O THURSDAY. JANUARY 5, 1961 MEDFORD MAIL TRIBUNE, MEDFORD, ORE. Halfield Approves Federal-State Medicare Plan Salem - (UPI) - Gov. Mark Hatfield gave general approv al Wednesday to a $13 mil Hon two-year federal - state medicare program for Oregon in spite of noting shortcom ings In the program which he said would require experience to correct. The governor agreed with a member of his advisory committee, Dr. Wesley Nicholson, that the commit tee's recommendations failed to. analyze fully the medical needs of elderly people in the state. Just a Start "We are fooling our way along, Hatfield said, "until we can develop data. No doubt this is just a start - a nucleus that will develop into a more comprehensive program." In the meantime, Hatfield said he felt it was essential to have a program ready for action by the 1961 legislature The governor made his com' ments at a meeting with his advisory committee on medi. cal care for the aged, which revealed Us proposals las week. Effective July I The proposed program which would become effective July 1, would pay partial phy sician fees, hospitalization and nursing home costs for most of the state s needy residents , over 65 not on public welfare Eligible persons would have the option of continuing health insurance policies with some subsidy from the pro. gram. Hatfield said he felt federal approval for the program was likely, since "flexibility" was stressed when the federal leg islation passed congress last year. HEW Ruling Asked The U. S. Department of Health, Education and Wei fare has been asked to rule on whether deductibles, co-in. surance provisions and dollar limits in the program will con form to federal requirements, Dr. Nicholson said he felt the committee "should n o have been bound by budge tary figures in our work, but should have analyzed medical need more fully." "I do not think this repre sents the need of our people," he said, "the need is much greater than what the docu ment says." Pictures of a clarity never before obtained are expected with the balloon-borne 30-Inch telescope system, which weighs more than two tons, Better astronomical photo graphs can be taken from 80,000 feet because no atmos pheric turbulence or dust are present to distort or obscure. The balloon is scheduled to remain aloft during the night while observations are made. Prof. Martin Schwarzschlld of Princeton university di rects the project. Astronom ers plan to use the photo graphs to look at the surface of Venus, to analyze the en visions in Saturn's rings and to study atmospheric changes on Jupiter that may help ex plnln that planet's red spot. The program is sponsored by the National Science found ation and the Office of Naval Research, with support from the National Aeronautics and Space Administration. Agriculture To ' Salem 0JP1)- The State De partment of Agriculture will submit a packet of proposed amendments to the lOfll legis lature, seeking clarification of several existing livestock, dairy and agriculture laws, Director James F. Shout said Wednesday. Among the proposals, Short said, will be revision of thf grade A milk 'usage audit to define the duties of producer and distributor; an amend ment to produce dealer's act to permit direct settlement of producer's claims; Inclusion of frozen meat products under the slate meat Inspection pro gram, and repeal of the pres ent law permitting post-mortem meat Inspection, Short said the department ' also would seek minor amend ments to the livestock auction market laws, updating of the Oregon food law, and a re write of Ihe state law on com mercial feeds. The brown-eyed quartet ot young chimpanzees with their sad old-man faces, the first . space students of their kind, are part of Project Mercury, the official U.S. man-in-space program under the National Aeronautics and Space admin isiration. The successful 135 -mile high launch and recovery o an unmanned Mercury cap sule on Dec. 19 assured one of this group of space pioneers a ride way out soon, probably next February. The safe flight and return of one of the chimps may provide the miss ing link in the chain of ex periments preliminary to a manned venture by one of the seven human Mercury astro nauts. Minnie and her colleagues re being trained at the air esearch and development command's Air Force Missile Development Center located t Holloman Air Force Base. New Mexico. They were chos en because their species, pan roglodyte or chimpanzee. bears many resemblances to homo sapiens or man. Because of these similari ties, metabolically, physically and temperamentally, t h a chimp has been rated by sci entists as an "ideal" trail blaz er for man in space. Details of their training were worked out by Col. Rufus R. Hessberg, cniei ol Holloman s Aeromed ical Field laboratory. The pro gram of chimps for space be gan in 1958. Response Tests Like the human astronauts. the space simians are subject ed to ground-conducted ex periments as well as in-flight training in both T-29 and. C-131 aircraft designed to test their physical and mental re sponses to all the expected stresses and hazards of space travel. They work a five-day week. from five to eight hours a day, on "restraint and "solitary" tests. For the restraint expert- ments, they are each strapped. into a special chlmp-sized, home-built sheet-metal chair, low on the ground, upholster ed with insolite. For their pe riods of solitary confinement they sit alone separated by tall masonite partitions which slide into place to provide a reasonable facsimile of the isolation chamber in which the human astronauts are test ed. They aet time off at the sign of undue stress and peri odic vacations. Instrument control also is part of their training. This is accomplished by a box of sim ple instruments lighting a panel, in front of each chimp. that the animal is taught to turn off by pushing the prop- er switch.
