Husk also told the Senate foreign relations subcommit tee on Latin American affairs that the decision for the re cent ill-fated Cuban invasion was made by Cuban refugees and carried out by them, but with substantial U.S. financial and supply aid. His views, given during a two-hour and 55-minute ses sion behind closed doors, were relayed to newsmen by Chair man Wayne L. Morse (D-Ore.). Rusk told newsmen it was "a very candid and useful dis cussion." Most of it, he said, was devoted to Cuba although Legislature in 17th Week; Signs Of Finish Seen Salem-WPD-The 1061 legisla ture Is going to be one of the longest in Oregon history. The tired solons began their 17th week today," and their 113th day. If the session goes to Thurs day it will top the 115 days of 1959. The all-time record is 128 days in 1SS7. Although the legislature has deleveloped two late new issues-milk and gasoline price controls-things are beginning to jell. The Ways and Means committee has cleared the decks of big budgets. This is a sign of impending final ad journment. The mountain of Issues to be tackled Includes: - State salaries, higher educa tion and welfare budgets, tide lands oil, income tax reform, junior colleges, anti-farm pick eting, reapportionment, plus the milk and gas price legis lation. Daylight saving time is up in the Senate. The Senate State and Fed eral Affairs committee con ducted a hearing this after noon on a bill for a new men tal health division, including local mental health clinics. It has passed the House. Conferences continue on workmen's compensation, In cluding the apparently-dead three-way bill. one or two other matters. which he did not specify, were rained in the session. The secretary said the full morning completed his testi mony on Cuba, although he expects to return to the Capi tol Wednesday for a discus sion of other matters. ' The1 cabinet official was the first witness in what Morse promised would be a thorough review of administration poli cies on Cuba, both past and present. Morse said the subcommit tee would hear Director Al len W. Dulles of the Central Intelligence Agency sometime later In the week, but no date has been set. Rusk's appearance came amid growing congressional demands for an investigation of the CIA and some demands for a sterner U.S. policy to ward Fidel Castro. . It also followed a new warning by the State Depart ment for Americans still in Cuba to leave "in the near future." Officials said the step was not prompted by any immediate threat against Americans but it was consid ered wise to get as many out as possioie. There are an estimated 200 to 400 Americans in Cuba, plus 1,000 U.S. natives who probably consider themselves more Cuban than American because of their families or long residence there, Missing Girl, 15, Located Unharmed Dallas-(UFD-Bonnie Collins, 15, who was reported missing Sunday afternoon, was found by search parties unharmed in mountainous country south of Grande Ronde shortly after midnight. The girl was reported mis sing in the rugged country about 2:30 p.m. She had last been seen on a logging road. Two bloodhounds from Ore gon Search and Rescue, Inc., Portland, entered the search Sunday night. The Polk county sheriffs office, civil defense and vol unteers took part in the search. CHRISTENSEN Defense Minister Tells Warning in May Day Speech Moscow - (WD - Soviet De fense Minister Marshal Rodion Mallnovsky declared In a May Day speech today the entire Communist bloc would oppose any "aggression" against Fidel Castro s Cuba. Mallnovsky sounded the warning In Red Square during the traditional military and civilian parade at which "cos monaut" Maj. Yuri Gagarin was tr.e star of the show. Thousands of Russians for got a meat shortage to join in the celebrations which stress ed the Soviet Union's victory over the United ,States in the race to put a man into space. Gagarin stood in the place of honor next to Soviet Pre mier Nikita Khrushchev on the reviewing stand atop the Lenjn-Stalin Mausoleum with other members of the Soviet hierarchy and distinguished foreign guests. The military parade lasted 22 minutes - one of the short est in Soviet history. The civilian section continued for hours. Rockets and other modern weapons of war rolled through trie square while Gagarin took the salute. The largest rockets were of intermediate range of about 700 miles, most of which were publicly displayed last Nov. 7. , , ... No ICBMs, heavy tanks or aircraft were shown. Military observers said they saw no new military weapons. The celebration of commu nism s Europe centered on three themes: -Russia's economic and scientific achievements. -Soviet achievements In space exploration and rocketry. -Armed vigilance against the danger of ."imperialist ag gression." Mallnovsky said Russia was "steadily strengthening the de fense capacity of the armed forces." i "We have the most perfect weapons, which excel any thing an army ever has had," he said. The marshall denounced the "irrespoaslbility" of the "armed intervention against free Cuba which was organ ized by the imperialistic circles of