' - By HENRY J, BECHTOLD UPI Financial Editor Naw York -1UPU- Things are looking up for the airlines in 1961, but the outlook ii not as r ,n i ' rosy for the III separate reports on all three indus tries, the Value Line In vestment Sur vey said that only the alr- ilcnry Ueclilold lines should show improved earnings next year, but added that all three have bright prospects for the mid-19B0s. Although airline earnings have declined In 1960, the survey said important prog ress has been made. The bet ter than expected efficiency ol the new jet planes, and fare Increases should lift profit margins and earnings next year despite smaller traf- fic gains brought about by a general business recession, Value Line declared. As for the railroads, Value Line sees little relief from the current squeeze of declin ing revenues and rising costs. Rail earnings are depressed and likely will remain low as long as business activity Is on the downgrade, it stated. The survey concludes from this that dividend payout ra tios are too high, considering the relatively weak financial positions of many roads and the alternate claims on the cash of the strong roads. "More dividend cuts and omissions are in prospect for the railroad equities." Value Line sees nothing but another year of low earn ings for the shipping lines. World shipping tonnage ex ceeds current and prospective requirements, it observed and profits are being squeezed between rate cuts and rising costs. Moon's Composition Probably Will Be Revealed in 1962 Washington (Science Serv- cone separates Communist Guard Busy Watching Three Mouseholes Berlin- IUPD -A Communist policeman guarding Berlin's East-West border is like a cat watching three mouseholes. If he blinks, a refugee is likely to scamper through to freedom in West Berlin. About 400 makes it across every day, and recent Com munist restrictions on inter city travel haven't had any noticeable effect on the flow. Although the Communists employ several thousand Volkspolizlsten or People's Police to guard Berlin's vari ous borders, the refugees are usually several jumps ahead of them. Pretenses Used Most reguees simply walk through routine check points, on such pretenses as going to work in West Berlin, shop ping or visiting relatives, Others, however, get through in other ways, thanks partly to the framers of the Four-P o w e r Agreement on Berlin, and the long-ago city fathers who laid out the boundaries of Berlin's 20 bor oughs. When the Pour Powers di vided Berlin after World War II, they used the old borough boundaries to form the 28- mile-long border between the . Russian and the Allied sectors. Its kinks and twists-orig- Inally made to simplify such things as street cleaning-now provide a number of holes through which refugees can reach the West. The city fathers made their borough boundaries counter minous with house fronts along many streets, which saved the boroughs from hav ing to clean half streets. Homes on Boundary Today this means that there are homeowners in West Ber lin who have literally only to stick their heads out their front doors to be-partly-in East Berlin. East Germans who visit such homeowners can simply step out the back door into the West. The Communists have not yet been able to station a Volkspolizist in front of every door on the boun dary streets. The Communists have tried to fight the problem by sta tioning their guards a short distance back from the bor der, creating, In effect, a sort of no-man's-land, but the ef fort hasn't succeeded entirely. Widely Publicised The fact that East Berlin closely guards its border with West Berlin is widely publi cized. But less understood Is the fact that East Germany must also guard every street entrance on the 75-mile pen- meter around Greater Berlin to keep potential refugees from crossing directly into West Berlin or into East Ber lin, from which they can cross with relative ease into the West. The job Is staggerln". and its lack of success i" shown in the steady stream of those who make it across. That stream is a steady drain on East Germany's pop ulation and contributes to the regime's Intense desire to liquidate free West Berlin. R. Hibbs said here. Dr. Hibbs, of the National Aeronautics and Space administration's Jet Propulsion laboratory, Pasadena, Calif., spoke at the Univct sity of Maryland's Space Research and Technol ogy Institute. The moon's composition will be revealed by the suc cessful launch and landing on the moon of an instrumen tal space vehicle known as Ranger A, advanced model III, IV, or V. The Ranger, a four-sided derrick-shaped ve hicle, rests on a six-sided base. The satellite launched by an Atlas Agena will have been two and a half years in the planning and building, when it makes its historic voyage. It will be taking a gamma ray spectrum of the moon, checking for potassium con tent. "This will provide a first direct evidence of what mate rial makes up the moon," Dr. Hibbs said. He said that Atom ic Energy commission scien tists at Los Alamos, N. M have quite seriously drawn up spectra of green cheese, granite and meteorites, as well as other rocks. Most rocks contain potas sium. There is no potassium in green cheese, Dr. Hibbs said. If the spectrum of the moon reveals no potassium, this may provide comfort to those who have claimed the moon is made of green cheese, as well as to space mice who might get to the - moon. The Ranger also will carry a 12-inch telescope for earth gazing from the moon. It also will have instruments to meas ure the temperature of solar gas as it meets earth's upper atmosphere. The space craft will take television scanning pictures, one every 12 seconds, as it approaches the moon. These will be telemetered immedi ately to earth, as will the other data recorded. If the moon has radioactive materials such as have been found in meteorites, instru ments in Ranger will reveal this to earth monitors. Upon landing, the most important experiment will be that in volving the seismometer car ried by Ranger. "This will tell us much about the moon, if we get any seismic signals," Dr. Hibbs said. The seismometer is built to withstand the estimated landing impact at 300 miles an hour. The highly sophisticated satellite is designed to re ap o n d to . When this position is achiev ed, a dish - shaped antenna, four feet In diameter, will swing from the bottom seek ing a position directed to the earth. It is designed to re spond to a 960 - megacycle tone signaled from earth and to turn in the direction of an infrared source, which is the earth. If the monitors on earth do not get a response to the signal, they can request the antenna to try again. The Rangers will be the forerunner of instrumented satellite exploration of the planets, beginning with Ve nus and Mars.
