St 4 4 4J 4 3 jo si St ' St St St St si Police Nip Plot To Bomb Kennedy Palm Beach, Fla. -IUPII- A mental patient who had dyna mite and blasting caps in his car has been arrested for threatening to make himself a human bomb to kill President elect John F, Kennedy, feder al authorities disclosed today, i The slight, white-haired man told authorities he was a Roman Catholic and he felt Kencndy was "a hypocrite" about their religion. He men tioned a campaign speech In Texas where Kennedy had said he would honor responsi bilities to the nation rather than , to his church if the choice arose. "In a way I'm glad It turned out the way it has, but I don't like the publicity," fed eral agents quoted him as saying. He was identified as Rich ard Paul Pavlick, 73, a former postal clerk from Belmont, N. H. Sent Threatening Letter Federal agents said Pavlick denied any intention to kill the president-elect. They said the threat had been made in a letter intercepted by postal authorities Dec. 9. John Marshall, Miami Se cret Service agent, said Pav lick "never made contact" with Kennedy. Kennedy was in Washington when Pavlick was arrested. The president elect's wife and two children were here in the home of Ken nedy's father. Alerted by the post office, Secret Service agents had been hunting Pavlick for days. They learned he had sold all his property at his home in Belmont and gone to Washington. Explosive in Car A search of his ear turned up dynamite, blasting, caps, wiring and other materials that could be used for a bomb The materials had not been fashioned Into a bomb, how ever. Authorities took Pavlick be fore .a U. S. commissioner Thursday night on a com plaint which said, "The de fendant indicated he was go- ing to make himself a human bomb and destroy himself and the president-elect John F. Kennedy . . . Pavlick was charged with violating a federal law which makes it a crime to threaten the president, president-elect or vice president. Rios, 25 Brooklyn, N.Y., was -plucked horn the Pacific by a helicop ter 30 minutes after he bailed out of his crippled FI02 Delta Dagger interceptor about 80 miles west -of here Thursday afternoon near Rockaway. Rios said he hoped to land on the beach but the east wind carried him nearly a mile out to sea as he drifted down from 15,000 feet in his parachute. He hud sent out a Mayday distress signal after a muffled explosion In the after section of the fighter. His wlngman, Maj. Doyle P. Thompson, re ported flames indicating a malfunction. Engine Shut Off Rios said he shut down the engine to avoid a possible major explosion. 1 might have glided back to base, but I didn t want to risk crashing and endangering some com munity," he said. He was rescued by a heli copter from the Portland air base. The gusty cast winds helped 'he copter reach the area swiftly, the Air Force said. Major Thompson circled the area where Rios was drift ing in his one-man rubber dinghy until the rescue. Lt. Rios snid "everything worked perfectly" In the bail out after he picked an open stretch of beach and headed the jet out to sea, where it crashed and sank. But, he added, "This Isn't any time to go swimming In the ocean. 1 was so cold couldn t say anything when the helicopter picked me out of the water. Rios, a bachelor, was treat ed for shock en route back to base but later was pronounced in good condition. The 42-year-old Minnesota governor rushed to Washing ton aboard a National Guard plane Thursday to accept Kennedy's appointment to the agriculture post. Freeman quickly demon strated that he was aware of the staggering task confront ing hlm-to cut costly crop sur pluses and raise farmers' de clining incomes. Two-Thirds Hungry With two-thirds of the peo ple around the world going to bed hungry every night, the problem of agriculture is a world problem," the intense, dark-haired appointee told re porters. Agriculture Secretary Ezra T. Benson, the man Freeman will replace Jan. 20, sent a telegram expressing "congrat ulations on your selection as secretary of agriculture. Be assured of my cooperation in assisting you to assume your new duties." Freeman, a three-term gov ernor, is expected to fit well Into the Kennedy team of rel atively young, bright adminis trators. He holds a Phi Beta Kappa key earned at the Uni versity of Minnesota. He and Kennedy see the farm problom the same way. Freeman is an advocate , of strong federal controls on out put. He favors farm produc tion geared to demand. In accepting the agriculture post Freman outlined a three point policy calling for a boost In farm income, a cut in surpluses and shipment of U.S. farm abundance abroad as a weapon for peace. He rec ommended: -"P rograms lo insure enough food and fiber for all Americans." -"Programs that will assure the efficient American family farm the opportunity to achieve parity of income, without exploiting either con sumers or taxpayers." -"Programs to utilize our agricultural abundance to meet human needs here and abroad ..." Porter said Thursday the Oregon Highway Department has taken over control of the 20 mile Corvallls-Lcbanon cutoff in a trade of roads with Linn county. Porter said the trade opens the way for stale improve ment of the road. Slate high way engineers said earlier they are drawing plans for a bridge over the Willamette river at Corvallis that would be part of the highway. Porter said the Lebanon cutoff has shown a marked in crease in traffic since the opening of the Albany-Eugene section of the Pacific freeway.
