 180 miles per hour. Mingbo U 18,000 feet up. It waa not known Immedi ately whether Sir Edmund would be airlifted to Katman du for, treatment. Reports reaching here said he may be able to continue hit expedi tion after resting at Mingbo. Hillary is the leader of a nine-month expedition aimed at living on Makalu without oxygen supplies, proving that man can adapt to the rarefied air of high altitudes. Sentenco will be passed Monday. Ellis Is one of three persons accused of kidnaping Patrol man Thomas Hedgeooke the night Of Feb. 20 after Hedge coke stopped the trio's auto to question them. One of El lis' companions, Lawrence Al len Morrow, 21, Rickreall, has pleaded guilty to a kidnap charge and is awaiting sea tence. House Speaker Tells Reason for Some Failures Salem -(UPD- House Speaker Robert B. Duncan restated Thursday that while it is too soon to appraise the 1961 Leg islature in its proper perspec tive, the bills that did pass were "good legislation." The fact that some pro grams failed to pass was due to a "fairly even division of philosophy, he said. He cited the fact that an in crease in taxes was not neces sary and added that some property tax relief was af forded by more liquor reve nue to cities and some to counties. . He listed these accomplish ments: -Community mental health clinics. ' -Community colleges. -At least temporary protec tion for the dairy industry and log haulers through the milk price control bill and the one banning log exports ex cept for domestic manufac ture. Pollution Bills Cited ' -Tighter air and stream pol lution legislation. -Industrial development, in cluding the Boardman project, and the Tidelands Oil bills. The labor election bill which he said "will eliminate much labor management strife." -Salary increases for aca demic and other state em. ployees. : -The Astoria-Megler bridge. Education Fares Well He said higher education fared well and noted that basic schoo) support was in creased above Gov. Mark Hat field's recommendation. This, Duncan said, will fur ther reduce real property taxes. Duncan said the state wel fare commission was "pre served from gubernatorial assault, as was the State In dustrial Accident Commission from the attack by the insur ance companies." Duncan said the fact the final budget of $366 million exceeded Hatfield's $359 mil lion request was Hatfield's "failure to request funds for new programs he recommend ed such as food distribution, OSU building, mental health, Boardman project, communi ty colleges, higher education, Oregon Technical Institute and the Increase' in .basic school support which the Leg islature decided should be larger than the governor recommended." Funds Necessary "Surely the governor," Dwv can. concluded, "In his criti cism of the legislative budget would not deny that funds had to be provided for these vital ly essential needs of the state." Duncan said government reorganization failed this year because of the conflict be tween Governor Hatfield and Secretary of State Howell Appling Jr. The Medford Democrat said there is "no question that re organization floundered large ly because of the rocks strewn in ita path" by Appling. Duncan said Appling was "bitterly" opposed and let everyone know about it. Appling had been strongly critical of Hatfield's plan to do away with the Board of Control. None of Hatfield's 20 cabi net system bills passed. Johnson pledged more United States aid today to help South Viet Nam build up its mili tary forces and economy against Communist aggression and subversion. He announced the plans to the National Assembly and then discussed them for two .hours and 45 minutes with President Ngo Dingh Diem. He said he and the president had a "complete meeting of minds." The day's developments made it clear that President Kennedy's administration will go a long mile and more to win the critical test of its ability to counter Red aggres sion in Southeast Asia. Diem had asked help to boost his 190,000 man military forces to 170,000. Teachers Attend Language Field Day Central Point Ruth Ellis, Crater High school French teacher, ' received honorable mention in the French class division of the Foreign Lan guage Field day held at the University of Oregon May 6. W Aid To Forces Johnson's words were cheer ing to the South Vietnamese who have been beset by Com munist guerrilla warfare that takes hundreds of lives each month. . Johnson said the new Amer ican aid would allow a "sub stantial increase" in the South Viet Nam military. South Viet Nam now has a well trained fighting force of 150, 000 arid it was believed an other 20,000 would be added. Crash Kills Eugene Man; Another Lost - Eugene - CUPD - Henry J. Auch, 70, a retired Eugene businessman, was killed in a two-vehicle crash and a Eu gene fisherman was lost and presumed drowned in the Mri Kenzie river Wednesday, i Auch's car was involved in a head-on collision with a log ging truck , on the McKenzie highway about five miles east of Blue River. The truck driv er, George Bullock, 57, Blue River, was not injured. The fisherman, John Dav ies, 55, apparently drowned while fishing from a bank of the McKenzie near Leaburg.
