Local Observances There will be radio and television programs and local observances throughout the ' nation. There will be displays in schools and patriotic speeches. But this is not simply a day for judges and lawyers. It Is not simply a day for oratory ' and flourish. There Is only ' one real way to celebrate Law Day USA and that Is to re dedicate ourselves to uphold ing the rule of law which the ' day symbolizes. Dr. Arthur Kreisman, com mittee member from Ashland, said he was kept well-informed on the committee's activi ties through the newspapers before he became a committee member. The committee agreed that a wide-scale pub licity effort should await a concrete committee proposal. ' The committee Is hopeful of establishing a county home rule charter, and is aiming at the May, 1962, primary the group noted. This scheduling would allow for a smoother transition. The committee has not ap proached administration un der a home rule charter. It has decided, however that the county would or .should have legislative powers- under a charter. v Cooperation Received Full cooperation was receiv ed from all interviewed coun ty officials and others contact ed. The committee represents a wiae cross-section occupation-wise end geographically, It Includes farmers, a former General Motors junior execu tive, college professor, power company engineer, housewife, former county judge and a lawyer. Restric tion on powers would be pro cedural, such as debt limita tions, 'existing state and fed eral restrictions, initiative and referendum and power to amend the charter by .the people. Letter from DeMarn Ray DeMarrs, Medford bar ber, submitted a letter from a citizens committee in Jack son county of which he is chairman. The proposed charter, he said, should allow those pow ers and authority as is pro vided by state law, and any additional powers should be specifically enumerated in the charter.. If added powers "are needed, these should be re quested by the people, he ex plained. He suggested an emergency clause to give pro tection to government when needed." "Today, I feel a true citizen of the U. S. must be a non conformist when' it comes to government controls and reg ulation of the individual.
