Ylbfr Ike1 Picture of Union Is Too Rosv - y Washington (TO - Congres sional Democrats complained today that President Eisen hower's picture of the state of the Union was too rosy. They said he actually was leaving the Kennedy administration a maze of serious unsolved problems. But Republicans defended the President's final State of the Union message, read to the House Thursday, as a real istic summary of the Eisen hower administration's accom plishments. The Senate, which did not meet Thursday, will hear the message read by a clerk to day. President - elect John F. Kennedy had no immediate comment on the message, in which Eisenhower conceded he was leaving the new ad ministration with some explo sive foreign and domestic problems. The President said Kennedy could solve these if he tackled them with "stead fast resolution." Eisenhower's generally op timistic message said the na tion had reached "unprece dented heights" during the eight years of his administra tion. Rep. Daniel J. Flood ID Pa.) said that recent evidence showed that the national posi tion at home and abroad is "far worse" than even the gloomiest prophets had fore cast. "None are so blind as those who will not see," he said. Chairman J. William F;il bright, (D-Ark.) of the Senate Foreign Relations committee, said "the incoming adminis tration is confronted by as difficult a set of circum stances as any administration since the War Between the States." The private remarks of many Democrats were even more critical than those they had for the record. "The poor old guy is leav ing office in a few days," said one House member with lib eral leanings "So 1 don't want to be too hard on him." But House GOP Leader Charles A. Halleck (Ind.) said the message "shows that we can carry forward the tremen dous accomplishments he has made if we simply use good sense and balance in what we do during the years ahead." Senate GOP Leader Ever ett M. Dirksen (111.) said the message "is at once gracious and cooperative in tone and is indeed an excellent and real istic summary of the achieve ments of the administration." He said, "It is also a candid document because it sets forth not only the achieve ments but the existing prob lems in the field of agricul ture and foreign relations. All in all, it is an impressive state paper." Chairman Overton Brooks (D-La.) of the House Space committee look sharp issue with the President's conten tion that U.S. space develop ments make this country "preeminent" in the field. But Rep. Charles G. Fulton (R-Pa.) endorsed the Presi dent's message and said he has no doubt America now has a commanding lead over Russia, both in military and civilian space development. The President's report on his world travels, and his con tention that success of his and other top-level visits abroad prompted Russia to wreck the summit conference, drew some raised eyebrows. "It is so far fetched that I'm wordless," said Rep. Chet Holifield (D-Calif.) chairman of the Senate-House commit tee on Atomic Energy. "The tone of the message is in my opinion an extravagant mis statement of the actual con dition of our international re lations. They have deteriorat ed throughout the world." All three requests will again be brought before the commission in May. The com mission felt it would take at least that much time to com plete traffic pattern sudics around he proposed inter changes - to be located at Barnett rd. and Crater Lake ave. One of the requests is for a change of zone from single family to limited commercial for property located on Bar nett rd. Mrs. Anne Davis, who is making the request, told the commission last night that a 20-unit motel is planned on the site. Medford Attorney Bill Deatheridge, speaking for the property owner, said a service station is proposed for this property. Third Request The third request was to change a zone from single family to limited commercial for property on the southeast side of Crater Lake highway south of the television station property. A plumbing shop is proposed for this property. In other business, the com mission recommended denial of a request for a change of zone from commercial to light industrial for property locat ed on Barnett rd., just east of the freeway right of way. Jim Bayliss, operator of the Siskiyou Veterinary hospital, told the commission that the hospital is now in the middle of the freeway right of way, and he will have to vacate his property by March. He want ed to build a new hospital on the Barnett rd. site. In recommending denial of the request, the commission pointed out that the proposed hospital site is in an area designed for future city park purposes. It is indicated as a park site on a generalized land-use plan. Request Pending a Year Commission Member Elwood Hedberg Jr., noting that Bay liss' request had been before the commission for more than a year, said It was unioriun ate" that the commission had not been able to decide on the request sooner. But because It proposed park site, he said, "I feel it would be very poor planning on our part if we recommended to the coun cil to zone the property light industrial." Newlv - elected Commission Chairman Jack Edson said he was also sorry that the matter took so long, and added that although the plans for a hos pital are "no worse" than any other type of occupancy, "it would have made planning in and around it very difficult." The commission called for a public hearing on a request from Austin King for a variance to a zoning ordinance to erect an equipment storage shed at 1200 Crater Lake ave. The hearing is scheduled for the commissions February meeting. The commission recom mended that a half-block long alley located between Fran quette st. and Riverside ave., west of Eads si., be vacated by the city, subject to two conditions. One, is that the person making the request provide for an casement for California Oregon Power com pany lines; and two, that the person reimburse the city for past street improvements ad jacent to the alley. A special meeting was called for Jan. 2(1, to hear a request from Mr. and Mrs. Clarence Miller who want to establish a kindergarten at the Congregational church, 300 Oakwood dr. The matter had originally been scheduled to come before the commission in February, but Mrs. Miller told the commission last night that she would need an an swer before then, if they were to operate a kindergarten this spring. A request to annex to the city some properly located east of the city and south of Hillcrest rd., was deferred by the council for further study. It was pointed out by City Manager Robert A. Duff, that city vehicles would have lo cross county roads to reach the properly if It were to be annexed. The property contains the Bel Aire Heights subdivision. It was noted that this area is Youfh Hefd for Stabbing Mother Rutland. Vt.-HTU- Authori ties today held a quiet youth as a suspect in the slaying in a parsonage of the wife of a clergyman who adopted him. 1 Police said Geoffrey P. Aid- j rich, 17, a high school foot-1 ball star, stabbed Mrs. Hazel Aldrich, 39, four times in the back as she played a piano in the living room of their home Thursday night. Aldrich, who was treated recently at two mental din-; ics. was arrested four hours later in Troy. N.Y., when he turned the family car the wrong way on a one-way street, lie was held there for! Vermont authorities. Police said Aldrich told ; them lie stabbed Mrs. Aldrich j when she insisted that he stay; home and finish his home work. He wanted lo go to a local library. Officials said the woman had and her back to the youth was apparently playing a church song called "Prayer' when she was slain. Her hus band, the Rev. Gordon M. Aldrich, 43, pastor of the Rut land Congregational Church, was across the street at a church meeting at the time. The boy was adopted by the couple when he was 10. part of a larger area that Is proposed for subdivision. The commission recom mended approval of a request for a variance to a sign ordi nance to erect an extra-large sign during construction of the Montcrest Convalescent hospital on property located near the corner of Barnett and Murphy rds. It was noted that the sign will denote what is being constructed and will be taken down when the building Is completed.
