Washington - (DPB - Did tht " Civil Aeronautics Board vio late its own policies by ap- proving the merger of Capital and United airlines? This issue was raised today by CAB member G. Joseph Minetti, who agreed with the unanimous decision but said be did so reluctantly. - Minetti's dissenting com ments contained sham criti cism of the decision he said violated long-standing prece dent ana policy. Minetu recalled tnat in a 1955 route case the CAB said "it is vital ... to so develoD the national air route struc ture as to tend to decrease rather than increase the gap between relative size of the big four carriers (American, United, TWA and Eastern) and tne smaller trunks." ; Creates Largest System He pointed out that the UAL-Capltal merger created a system from 15 to 30 per cent larger than American Airlines, now the largest car rier. He said this was "con trary to the board's long standing efforts to effect a more equitable distribution of traffic among the trunkilnes." - The CAB member said the board has given United major route segments "which it never could have gained through normal certification processes." He specifically cri ticized allowing United to op erate Capital's New Orleans ' Atlanta -New York route, which he said would have a "major adverse impact", on Delta and Eastern. The merger would have been attractive to United even without this route, he said. SOC Faculty Member Receives Recognition Ashland - Dr. Frances Ho rowitz received national rec ognition for Southern Oregon college when she presented a paper, "The Relationship of Anxiety, Self Concept and So ciometric Status Among Fourth, Fifth and Sixth Grad ers," at the March meeting of the Society for Research in Child Development at Penn sylvania State university. Dr. Horowitz, a member of the psychology staff since 1959, based her paper upon research done at the college. She is the wife of Dr. Floyd R.
