By PHIL NEWSOM UPI Foreign News Analyst When Fidel Castro and his followers moved into a Man hattan hotel, strewed its car pets with the feathers o plucked chickens and received Nikita Khrushchev as an hon ored and trusted ally, for Castro it marked a pinnacle of success reached by the double-cross. Jan. 1, 1961, will be the beginning of the third year o" Castro's revolutionary re g me which has violated near ly every promise It ever made to the Cuban people. From bearded revolution ary, Castro has moved to bearded dictator. The United States has fixed an official "Communist" tag on his gov ernment. The Cuban treasury nearly is bankrupt. Yet there are contradic tions. For this was not a re gime imposed upon the Cuban people. It was welcomed as a deliverer from the corruption ridden government of former dictator President Fulgencio Batista. Some schools have been built! and some peasants have new homes'. Peasants Back Him Enthusiasm for him has waned among the professional and middle classes. The peas ants may tire of militia drills; ceaseless rallies and endless harangues but the majority still believes he is leading them to better days and the magnetism of Castro's own personality still makes him the champion in the eyes of the little people. And no matter what the end result, it seems certain Cuba never again will be the same as it was. Whether Castro himself Is a Communist or Is being used by the Communists who sur round him still must be a matter of debate. Even among the things about which there can be no debate there Is contradiction. There can be no debate about the young Havana university student who says: "If Fidel dies, we all die." . Nor is there debate about the sincerity of the serious young director of a farm co operative who says: The farmers should Ret fruits of what their land pro duces." Nor about the aged peasant woman who kneels before a picture of Castro as she would a deity. Liberties Also Die But neither can there be debate about the loss of all personal liberties under a re gime which places every able man, woman ant child under the orders of the state militia and every laborer and em ployer under control of the stale. Nor is there debate about the blood-stained walls before which Castro firing squads have cut down more than 500 "enemies of the state" after swift hearings be fore untrained military tribun als. The state is judge, jury, em ployer and landlord, as form er owners of nearly $2 billion in U.S. property can testify. The bot'ore-and-after of the Castro regime may be seen in all its dark contrast in a study of Castro's own words and of those who observed him close ly before the triumph of his revolution, and in his words today. Announces His Goals This was Castro's own an nounced program in early April, 1958, nine months be fore he came out of the Sierra Maeslra in triumph over Ba tista: -Establishment of a pro visional government which will "call general elections as quickly as possible." -A provisional presi dent who will promise "not to be a candidate for any public office." -Restoration of the Cuban constitution of 1940. -Release of all political prisoners, civilian and mili tary. -Separation of the armed forces from political affairs. -Free elections for labor unions. -Promulgation of. new eco nomic, social and industrial reforms. Here are quotations from a Castro interview in his moun tain hideout in March, 1957: "... I am not a Com munist. In its program the 26th of July movement has nothing in common with com munism." About nationalization of in dustry: "That would be absurd. It would ruin the country. All I want to do is improve my country. I have no intention of nationalizing any industry to do that." , About foreign investments: "We will make it better for foreign interests who invest in Cuba. With us, Cuba will have a stable government, without civil war. Industry will not have to pay off as it did to the Batista govern ment." Changes His Tune So far as Castro's campaign promises go, he now has de clared elections unnecessary. The constitution of 1940 pat terned after the United States Constitution guaranteeing per sonal liberties has been rele gated to dust. Cuban jails are estimated to hold 15,000 to 30,000 political prisoners. All labor unions have been combined into one massive organization under Communist control. Private industry and for eign investments all have been taken over by the state. Three and a half months after taking power, Castro declared in Washington that Cuba had no intention of abrogating the agreement by which the United States main tains a naval base at Guan tanamo Bay. He implied that in any conflict between East and West, he would support the West. Today he accuses the U.S. of "aggression" against Cuba and on the 43rd anniversary of the Bolshevik revolution declared: "In these moments when the Cuban people are prepar ing to face the attack of crim inals and mercenaries spon sored and prepared by Yankee imperialism, the gestures of solidarity and help of the So viet government and people further stimulate us ..." Next: The growing anti American campaign, and the situation of city workers, the peasants and education. Eugene-An Academic Year Institute for high school biol ogy teachers will be conduct ed at the University of Oregon during the 1961-62 school year, according to Sanford S. Tepfer, assistant professor of biology, who will direct the institute. A grant of more than S83.000 to finance the Insti tute has been made by the Na tional Science Foundation un der its program to help high school teochers improve their subject matter knowledge through a