! 0 o O O hroestfgators Study Charges ; : 1 , That FDA Neglected Public Washington - (UPlt - New charges that the Food and Drug administration neglect ed the public welfare by tak ing tardy action against a drug used in illegal abortions were being studied today by Senate investigators. In a memorandum submit ted Thursday to the Senate drug investigating subcommit tee, Dr, Barbara Moulton, a former FDA official, charged that the agency knew for 3i years that the drug potassium permanganate was causing needless pain, even death, but did nothing about it. The FDA last summer ban ned over-the-counter sales of the drug except in greatly diluted solutions. Dr. Moulton also criticized the FDA for allowing the sale of candy-flavored aspirin for children which she described as "one of the biggest killers." if hmmmtijmrk Acme Office Machines 1949 W, Main . SP 3-7964 She snid the aspirin should be banned. The memorandum said the FDA had received letters from physicians "begging" for a ban on over-the-counter sales of bromides. She said no gov ernment action was taken de spite what she called "suffi cient evidence" to support a ban. "Probably several hundred men and women in this coun try every year are mistakenly diagnosed as Insane and com mitted to mental hospitals, sometimes for months, as a result of self-medication with these bromide drugs, which are sold without prescription, in spite of the practically unanimous opinion of the med ical profession that they should be restricted to pre scription sale," she said. Dr. Moulton said the abor tion drug was not banned un til she asked Health Secre tary Arthur S. Flemming to investigate it. She said FDA medical experts had recom mended the ban as far back as 1957 to Food and Drug Commissioner George P. Lar rick, "Secretary Flemming hud- as far as I know-no evidence in I960 not available to Mr. Larrick ZVi years ago," she said. "The long delay in tak ing action as simple as the publication of a statement of policy seems to me clear evi dence of neglect of the public welfare." Dr. Moulton said the drug was being used illegally by nonmedical people in the mis taken belief it would cause abortion. "It will not," she said. "In stead it destroys the walls of the vagina, causing profuse bleeding which has resulted in some instances in death, in others in such severe scar ring that normal childbirth was subsequently Impossible." Dr. Moulton was formerly chief of the FDA's drug and device branch until she quit in a dispute over the agency's policies last year. Chairman Estes Kcfauver (D-Tonn.) ordered her state ment included in the public record of his Senate antitrust and monopoly subcommittee, which is conducting a broad investigation of the drug in dustry and its regulation by the government. The commission also called for a public hearing on a pro posed revision to the city's sign ordinance in limited com mercial zones. The changes in the sign ordinance, the com mission, hopes, will provide for more realistic" regula- sion of trailer houses into ters. Regarding trailer houses, the commission moved to strike out those city code pro visions relating to the conver sion of trailer houses into residences. The commission recom mended the addition of a pro vision to the code, which pro vides, in part, that removing the wheels or setting the trail er on posts or footings shall not exempt the trailer from the provisions of the ordi nance. The new regulations would not apply to those trailers being used as residences prior to the adoption of the changes in the code. The revisions to the city's sign ordinance in limited com mercial zones have been ne cessitated mainly by the signs in the Medford shopping cen ter. Most of these are now much larger than the city code would normally permit. However, the city has not felt they should enforce the code, in this case, because it was not designed to regulate shopping center signs. Signs in shopping centers are gen erally set back much further from the streets than signs on the average commercial business. The new revisions would not automatically make all the signs in the shopping center legal. Some of them will still be in violation of the code. But, the commission feels that they will make the sign ordi nance more realistic. Under the proposed revi sions signs will be limited in size to less than 25 'square feet unless it is set back from a distance greater than 20 feet from a lot in a residential zone and 20 feet from a street. A sign set back more than 20 feet from a lot in a resi dential zone and 20 feet from street may be increased in area by an amount not to ex ceed one square foot for each foot of setback exceeding 20 feet. Under the code provisions as they now exist, a sign can not be larger than 25 square feet in area. There is no pro vision for signs set back a great distance from the street. The commission has called for a meeting with the city council prior to a public hear ing on the proposed sign ordi nance in February. HatummljoMTQ Speak Today on Congo Situation United Nations, N.Y. -OIPD-Britain accused Russia today of using its charges of Belgian interference in the Congo as part of a campaign to wreck the United Nations. British Ambassador Sir Pat rick Dean joined French del egate Pierre Millet and Turk ish Ambassador Turgut Men emencioglu in telling the Se curity Council they believed Russia's charge against Bel gium was unfounded. Russia had complained that on New Year's Day Congolese troops were permitted to use the U. N. trust territory of Ruandi-Urundi, of which Bel gium is the administering power, for the start of an at tack on forces of deposed Pre mier Patrice Lumumba. Am bassador Valerian A. Zorin demanded that Belgium be stripped of the trust territory. Dean said it was noticeable how little of the Soviet com plaint dealt with the actual in cident in Ruanda-Urundi. In stead, he said, Zorin had stressed colonialism, color dis crimination in international policy, and "even managed to slip in a grace note about the strikes in Belgium." Secretary General Dag Ham marskjold, sped from Africa to attend today's debate. He was expected to speak this afternoon. Hammarskjold's statement to the council was expected to summarize talks he has had with President Joseph Kasa vubu and other Congolese leaders in Leopoldville. Russia asked the council to consider its charges that the U.N. Congo command permit ted Congolese troops loyal to Kasavubu to be sent from the Belgian-administered trust territory of Ruanda-Urundi to attack forces loyal to Soviet backed deposed Premier Pa trice Lumumba. Belgian Ambassador Walter Loridan told the council his government granted transit rights through Ruanda-Urundi, which is east of the Con golese province of Kivu, for "100 or so" Congolese troops at the request of Kasavubu. He contended that this did not violate U.N. orders. Kivu is a stronghold of pro-Lumumba forces. The United Arab Republic was preparing a resolution which informed sources said was mild enough to perhaps be accepted by both Russia and the West and thus avoid another bitter wrangle over the Congo. Soviet Ambassador Valeri an A. Zorin asked Thursday that Belgium be stripped of its administrative power over Ruanda-Urundi and again de manded immediate withdraw al of all Belgians from the Congo. Peace Mission Sent To Cambodia Fails Vientiane-IUPU-A peace mis sion sent to neighboring Cam bodia has failed in efforts to win over deposed Premier Souvanna Phouma to the pro Western government of Pre mier Boun Oum, reliable sources said today. Communist -backed Prince Souvanna fled to Cambodia just before the battle for Vien tiane last December. The So viet Union and Communist China insist he is the legal premier of Laos and that Boun is a U.S. puppet.
