THURSDAY, MARCH 9. 1961 International finance note: As this is written the Bonn government of Germany is moving to revalue the West German mark to make it worth 5 per cent more in rela tion to the U. S. dollar. The move will increase the value of the mark from 23.8 U S cents to 25 U. S. cents. It is expected to help the U. S. out with its balance of payments problem. As of now (and for some time past) the U. S. has been paying out more dollars to foreigners than it is taking in from for eigners. As a result, our gold supply is slowly being drain ed away. West Germany, now VERY prosperous, is doing her Boy Scout deed to help us strike a balance. IJOW will it help? AA Well, it can help in three ways: TjMRST: It is expected to re verse the stream of specu lative money that has been flowing from the U. S. into prosperous West Germany, where investment money is in demand and interested rates are higher than here. How will it do that? It will make marks more expensive in terms of dollars. In the past, the speculator who has wanted to transfer his money from the United Stales to West Germany has been able to buy 4.2 marks for a dollar. He will now be able to buy only four marks for a dollar. DECOND: It will tend to make American securities CHEAPER for Germans. How? In the past, West Ger mans who have wanted to in vest in American securities have had to pay 4.2 marks for a dollar. They will now be able to buy a dollar for only FOUR marks. So- With a given sum in marks, they will be able to BUY MORE DOLLARS with which to pay for American securities. qiHIRD: The change in the value of the mark in terms of Ameri can dollars is expected to make it MORE EXPENSIVE for American tourists to visit Germany. How come, you ask? It's quite simple. In the past, Americans have been able to buy 4.2 marks for1 a dollar in American money. In the future, they will be able to buy only four marks. So their trip to Germany will cost them more. Presumably, ...unn :4 r,,CTO TT-rc Americans will go there as tourists. Conversely, it will cost Germans LESS to visit the United States. So, it is hoped, fewer Americans will go to West Germany to spend their American money there and more Germans will come to the United States to spend their German money here. COMPLICATED? II certainly is. But it will be easier to understand if you will remember that before you can buy anything in a foreign country you must first BUY THE MONEY of the foreign country with which to pay for it. A German shopkeeper, for example, will no more accept your DOLLARS in payment for his merchandise than you would accept German marks in payment for your merchandise. Mrs. Kennedy Back Af White House Washington - fl'PD - Mrs. Jacqueline Kennedy plunged back into her White House duties today, apparently un perturbed by a brush with air line engine trouble. The first lady spent a week with friends in Palm Beach in an effort to gel rid of a ling ering cold, which she said was much better Wednesday. Mrs. Kennedy left Palm Beach Wednesday aboard a rnmmrrrial airliner but a short while later an oil pres sure warning Iignt nasnea on in the plane. The pilot landed in Miami, where all passen gers were switched to another airliner for the flight to Wash- intll on A reporter asked if the in cident bothered her.
