UAL Plane's Instruments Said Wrong Prior To Crash Washington -(UPU- Invcstiga tors have evidence that the United Air Lines DC8 in the New York City air disaster was nearly 13 miles away from where its instruments showed it' was just before the collision. United Press International learned this today from a study of the transcript of ra dio communications between traffic controllers and the jet- Funds Raised for Gifts by Operators " Medford operators at the Pacific Telephone Northwest company raised funds this year to purchase Christmas presents for boys living at the James School for Boys in Cave Junction, More than $100 was raised by the operators through the sale of candy, cakes, aprons and other articles at a bazaar. Each operator drew from a hat the name of a boy living at the school. The operators then purchased gifts for the boy. Two carloads of operators, bearing the gifts and holiday foodstuffs, went to the James school and held a Christmas parly for the youths. A total of 42 boys from throughout the northewst live at the school, a large farmhouse operated by Mrs, L e t h a James. Included among the pres ents were various kinds of athletic equipment and bed ding. ine operators plan to re member the boys again on other holidays throughout the year. No Talks Scheduled In Phone Dispute ' Seattle -(UPD-Barney Toner, federal mediator, said today no further meetings have been scheduled between rep resentatives of the West Coast telephone employees and the striking International Broth erhood of Electrical Workers. A day-long meeting Thurs day attended by Toner ended In a deadlock. The strike, by about 1,600 workers in western Washing ton, Oregon and northern California was called last FrI day. The strike affects 73 ex changes of the firm in the Uiree slates. Supervisory personnel have been manning switchboards. More than 90 per cent of the firm's 183,000 telephones are dial operated. Awaited Radio Signal The transcript shows: The United plane never reached the Preston radio check point In New Jersey where it was supposed to enter a holding pattern until cleared to land at Idlewild Airport. At the very moment the United pilot reported he was approaching Preston, un known to him, the DCS actu ally must have been north of that check point and already roaring through a snowstorm into the LaGuardia Airport approach area on a collision course with the Constellation The jetliner captain ap parently still was waiting for the Preston radio signal to show up on his Instruments when he hit the TWA plane killing all 128 persons on the two planes and seven persons on the ground. Suspect Transistor Badio Why was the United pilot apparently so far off course without realizing it? This is what a Civil Aeronautics Board investigation opening Jan. 4 must determine. Some kind of navigation in strument malfunction is a pos siblllty. Federal Aviation Agency Chief Elwood R. Que- sada has said a preliminary investigation indicates one of the plane's two navigation in dicators was not operating properly. A veteran accident investigator and safety expert suggested this might have been caused by interference from stray signals from a transistor radio operated by a passenger. A second question is why didn't Idlewild approach con trol radar spot the jetliner and warn that it was off course? The answer from the Federal Aviation Agency Is that radar surveillance was not supposed to begin until the plane had arrived at Its holding point over Preston. Ashland Truck, Car Collide Thursday Ashland A city truck and car collided at the intersec tion of B and North Pioneer sis. Thursday about 10:55 a.m. in Ashland, police reported. The city truck was driven by Dale Harmon, 46, of 832 Harmony lane, Ashland. Mrs. Nolle Walton Burns, 73, of 211 Van Ness ave., Ashland, was the driver of the car. No injuries were reported. No citations were issued, police said. Rayburn Promises To Wrest Control Washington -(UPD- Speaker Sam Rayburn has secretly as sured President-elect John F. Kennedy that the stranglehold on liberal legislation exercised by the conservative-dominated House Rules Committee will be smashed when Con gress convenes in January. Congressional sources said today the Texas Democrat told Kennedy at Palm Beach, Fla., Wednesday that control of the powerful rules commit tee would be wrested from the conservative coalition of two Republicans and four South ern Democrats. The informants, who asked that they not be named, said that Rayburn told Kennedy he would break the power of committee by persuading the House to change the make-up of the panel, which decides which bills the House can take up. An estimated 900 building tradesmen were expected to remain away from their jobs in at least the early part of the day as a result of a walk out of Ironworkers protesting use of non-union personnel on Cape job. The strike erupted Wednes day, but it did not hamper an already light missile firing schedule. A Polaris missile was fired as planned Thurs day in one of the last tests of the year. No break appeared in sight immediately In the unauthor ized walkout of ironworkers, members of Local 402 of the International Assn. of Bridge and Structural Ironworkers. RESCUE OPERATIONS A Navy helicop ter hovers over ihe stern of the storm smashed American tanker Pine Ridge dur ing rescue operations off the coast of Cape Haltcras, Va. The captain and eight crew members were killed. Twenty-nine members of the crew survived. Owner Frank Alioto said damage would reach nearly $300,000. A fire department spokesman gave a "conserva tive" estimate of $50,000. Three firemen suffered slight injuries in the fire, which was reported at 3:23 this morning by Charles Fas-' so, 39 a window washer. Arson inspector Earl'fcfrimm said the flames apparently originated in a linen closet on the second floor, which is used as a service area. Dam age was heavy on all three floors. More than 150 firemen fought the blaze and two fire boats stood by in the adjacent lagoon to'.