Third in a Series Higher Basic School Support Found Favored by Most Legislators Medicare Plan Participation Given Support Editor's note: Thli Is the third of four dispatches based on answers to a United press International poll or Oregon legislators on issues iac lng the 1961 session. By DOUGLAS GRIPP Salem (UPD Most Oregon legislators answering a UPI poll favor higher basic school support, participation In the federal medicare plan, and more liquor money for cities. The opinions were received from more than a third of the membership, representing a substantial cross - section of both parties and houses and all geographical sections. Agree With OEA Most of those heard from agree with the Oregon Educa tion Association that the state should pay half of public school costs instead of the present 36 V4 per cent.. But the consensus favors a gradual increase to 50 per cent over a period of years. Gov. Mark Hatfield in his 1961-63 budget recommends a $17 milion increase for basic school support, bringing the state's share to 42 per cent. On a per census child basis, this would be a boost from $105 to $115. Hatfield suggests the extra state money be used to cut local property taxes. Ziegler Favors $130 Sen. Francis Ziegler, (R Corvallis), said he will in troduce a bill providing $130 per census child in the next biennium with the $25 in crease to be used as a property tax offset. The Interim Committee on Education calls for an increase to 44 per cent in 1961-63 and 50 per cent by 1965. Barton, 60-year-old produce trucker from Edgewood, Tex., reported to Houston police that the fruit of his labor be came money for somebody else. Barton said he parked his truck loaded with apples at the Farmers Market and left unattended while he took a nap. When he returned early in the morning he discovered that some enterprising strang er had peddled about 25 bushels of the apples to un suspecting buyers. If Congress changes the program, Ore gon's contribution would re vert to the states general fund. Monroe Sweet land, (D-Milwaukie), said a special session of the legisla ture would be warranted to allow Oregon to participate. Several lawmakers favor a law tied to Social Security. By a four to one margin, legislators said they favor a five per cent bigger slice of state liquor money for cities. This would hike the cities' share to 15 per cent. The gov ernor recommends this. The proposal to rename Ore gon State College as "Oregon State University is virtually without opposition. Most legis lators favor it. Several termed the question "minor" and six had no opinion. Ziegler and Rep. C. R. Hoyt, (R-Corvallis), where OSC is located, approve. Rep. Arthur F. Ireland, (R Forest Grove), dissented, say ing it might lead to confusion. Sen. William Grenfell Jr., (D Portland), suggested( simply "Oregon State."
