The chairman of the Jack- son county planning commls Eton said that spokesmen of the committee would be avail- - able for any group, and dis- , cuss various phases of plan ning and zoning. An Invita tion was also extended for citizens to attend the regular commission meetings every second Wednesday of the ' month in the court house an ,. nex. - - - - Oregon counties were au thorized to establish planning commissions by the State Leg islature in 1947, and the com missions were given certain powers in fields of zoning and planning, Lovejoy said. The legislation was an out growth of i unofficial planning boards which were formed in . some Oregon counties In the 1930's, but which had no legal status or actual powers. Ore gon cities were granted leg islative authority in this field, however, in 1910, . and the jurisdiction of the city plan ning commissions extended to , a six-mile radius of city limits in subdivision platting. Population Overflow The overflow of popula tions and industries outside the city boundaries . pointed , up the need for more exten sive toning and planning, and led to the subsequent state legislation, Lovejoy reminded Rotarians. Lane .county was the first to establish an of ficial commission. j - Jackson county, with a full time planning staff, has an area planning advisory organ ization comprising the county c6urt, mayors of valley cities, city ; managers, councllmen . and members of various area planning commissions. This Sroup,, with County ; Judge art Miller as chairman Is en deavoring to coordinate plan ning work within Jackson . county. At the present time, the Jackson county planning com . mlieilon is concentrating upon three areas. Medtord and Ash land and the new Emigrant late area. The ' controversial county wide building code was brief ly outlined by Lovejoy, and the commission is now study ing and evaluating suggestions and objections which came at a recent public meeting of citizens at the court house..-. "Most opposition to plan ning, zoning or building codes appears to come from1 people who are either, uninformed, misinformed or who just plain don't want any controls or direction on community growth whatsoever,".' , the speaker said.