-guard against a spread of flames to other es tablishments and the fishing fleet docked nearby. The restaurant was found ed 30 years ago and was among the first eating places on the wharf. PAPER FOUNDER DIES Perth Amboy, N.J. (UPD -Daniel P. Appeal Made for Relief in Kasai Leopoldvllle - (UPD - The United Nations made a Christ mas appeal to the world today to come to the rescue of 300 000 men, women and children threatened by starvation in the "famine triangle" in south Kasai Province. Dr. Sture Linner, U.N. chief of civilian operations here, said an average of 200 tribes men are dying of starvation In the Bakwanga region daily. He said the toll could mount into the "thousands" if no large-scale relief action is or ganized. Linner said the situation "is of such an urgent gravity as to require world attention." Kennedy Plans To Retain Secretary of Cabinet Post Washington (UPII President elect John F. Kennedy has decided to retain the Eisenhower-created post of secre tary to the cabinet and soon will name a young California political whiz to the job, in formed sources said today. They said the post would be given to 37-ycar-old Fred erick G. Dutton, a member of Two Accidents Reported in Area Two accidents were report ed to state police yesterday, both of them in dense fog. Police said they would seek a complaint from the district attorney's office charging Irv ing Augustus Mirick, 50, of 2517 Lucky lane, Medford, with failure to stop at a stop sign. The Mirick car and a motor scooter operated by Richard Leroy Rush ton, 16, of 283 Oak Grove rd., Medford, collided at the intersection of Thomas rd. and Stewart ave. yester day morning. Mirick appar ently misjudged the location of the intersection in the heavy fog, and was unable to stop for the stop sign, police reported. The car skidded 65 feet through the stop sign and hit the motor scooter, state police said. Rushton was treated for bruises at Sacred Heart hos pital and released. His pass enger, William Gates, 16, of 126 Renault ave., was treated for bruises and was released from Crater Osteopathic hos pital today. Another accident in the fog occurred a mile south of Phoe nix yesterday on Highway 99. A car driven by Carolyn Mc- Quigg; 22, of 533 Austin St., Medford, was turning into a driveway off the highway when her car was struck from behind by one driven by Paul Aaron Ferguson, 17, of 147 Granite St., Ashland, state police said. the Kennedy campaign team Dutton was executive secre tary to California Gov. Ed mund G. Brown until he re signed last summer to come to Washington to work with the Citizens-for-Kennedy Commit tee. 1 Dutton managed Brown's successful campaign for gov ernor in 1958. In 1956 he was Southern California chairman of the Stevenson - Kef auver presidential campaign. The post so far has been held by only two men, Max well M. Rabb and the present secretary, Robert K. Gray. President Eisenhower cre ated the job of cabinet secre tary six years ago in an effort Car Rebounds Into Station Lube Room Under normal conditions, employees at the Big Y Signal Service station are glad when a car drives into the "lube room." But, when a car drove in yesterday morning, they were far from happy-the car was out of control. The car, operated by Lulian Anlo Manson Penwell, 77, of 223 Beatty St., had collided with another car on Highway 99 and then rebounded toward the gas station. The:car struck a battery rack and oil pumps and then came to a halt inside the lube room, Penwell received several cuts on his head, - and was taken to Sacred Heart hospi tal by Medford Ambulance service. Penwell was issued a citation for failure to yield the right of way to oncoming traffic. Driver of the other car in volved in the accidenfwas Howard Arnold Jamieson, 31, of North Vancouver, British Columbia. The accident occur red about 10 a.m. Both cars sustained heavy damage and had to be towed from ' the scene by wrecker. : to eliminate aimless discus sions at cabinet meetings and to make the cabinet operate efficiently. If Kennedy assigns the same duties to the cabinet secretary as Eisenhower did, Dutton'3 job would be to prepare the agenda for cabinet meetings, arrange for policy papers on the agenda items, keep a rec ord of any action taken at the meetings, and then follow through to make sure the pol icy decisions were carried out. Income Tax Forms To Be Nailed Soon Salem - (UPD - State incoms tax forms for 1960 will be mailed to taxpayers after Christmas and the simplified form 40 ' card is slightly re vised, the Oregon Tax com mission announced today. The commission said many taxpayers have asked for an additional worksheet for the itemization of "other deduc tions," and additional instruc tions relating to them. A new instruction sheet has been pre pared and while it will not be included in the general mail ing of form 40 to all taxpay ers, the worksheets are avail able at all commission offices. The state income tax card form was introduced in Ore gon last year and was first used for filing 1959 returns. The commission said public acceptance of the card "was excellent."