year of advanced study on a full time basis. Under the Institute pro gram, 15 teachers will be trained to teach high school biology courses at the advanced-placement or honors level. Applicants will be solicited from high school teachers throughout the nation. Ac cording to Tepfer, preference will be given to teachers from O r e g on and neighboring states. To Receive Stipend Those teachers accepted will receive a stipend of $3, 000 plus dependency allow ances of S450 for each de pendent up toa maximum of four. "Increased emphasis on sci ence teaching at all levels has resulted in recognition of the fact that many high school teachers have not had ade quate preparation to present biology courses at a higher level than the present stand ard," Tepfer said. "In order to develop the potential of the better stu dents more fully, higher level courses must be available." Such high level high school courses in biology take the form of either honor courses or advanced placemcnf courses which may lead to the high school graduate receiv ing advanced placement in college. Under the Institute, teachers will be trained to in struct either sort of course The Institute study program will be centered around the university's course in general biology and an honors course in biological science. The 15 teachers studying under the Institute will 'take part ' in both courses as observers. They will also be required to take three terms of a spe cial advanced biology course designed for the Institute and one term of laboratory and field methods in biology for a total of 16 basic hours of credit. Beyond this, the partici pants may take graduate level courses in biology and educa tion as well as regular under graduate courses in biology and other departments where they may be required to make up deficiencies. They will be expected to carry 12 or more units a quarter. Under the Institute pro gram, Tepfer said, teachers may possibly complete the work for a masters degree in biology, without thesis, dur ing the nine months that the program runs or, in some cases, by continuing through a summer session. Failure to Provide "One of the problems in improving high school teach ing is the failure of commu nity school systems to pro vide financial opportunities for teachers to participate in post-graduate study," Tepfer added. "We hope that the quality of instruction to be made available in this institute will induce local school systems to grant leave to their best bi ology teachers, so that they can improve their own com petence and then return to their own schools." In applying for the Insti tute, teachers must submit a signed statement from the su perintendent of schools in their district agreeing that, if the university trains the B teacher, then that teacher will be given an opportunity to instruct a higher level course in biology. Tepfer has announced that brochures explaining the in stitute will be mailed to high schools this week. Interested teachers should write for ap plication forms which must be returned no later than Jan. 20. The names of the 15 teach ers accepted will be an nounced Feb. 17. Tighter Teaching Requirements Eyed Salem - (UPI) - The State Board of Education is con sidering a proposal to tighten im requirements for grade school teachers to get teach ing certificates. 7he plan, which would re quire approval of the 1981 legislature, calls for elemen tary teachers to have five years of college instead of four before they can got Certificate. At present, high school teachers are required to have live years of training. The proposed 1 a w also Would affect Instructors of community colleges - grades 1" and 14. In such a case, under state law, the judge should levy the lesser verdict-second degree murder. Dnwson, however, claimed he never was informed that the Jury had reached any ver dict. He finally dismissed the jurors as hopelessly 'dead locked. Cooper contended a third trial of Finch would amount to placing him on trial for crime which a Jury had already found him guilty. Legal Maneurering However, by some fancy legal maneuvering, Cooper ' claimed tha since the guilty verdict was not accepted by Dawson, Finch should be al lowed to go completely free. Carole s attorney, Don Brlnggold, said his client also should be freed because the three jurors in their affidaviti said the Jury had Informally agreed to acquit her and Finch of conspiracy charges. A third trial of Miss Tregoff also would be placing her In double jeopardy, he said. Both are being held In county jail. Postal Burglary Brings Five Years San Francisco -IUP1I- Sam Phillips, 38, an itinerant la borer, has been given a five year prison sentence In con nection with the Nov. 6 bur glary of the Four Corners postal substation near Salem, Ore. FhllUps had pleaded guilty to a charge of possessing a Counterfeit' postal marking stamp which the government contended he Intended to us in passing 580 blank money order forms-taken in the bur glary, each potentially wortn $100. Government attorneys said Phillips had admitted the burglary and that a complaint was pending on a burglary count against him in Portland. Youth Bound Over To Grand Jury Francis Dean Brown, 20, of route 1, box 640A, Rogue River, pleaded guilty in dis trict court Monday to charge- burglarizing the wimer school and was, bound over to the Jackson county grand ury. Bail was set at $1,500. State police said they be lieved Brown.was Involved in -several burglaries in the Rogue River - Wimer area in recent months.' State police took six boys Into custody last week end for questioning about several bur glaries in that area.
