Desperate Attempts By Traffic Operators To Contact Airliners Before Collision Reported m m , HP mm BURNED SHIP EQUIPMENT This view board the fire-ravaged aircraft carrier Con. stcllation shows the equipment which may have been directly instrumental in causing the outbreak of the fire. Preliminary reports by the Navy indicated that the fork-lift truck, right, apparently sheared off the valve on the 500-gallon lank, left, which was filled with dlcsel fuel. The fuel is be lieved to have been ignited by a welder's arc. However, testimony given by Lt. Vito Milano before the Naval Board of Inquiry indicated there was no evidence the valve of the tank had been sheared off. Que sada, lashing back at a grow ing band of critics, says his announcement of preliminary findings In the New York air disaster was necessary to pro tect passengers and "restore public confidence" In air liners. Quesada wrote William A. Patterson, president of Unit ed Airlines, that he was jus tified in issuing the evaluation because he had an obligation to determine Immediately "whether the facts call for prompt safety measures on our part to protect the public from a recurrence of such an accident." Patterson charged Tuesdy that the head of the Federal Aviation Agency had implied the United pilot operated his jetliner in a careless manner when Quesada said the plane was 11 miles off course, and had not followed a prescribed "holding pattern" over Jer sey. Qucsada's announcement of the preliminary findings aft er a meeting with President Eisenhower Tuesday also drew criticism from Clarence N. Sayen, president of the Airline Pilots Association, Capt. John McDonald, veteran accident investigator and safe ty expert, and by inference from G. Joseph Minetti, Civil Aeronautics Board member who will head the investiga tion of the New York tragedy.
