I 1 'ft J2 g THURSDAY, DECEMBER 29. 1960 Capitol Memo Oregon Political News of '60 Topped With Two Elections By DOUGLAS GRIPP Salem - HOT - Oregon politi cal news in I960 was big, sprinkled with two elections, a slight Re publican re surge, and death. It was the year Sen. Richard L. Neuberger (D- Ore.) died of a cerebral hem orrhage Douglas Grlnp as n e pre pared for a reelection cam paign. It was the year Supreme Court Justice Hall S. MisK went to Washington to finish Neuberger's term and the year that Neuberger s widow, Mau rine, became only the third woman in history to be elect ed to a full U.S. Senate term. It was the year that Sen. Wayne Morse (D-Ore.) ran for president against John F. Ken nedy and the year that Re publican Gov. Mark Hatfield nominated Richard M. Nixon for president in Chicago. Oregon got a new treasurer, Howard C. Bclton; a new agri culture director, James F. Short, and a new supremo court justice, Alfred T. Good win. A new congressman was elected in the fourth district, Republican Edwin Durno of Medford. Democrats held onto their other spots in Oregon's con gressional delegation but Dur no's victory coupled with re election of first district Rep. Walter Norblad (R-Ore.) made it 4-2, a toehold for the GOP. Despite a record 75,000 Democratic voter registration advantage, the Democrats lost . two seats in the Oregon house and picked up only one in the state senate. Prospect of the 1061 legisla ture - with a skimpy 31-20 Democratic house majority -was that It might be tough for the Democrats to put desired legislation through since a few Democrats often ,,( vote With Republicans on Issues splitting the two. It was a year when much of the political news focused on the Hatfield administra tion. , There wore plans for gigantic industrial develop ment, government reorganiza tion, a "miracle" state budget, and a real hot one - move of state public welfare head quarters from Portland to Sa lem. - Hatfield made appointments at a rapid pace - Bellon, Lusk, Goodwin, Short and dozens of others. It was a year of attack and counterattack between Hat field and Democratic attorney i Drugs Open Heart And Air Vessels London, (Science Servico) A new series of chemicals that dilate the air passages ot the lungs and the blood ves sels ot the heart has been de veloped. . The chemicals, some "t which probably will be de veloped as proscription drugs, are the 1.3-dinlkyl-6-thioxan- thines. They differ from a well-known dilator drug, theo phylline, in that a sulfur atom has been substituted for an oxygen atom In the chemical structure. Some of the new 6-thioxan- thines are GO limes as active as the corresponding sails of the older drug, theophylline in test-lube tesls. In the 1 iv- ing animals, the effectiveness of the chemicals is reduced, but they are still potent enough to protect guinea pigs from the deadly effects of an aerosol spruy that narrows the air passages. The research was reported here in the British scientific journal Nature by Drs. A. K. Armitage and K. R. H. Wool dridge of May and Baker Ltd., Dagcnham, Essex. Dr. Howard To Be Honored in Ashland Ashland - Dr. John R. Howard, president of Lewis and Clark college, Portland, will be honored at 7 o'cloik tonight at a no-host dinner In the Mark Antony hotel. Anyone interested in the college, parents of students at tending or those- contemplat ing attending, are invited lo participate. - Dr. Howard was named president of the college in September. Reservations for the "get acquainted" parly should be mode by telephoning Mrs. Clifford C. Voight, SPring 2-Z(iU9. general Robert Thornton, who loomed at year's end as a possible contender for gov ernor in 1962. Another fierce political feud in 1960 was between Re publican secretary of state Howell Appling Jr. and state Sen. Monroe Sweetland (D Milwaiikic). It climaxed with Swcetland's defeat for secre tary in November and Ap pling's emergence as a major political voice in Oregon, and also a contender for governor in two years. Democrats grabbed plenty of headlines Including the senate president fight be tween Sens. Harry Boivin (D- Klnmath Falls) . and Alfred Corbett (D-Portland). Senate president Walter J. Pearson (D-Portland) touched off a controversy when as acting governor lie released convicted wife slayer Chester Fitzwater from prison, ac companying the action with a blast at the Oregon parole board. It was a year of controversy over the demise of Oregon's county coroner system and the issued raged up to the Novem ber election. It was the year for discus sion of looking for oil on Ore gon's submerged lands off the coast - and a decision to ask the legislature for new laws enabling Oregon to do so. It was also the year the voters decided pay of legisla tors should not be increased, that the 1959 income tax hike was unnecessary, and that Oregon was not ready for day light saving time and bill board control. .