the U.S.A." and he said this attack was "fraught with dangerous c quences." "The Soviet Union cannot ignore the war preparations of the imperialist countries," Mallnovsky said. He warned those "addicted to such ventures" as the in vasion of Cuba that the "peo ples oi the soviet Union and the entire socialist camp" would oppose them. . Castro, who was awarded a Lenin Peace Prize Sunday, was another of the heroes of the observances today. His portrait was among those car ried in the civilian part of the parade. The "villian" at this year's observances appeared to be President Kennedy. The Com munist party newspaper Prav da Sunday accused him of hypocrisy and warmongering, particularly In regard to Cuba. Farm tabor Election System As 'Compromise" Seen Dead Searchers Find Bodies of Holland, Mlch.-IU7D-A hand ful of wild flowers and a few expended 22 rifle bullet cas inns today led searchers to the bodies of two girls, while authorities went on looking for a 16-year-old Boy Scout suspected of slaying them. The girls, Carol Gee, 11, and Margaret Chambers, 12, had been missing since they left their homes Saturday to pick flowers in the Tugged Macatawa Hills area. The boy being sought. James Scott Stephens, had been target shooting in the area Saturday. He disappeared from his home Sunday after leaving a note saying he had accidentally shot "two peo ple." Capt. L. R. Hunt of the Rockford State Police post, said it appeared the girls had been shot somewhere on the trail and then dragged to the place where the bodies were found. Salem (UPD A proposed farm labor elections system as a "compromise" to a Sen ate anti-farm picketing bill is apparently dead, Rep. Corne lius Bateson said today. The Salem Democrat said the plan has been given the cold shoulder from organized labor, farmers and others. Bateson, chairman of a spe cial House committee on the Senate bill, made the propos al. Among those to oppose elec tions machinery and endorse the Senate bill untouched were the Jackson County Fruit Growers League, Hood River Traffic association, Ore gon Vegetable and Fruit Growers, Hop Growers asso ciation and the State Horti cultural Society. The elections plan would have permitted either a farm er or his workers to demand an election to determine a bargaining agent. Striking in the interim would be prohib ited. , Bateson, ay farmer, said while he prefers the election amendments, the Senate bill as it stands is better than nothing. He added it does "not give sufficient protec tion" to farmers.- , Depressed Areas Bill Signed by JFK Washington flJPD President Kennedy signed the controver sial $451 million depressed areas bill today and said it would be an "important step" toward putting the jobless to work in areas of chronic un employment, j The President also announc ed that William Batt Jr., now Pennsylvania commissioner of labor, would be administra tor of the program under Sec retary of Commerce Luther H. Hodges. The President signed the measure, one of the major Items in his economic pro gram, at a White House cere mony attended by Vice Presi dent Lyndon B. Johnson and major supporters of the legis lation. He used almost a score Nixon To Attack Administration Los Angeles-(UPD - Former Vice President Richard M. Nixon begins a national speak ing tour this week during which he is expected to attack the Kennedy administration's domestic policies. Nixon is expected to soft pedal any criticism of the ad ministration's conduct of for cing affairs because of the need for the nation to present an united bipartisan front to the Communists In the propa ganda war over such trouble spots as Laos and Cuba. At a press conference in Washington April 20, he said the situation in Cuba was "grave" but he did not intend to "pop off with harsh criticism. The domestic front Is a dif ferent matter. He told Wash ington, newsmen, "I find a great deal of popular support for the new President as an individual. I find very little interest in and virtually no support for programs as far to the left as the Kennedy economic program." Gary Cooper Said To Be Deteriorating 'Hollywood - (UPD - A close friend of cancer-stricken mov ie actor Gary Cooper report ed today the star was "coma tose much of the time and deteriorating steadily." "His spirit is high and his courage is a thing to marvel at," the friend added. It contains safeguards against use of federal funds to pirate industry from other communities. - The legislation cleared Con gress last Wednesday and was delivered to the White House Friday. By signing it, Kennedy ful filled a campaign promise that federal help for ' depressed areas would be forthcoming early in his administration. Former President Dwight D. Hotel Maid Finds Bodies of Two Men Portland -(UPD- A maid at the Geneva hotel here discov ered two bodies within half an hour Saturday, police said. Mrs. Ann J. Delany dis covered the bodies on the fourth floor. While officers in vestigated the first death, they heard her ty from the next room "I think I've found an other one." Both deaths were from natural causes. The dead were James R.
