Uniformed 'Soldiers' Rule People Almost at Will in Congo City Arrests, Beatings Drunken Brawling Commonplace By WILLIAM ANDERSON Stanleyville, The Congo-OIPD - A uniformed rabble rules this frightened city. Arbitrary arrests, beatings, extortion and drunken brawl lngs have become so common place that they no longer are a subject of conversation among the 500 Europeans who stay close to the Stanley hotel. Once these soldiers were the Congolese Army Third Group. They have arrested their officers and elected new ones three times since July. They act on rumor and whim. Unem ployed Congolese hanging around the, airport scream "we are the masters" and "free dom." Formality Lacking Congolese passengers are ushered through customs with out formality, Europeans are searched, money is counted "to ensure you are not carry ing money to pay Belgian spins." The money is thrown oh the ground where the pas senger must stoop to pick it up. One British subject unfor tunately was listed in his pass port as a "general manager" for a business firm. He was pushed around for an hour by soldiers who thought he was a British army general. Only the arrival of another plane diverted their attention from him. Col. Yohanna Chites, com mander of the U.N. garrison in this town - seat of deposed premier Patrice Lumumba's power - said he can interfere only if U.N. personnel are arrested. Several Severely Beaten But Ethiopian troops used "good offices" to secure the release of 74 Europeans. A U.N. official said several had been severely beaten. Last week, virtually every automobile was confiscated by the soldiers. They demand ed owners show bills of sale. Few of them carried a bill of sale with them and lost their cars - without any receipt. Now the army rides in style In civilian cars with gun muz zles sticking through the windows. The hard-drinking soldiers have several sources of reve nue. One of the most lucrative is the threat of arrest. The present going rate for not ar resting a European is $60. This carries no guarantee the troops won't come back when they have used up the money. Rural Africans, friendly and hard-working for the most part, must pay a "tax" at troop roadblocks when they come to town. Occasionally a platoon of soldiers will surround a vil lage and take It over for a night. Alphonse Songolo, a parlia mentarian, now is in a Con golese army hospital under guard. He is almost blind from a four-hour beating after his arrest. He was left without medical aid for four days. Believed Shot Other members of the par liament were reported taken "up country" by soldiers. People here believe they have been shot. The leading politician in town now is Louis Lumumba brother of Patrice. The de posed Congolese premier's deputy, Antoinc Gizenga, who engineered the arrest of Son golo, is in Stanleyville, but sticks close to home since his own, brief arrest. A provincial cabinet of ficial says he thinks Louis Lumumba is planning to cut the province off from the rest of Tile Congo, under his brother Patrice. Another cabinet official solemnly assured news m e n that the U.N. command is sheltering a band of Belgian paratroopers who plan to at tack Stanleyville. Most of the European popu lation here now is composed of Portuguese and Greeks. Businessmen and planters, they sit watching their money dwindle, their lifetime's work melting away. Free garage, TV'i and radios Reputation for cleanliness Children Under Seven No Charge Pioneer Sites Group Discusses Restoration Plans Jacksonville - Arch Itects plans for restoration of the U.S. hotel in Jacksonville were discussed last week at a meeting of Siskiyou Pioneer Sites foundation. Members of the city council were guests. Plans for the, restoration, which are being completed by Keeney and associates, await approval by the city council. Jack Batzer, contractor, will have charge of the project. Contributions to the hotel fund are being accepted by the foundation and persons wishing to contribute may forward checks to the treas urer, Frank pinnock, 459 Her bert st., Ashland. Jack Sutton presented a plan for marking historic sites in Josephine county The board stressed that it is inter ested in historic sites of this area, many of which are un known or have been demolish ed. Lee Pinkham, surveyor, Vern Smith, Francis D. Haines and Sutton are taking an ac tive part in designating build ings or sites which were significant to southern Ore gon history. New International Length Adopted Paris (Science Service) - A new international standard of length has been officially adopted here by the Interna tional General Conference on Weights and Measures. The new standard defines the meter as 1,650,763.73 times the wavelength of the orange-red spectral line of light emitted from atoms of krypton 86. With the krypton standard now designated as the primary standard, the platinum-iridi-um meter bar housed at the International Bureau of Weights and Measures in Sev res, France, drops to the posi tion of a secondary standard.
