was nearly 13 miles away
from where its instruments
showed it' was just before the
collision.

traffic controllers and the jet-
Funds Raised for
Gifts by Operators
" Medford operators at the
Pacific Telephone Northwest
company raised funds this
year to purchase Christmas
presents for boys living at the
James School for Boys in
Cave Junction,
More than $100 was raised
by the operators through the
sale of candy, cakes, aprons
and other articles at a bazaar.
Each operator drew from a
hat the name of a boy living
at the school. The operators
then purchased gifts for the
boy.
Two carloads of operators,
bearing the gifts and holiday
foodstuffs, went to the James
school and held a Christmas
parly for the youths. A total
of 42 boys from throughout
the northewst live at the
school, a large farmhouse
operated by Mrs, L e t h a
James.
Included among the pres
ents were various kinds of
athletic equipment and bed
ding.

No Talks Scheduled
In Phone Dispute

federal mediator, said today
no further meetings have
been scheduled between rep
resentatives of the West Coast
telephone employees and the
striking International Broth
erhood of Electrical Workers.

The strike, by about 1,600
workers in western Washing
ton, Oregon and northern
California was called last FrI
day. The strike affects 73 ex
changes of the firm in the
Uiree slates.
Supervisory personnel have
been manning switchboards.
More than 90 per cent of the
firm's 183,000 telephones are
dial operated.
The dispute Is mainly over
wages but other points at Is
sue arc job bidding practices,
apprenticeship programs and
other contractual matters.

roaring through a snowstorm
into the LaGuardia Airport
approach area on a collision
course with the Constellation
The jetliner captain ap
parently still was waiting for
the Preston radio signal to
show up on his Instruments
when he hit the TWA plane
killing all 128 persons on the
two planes and seven persons
on the ground.

Some kind of navigation in
strument malfunction is a pos
siblllty. Federal Aviation
Agency Chief Elwood R. Que-
sada has said a preliminary
investigation indicates one of
the plane's two navigation in
dicators was not operating
properly. A veteran accident
investigator and safety expert
suggested this might have
been caused by interference
from stray signals from a
transistor radio operated by a
passenger.
A second question is why
didn't Idlewild approach con
trol radar spot the jetliner
and warn that it was off
course? The answer from the
Federal Aviation Agency Is
that radar surveillance was
not supposed to begin until
the plane had arrived at Its
holding point over Preston.
Ashland Truck, Car
Collide Thursday
Ashland A city truck and
car collided at the intersec
tion of B and North Pioneer
sis. Thursday about 10:55 a.m.
in Ashland, police reported.
The city truck was driven
by Dale Harmon, 46, of 832
Harmony lane, Ashland. Mrs.
Nolle Walton Burns, 73, of
211 Van Ness ave., Ashland,
was the driver of the car. No
injuries were reported. No
citations were issued, police
said.
Rayburn Promises
To Wrest Control

Sam Rayburn has secretly as
sured President-elect John F.
Kennedy that the stranglehold
on liberal legislation exercised
by the conservative-dominated
House Rules Committee
will be smashed when Con
gress convenes in January.
Congressional sources said
today the Texas Democrat
told Kennedy at Palm Beach,
Fla., Wednesday that control
of the powerful rules commit
tee would be wrested from the
conservative coalition of two
Republicans and four South
ern Democrats.
The informants, who asked
that they not be named, said
that Rayburn told Kennedy
he would break the power of
committee by persuading the
House to change the make-up
of the panel, which decides
which bills the House can take
up.

An estimated 900 building
tradesmen were expected to
remain away from their jobs

the day as a result of a walk
out of Ironworkers protesting
use of non-union personnel on

terior of Alioto's restaurant
on Fisherman's Wharf.
Owner Frank Alioto said
damage would reach nearly
$300,000. A fire department
spokesman gave a "conserva
tive" estimate of $50,000.
Three firemen suffered
slight injuries in the fire,
which was reported at 3:23
this morning by Charles Fas-'
so, 39 a window washer.

said the flames apparently
originated in a linen closet on
the second floor, which is
used as a service area. Dam
age was heavy on all three
floors.
More than 150 firemen
fought the blaze and two fire
boats stood by in the adjacent
lagoon to'.-guard against a
spread of flames to other es
tablishments and the fishing
fleet docked nearby.
The restaurant was found
ed 30 years ago and was
among the first eating places
on the wharf.

mas appeal to the world today
to come to the rescue of 300
000 men, women and children
threatened by starvation in
the "famine triangle" in south
Kasai Province.
Dr. Sture Linner, U.N. chief
of civilian operations here,
said an average of 200 tribes
men are dying of starvation
In the Bakwanga region daily.
He said the toll could mount
into the "thousands" if no
large-scale relief action is or
ganized. Linner said the situation
"is of such an urgent gravity

Kennedy Plans To Retain

with failure to stop at a stop
sign.
The Mirick car and a motor
scooter operated by Richard
Leroy Rush ton, 16, of 283 Oak
Grove rd., Medford, collided
at the intersection of Thomas
rd. and Stewart ave. yester
day morning. Mirick appar
ently misjudged the location
of the intersection in the
heavy fog, and was unable to
stop for the stop sign, police
reported. The car skidded 65
feet through the stop sign and
hit the motor scooter, state
police said.
Rushton was treated for
bruises at Sacred Heart hos
pital and released. His pass
enger, William Gates, 16, of
126 Renault ave., was treated
for bruises and was released
from Crater Osteopathic hos
pital today.

occurred a mile south of Phoe
nix yesterday on Highway 99.

Car Rebounds Into
Station Lube Room
Under normal conditions,
employees at the Big Y Signal
Service station are glad when
a car drives into the "lube
room." But, when a car drove
in yesterday morning, they
were far from happy-the car
was out of control.
The car, operated by Lulian
Anlo Manson Penwell, 77, of
223 Beatty St., had collided
with another car on Highway
99 and then rebounded toward
the gas station. The:car struck
a battery rack and oil pumps
and then came to a halt inside
the lube room,
Penwell received several
cuts on his head, - and was
taken to Sacred Heart hospi
tal by Medford Ambulance
service. Penwell was issued a
citation for failure to yield
the right of way to oncoming
traffic.

Income Tax Forms
To Be Nailed Soon
Salem - (UPD - State incoms
tax forms for 1960 will be
mailed to taxpayers after
Christmas and the simplified
form 40 ' card is slightly re
vised, the Oregon Tax com
mission announced today.
The commission said many
taxpayers have asked for an
additional worksheet for the
itemization of "other deduc
tions," and additional instruc
tions relating to them. A new
instruction sheet has been pre
pared and while it will not be
included in the general mail
ing of form 40 to all taxpay
ers, the worksheets are avail
able at all commission offices.
The state income tax card
form was introduced in Ore
gon last year and was first
used for filing 1959 returns.
The commission said public
acceptance of the card "was
excellent." If the legislature
simplifies trie income tax lav
by adopting proposals of the
legislative interim committee
on taxation, the commission
said filing and auditing prob
lems for lax purposes "will ba
virtually eliminated."
