Three Children Die in Blaze Washington IUP1I Three young children, apparently left alone, were killed early today when a fire swept their two-story house. Firemen found Sharon Shor ter, 4, and her brothers Kirk 5, and Malcolm 7, stretched out on the floor of an upstairs bedroom. The badly burned youngsters were pronounced dead at a hospital. Fire officials said the chil dren's mother, identified as 24-year-old Jean Shorter, was not home when the fire broke out. The blaze gutted the first floor of the brick home in the southeast section of the city and badly damaged the second floor. Firemen could not determined the cause of the fire immediately. - They said the blaze appar ently started in the living room, spread to the rear of the first floor and then through the ceiling to the sec ond floor where the children were sleeping. Moses was 1 deliverer. 8y faith he refused the wealth and throne of Egypt and chose III treatment with the people, Heb. 1 1:24, 25. He was di vinely commissioned to save Israel from oppression, chaps. 3 and of Exodus. He was God's spokesman to Pharoah. He saved Israel from their op pression by the blood of a slain lamb, the first feast of the passover, and by the power of God in delivering the children of Israel through the dead sea into Sinai country. "Jackson County chapter of the Izaak Walton leagurPMon day night went on record fa voring legislation by Con gress which would return to the states the power to con trol water and the use thereof on non-navigable streams. Members also passed reso lutions strongly opposing con struction of dams at Copper canyon on Rogue river and at Buzzard's Roost in the Illi nois river. In other resolutions the Walton chapter went on rec ord opposing creation of Oregon department of natural resources and urged the Jack son county court to make pro vision for use of all funds received from the Oregon state marine board, for en forcement of boating regula tions and development of boat ing facilities. Waltonians ask ed that the state game com mission open trout season on April 22 above Laurelhurst bridge on the main stem of the Rogue river and above Cobleigh bridge on Big Butte creek. A resolution to reaffirm the chapter s stand against con solidation of the state fish commission and the state game commission was tabled. Water Us Control In their water use control action, Waltonians declared: "It has been and should be the power of each state to control the water and use thereof in the respective non- navigable streams within its boundaries." The members pointed out, however, that the U. S. Su preme Court has by several decisions held in effect that; even on non-navigable streams, states cannot prevent construction of dams under permits issued by the federal government, and thereby, has Clothing, Bedding Needed Locally By Salvation Army Clothing for children and men and bedding are still needed by the Salvation Army, Sr. Capt. William Ricken, commanding officer, reminded residents today. Last week the Salvation Army started a clothing drive in the county. He said that the cold weather and the un employment in the area has resulted in a higher number of distributions for clothing and bedding. He added that only a half dozen calls are being received at the office for them to pick up items. Furniture that is usable is also desired to meet the local low income families needs, Captain Ricken said. During December more than 400 items of clothing and shoes were given away. The previous month 250 items were distributed. In addition to this, the Salvation Army distributed 178 grocery ord ers. Single transient men and families who have been housed at the shelter on Crews rd. totals 441 beds and 1,143 meals served. This figure in clude 167 women, he added. The officer said that with the need for clothing, it has become necessary for the Salavation Army to contact people at their homes. He en couraged residents to tele phone the office at SPring 3-7335 if they have any sur plus clothing or bedding so a truck may be sent to pick it up Tuesday or Friday. Coos-Curry Electric coopera tive has applied to the federal power commission tor a li cense on the proposed Buz zard's Roost project. Site is six miles up the Illinois from its mouth and the purpose is power generation Published reports indicate that a SIS-foot high dam is sought on the Illinois site with crest 1,000 feet long. The reservoir would be 18 miles long with storage of 1.200,000 acre feet of water and draw down providing 200,000 acre feet of usable storage. Waltonians argued that the dam would effectively block all runs of Chinook and silver salmon, steelhcad, cutthroat trout and other fish, and the same would be destroyed since the dam would make inaccess ible about 165,409 square yards of spawning gravel out of about 185,499 in the Illi nois river system. J It maintains that fish ladders i will not operate successfully and that transporting devices have been unsuccessful else where. Walton members vigorously questioned the economic feasi bility of the project, the mar ket and need for power from such a dam and the benefit to the public. They mentioned that the Oregon hydroelectric commission denied permission for a dam upstream from the site and said the Oregon wa ter resources board probably will not approve such a dam. The resolution on the Cop per Canyon proposal declared that such a dam is not needed and would be contrary to the best interests of the great ma jority of the people. Resulting ultimate destruction of fish was brought out. Chap ter stand was taken in antici pation of consideration by the state legislature of the gov ernor's reorganization pro gram. Walton members asserted that inclusion of the two com missions in the natural re sources department would be a backward step, negating the continuity of personnel and policy, freedom from interfer ence, independence of thought and action and removal of the commissions from politics, which are essential to a sound and continuing program. Fear of the affect of politics par ticularly was expressed should there be a department under power of the governor and a director appointed by him with great and far reach ing authority and control. In the resolution seeking definite earmarking of the funds from the marine board, the Waltonians pointed out that this money now goes to the county general fund. As a measure to protect downstream migrating young salmon and steelhead, opening of trout season in the Rogue basin has been delayed until late May, a month later than the general season opening. In the resolution to open the Rogue above Laurelhurst bridge and Big Butte above Cobleigh bridge on April 22, Waltonians said that most of the salmon and steelhead of a size which might be hooked by anglers would be below the two bridges by that time. The two streams were open ed to trout fishing above the two bridges when the general season began in 1959. Last year all Rogue basin streams were closed to angling until late May. Waltonians are de sirous that monies collected from sportsmen for fishing and hunting licenses are spent for their benefit and interests rather than to be sidetracked to commercial interests. It was decided to wait and see whether safeguards are in cluded in the bill presented. Such safeguards might make the bill desirable legislation. Chapter President Jack Hanel named Earl Knight, Paul Weiland and Kenneth Den man as a committee for pos sible rephrasing of the resolu tion. Knight, Tom Rickard and Henry DeVoss were named to confer with C. C. Hoover, chairman of an Eagle Point Grange committee which is fostering recreational develop ment of the Whetstone creek area.
