that the decision for the re
cent ill-fated Cuban invasion
was made by Cuban refugees
and carried out by them, but
with substantial U.S. financial
and supply aid.
His views, given during a
two-hour and 55-minute ses
sion behind closed doors, were
relayed to newsmen by Chair
man Wayne L. Morse (D-Ore.).
Morse said he would not
withdraw his previous criti
cism of the administration's
handling of the Cuban fiasco
but praised Rusk for an "ex-

lation. Daylight saving time is up
in the Senate.
The Senate State and Fed
eral Affairs committee con
ducted a hearing this after
noon on a bill for a new men
tal health division, including
local mental health clinics. It
has passed the House.

demands for an investigation
of the CIA and some demands
for a sterner U.S. policy to
ward Fidel Castro. .
It also followed a new
warning by the State Depart
ment for Americans still in
Cuba to leave "in the near
future." Officials said the
step was not prompted by any
immediate threat against
Americans but it was consid
ered wise to get as many out
as possioie.
There are an estimated 200
to 400 Americans in Cuba,
plus 1,000 U.S. natives who
probably consider themselves
more Cuban than American
because of their families or
long residence there,
Missing Girl, 15,
Located Unharmed
Dallas-(UFD-Bonnie Collins,
15, who was reported missing
Sunday afternoon, was found
by search parties unharmed in
mountainous country south of
Grande Ronde shortly after
midnight.
The girl was reported mis
sing in the rugged country
about 2:30 p.m. She had last
been seen on a logging road.
Two bloodhounds from Ore
gon Search and Rescue, Inc.,
Portland, entered the search
Sunday night.
The Polk county sheriffs
office, civil defense and vol
unteers took part in the
search.

Tells Warning in
May Day Speech

Mallnovsky declared In a May
Day speech today the entire
Communist bloc would oppose
any "aggression" against Fidel
Castro s Cuba.
Mallnovsky sounded the
warning In Red Square during
the traditional military and
civilian parade at which "cos
monaut" Maj. Yuri Gagarin
was tr.e star of the show.
Thousands of Russians for

the celebrations which stress
ed the Soviet Union's victory
over the United ,States in the
race to put a man into space.
Gagarin stood in the place
of honor next to Soviet Pre
mier Nikita Khrushchev on
the reviewing stand atop the
Lenjn-Stalin Mausoleum with
other members of the Soviet
hierarchy and distinguished
foreign guests.
The military parade lasted
22 minutes - one of the short
est in Soviet history. The
civilian section continued for
hours.
Rockets and other modern
weapons of war rolled through
trie square while Gagarin took
the salute. The largest rockets
were of intermediate range of
about 700 miles, most of which
were publicly displayed last

No ICBMs, heavy tanks or
aircraft were shown. Military
observers said they saw no
new military weapons.
The celebration of commu
nism s Europe centered on
three themes:
-Russia's economic and
scientific achievements.
-Soviet achievements In
space exploration and rocketry.
-Armed vigilance against
the danger of ."imperialist ag
gression." Mallnovsky said Russia was
"steadily strengthening the de
fense capacity of the armed
forces." i
"We have the most perfect
weapons, which excel any
thing an army ever has had,"
he said.
The marshall denounced the
"irrespoaslbility" of the
"armed intervention against
free Cuba which was organ
ized by the imperialistic
circles of the U.S.A." and he
said this attack was "fraught
with dangerous c
quences."
"The Soviet Union cannot
ignore the war preparations
of the imperialist countries,"
Mallnovsky said.
He warned those "addicted
to such ventures" as the in
vasion of Cuba that the "peo
ples oi the soviet Union and
the entire socialist camp"
would oppose them. .
Castro, who was awarded a
Lenin Peace Prize Sunday,
was another of the heroes of
the observances today. His
portrait was among those car
ried in the civilian part of the
parade.
The "villian" at this year's
observances appeared to be
President Kennedy. The Com
munist party newspaper Prav
da Sunday accused him of
hypocrisy and warmongering,
particularly In regard to
Cuba.

The girls, Carol Gee, 11,

The boy being sought.
James Scott Stephens, had
been target shooting in the
area Saturday. He disappeared
from his home Sunday after
leaving a note saying he had
accidentally shot "two peo
ple."
Capt. L. R. Hunt of the
Rockford State Police post,
said it appeared the girls had
been shot somewhere on the
trail and then dragged to the
place where the bodies were
found.
Salem (UPD A proposed
farm labor elections system
as a "compromise" to a Sen
ate anti-farm picketing bill is
apparently dead, Rep. Corne
lius Bateson said today.
The Salem Democrat said
the plan has been given the
cold shoulder from organized
labor, farmers and others.
Bateson, chairman of a spe
cial House committee on the
Senate bill, made the propos
al. Among those to oppose elec

the Senate bill untouched
were the Jackson County
Fruit Growers League, Hood
River Traffic association, Ore
gon Vegetable and Fruit
Growers, Hop Growers asso

The elections plan would
have permitted either a farm
er or his workers to demand
an election to determine a
bargaining agent. Striking in
the interim would be prohib

Bateson, ay farmer, said
while he prefers the election
amendments, the Senate bill
as it stands is better than
nothing. He added it does
"not give sufficient protec
tion" to farmers.- ,

the Kennedy administration's
domestic policies.
Nixon is expected to soft
pedal any criticism of the ad
ministration's conduct of for

spots as Laos and Cuba.
At a press conference in
Washington April 20, he said
the situation in Cuba was
"grave" but he did not intend
to "pop off with harsh criticism.
The domestic front Is a dif

ington, newsmen, "I find a
great deal of popular support
for the new President as an
individual. I find very little
interest in and virtually no
support for programs as far
to the left as the Kennedy
economic program."

Hotel Maid Finds
Bodies of Two Men
Portland -(UPD- A maid at
the Geneva hotel here discov
ered two bodies within half
an hour Saturday, police said.
Mrs. Ann J. Delany dis
covered the bodies on the
fourth floor. While officers in
vestigated the first death, they
heard her ty from the next
room "I think I've found an
other one."
Both deaths were from
natural causes.
