Politics Blamed For Failure of Atoms for Peace Washington - (Science Serv ice) - Political not scientific reasons are behind the failure of the Atoms for Peace pro gram, Sen. Clinton P. Ander son (D-N.M.), chairman of the Joint Committee on Atomic Energy, said here. He based this judgment on the results of a year-long sur vey made by Robert McKin- ney, editor and publisher of the Santa Fe New Mexican, at the congressional commit tee s request. The report is a five-volume study of International rela tions and policies relating to the atomic programs of the United States. Among the recommenda i tions made by the McKlnney report are that the next Inter national conference on civil, ian atom power "be specifical ly directed to - broadening east-west technical relation ships; that it be organized under the aegis of the Inter. national Atomic Energy agency, rather than the urn- ted Nations; and that it be held In the Soviet Union in 1082." Visit Labs V Soviet representatives have visited unclassified portions of 1 American laboratories other wise devoted to weapons re- search. , American exchange scientists have not had access to any Soviet facility official ly designated by the USSR as a nuclear weapons develop- ment laboratory, the McKln ney report stated. ' Of the 2,700 accredited representatives who attended one international conference, 2,400 were . from the non Soviet bloc countries. Under the broad aegis of the IAEA, simultaneous visits to Moscow by several thousand scientists from the West for peaceful reasons "could hardly be re fused," Anderson noted in en dorsing the McKlnney recom mendations. ' ; The 08-page report is sup ported by 2,000 pages of docu mentation in four volumes. Covered are the current and prospective status of atomic power and other peaceful atomic applications; natural resources and energy demand; and the evolution of the inter national policies and pro grams of the United States in the peaceful atomic field. . Outside experts were em ployed to prepare special technical reports. The staff employed to prepare the Mc Klnney report conducted 200 interviews with responsible officials In government, science and Industry in 14 European countries, Including the Soviet Union and Poland. TV Satellite Cost $170 Million Washington -(Science Serv ice) - Fifty Improved Courier t y p e communications satel lites would provide world- .wide telephone and telvlsion facilities for a mere $170 mil lion, $100 million for the sat ellites and $70 million for the ' ground stations. These are the figures the American Telephone and Tele graph company estimated for the Federal Communications commission here. Without the luxury of television facilities. the telephone system alone would cost only $118 million - AT&T also estimated the cost of an economy system to link America, Europe and Ha waii with 30 active repeater satellites. The price for 800 telephone circuits and a two way TV channel: $82 million But Charles M. Mapes, as sistant chief engineer , for AT&T, pointed out to the FCC that the cost of the latest and most efficient undersea cable now being designed is "sub stantially more per circuit than the indicated cost for satellite communication and this cable cannot carry trans oceanic wide-band television."
