o ..... o o MEDFORD MAIL TRIBUNE. MEDFORD, ORE. . SUNDAY. OCTOBER 23, 1960 A 3 Hunter :; (Continued From Page 1) When we select our grocer les at the store the clerk fig- " ures the cost of the items and we pay the bill. If we feel J.the bill is too high we may .put back the round steak and ;take hamburger- Similarly, ; this is what happens on a -county level. We, as voters, ; select the items we desire and then, through taxes, we" pay the bill.- It will be my respon sibility as your assessor to -see that the cost of county government and services are .fairly distributed. Since filing for this office, !it has been my intention to "bring the office to the peo ple. I" do appreciate the in "dividuality of tax problems :and will give considerate at- tention to all who call on me. However, much can be done : through the intelligent ef forts of the taxpayer. -Everybody's Business i Taxes are everybody's bus iness. One person cannot 'raise or lower taxes. Our .government is still of the peo ple, for the people and by the people. The people voted tax es in and by the same process they can adjust the situation Why should we as Americans ;go begging for relief when -ve have a ballot in bur hand? ; I would encourage and as--sist you to form rural and Durban committees in the coun ty. This would give us an op portunity to discuss . . prob lems "on the spot." A com "mittee of this type improves 'the assessor's position and :helps to convince those peo ple who know the value of property that the appraisal -work is being done thorough ly and impartially. , Persons familiar with the value of real property such as realtors, bankers and farm ers should be among those asked to participate. - The committee should have :an opportunity to review and ;discuss land valuation maps, farm land classification maps .and sample ' appraisals. It ;Would be the responsibility of the assessor's office to 'make the final decision, but ;not without reporting the fi nal conclusion to the com- mittee. Public Relations ' A public relations' program should be set Up which would :publish your questions- and answer them from our taxa tion laws and express the ,views of qualified citizens. .This would lead to a uniform county-wide understanding of procedures and an equal a proach. to values. I can offer you intelligent, aggressive leadership. As a state of Oregon certified ar 'praiser, I am familiar with "the assessing procedure. As one who has been in the build ing trades for 25 years, I am :aware of valuation problen - I am asking you to elect me as the voice of the peo .ple, to have in office a man ..with a working man's ap proach to taxes, and one who iwill serve with equalitiy to all. The Oregon State Tax com mission has supervision of as sessment procedure and- pre scribes the methods and rules for use by the county asses sors in appraising property for taxation. Certified ap praisers, hired by the asses sor, must be trained to the appraisal methods set by the State Tax commission, and to local costs and conditions, if equality is to be obtained. The county assessor should possess qualifications to train appraisers in this process. New laws require new ac counting procedures and cre ate many problems in exist ing systems. . The assessor must know how to cope - 1th these problems. There are many laws affect ing taxation that the assessor must be familiar with, and be able to form opinions on specific cases, when called upon.. - ' Reviewing my past record, you will find that I have had over 30 years of 'successful business experience in Jack son county. ( Licensed Broker Being a licensed real es tate broker and appraiser, I was engaged in sales, build ing, loans, management and appraising from 1943 until assuming this office in 1957. I am experienced and trained in administration, ac counting, building, and ap praising. I have attended ap praisal courses, seminars, and conferences on appraising an nually for 15 years. I am certified by the Oregon state civil service in urban and rural appraising, and was des ignated appraiser and con struction inspector for the Veterans' administrati -n. I have qualified in Circuit and U.S. Courts in giving ex pert testimony in cases of condemnation and equity. .1 ask that , you study the record of my administration of this office over the past four years. Given Opportunity. Under my administration all taxpayers have been giv en the opportunity to appeal to the assessor on the valua tion of( their property, before appealing to the board of equalization, I have person ally ' review ' over 2,000 ap praisals, few of these were appealed.;. ' Complete reorganization of office procedure and systems, training programs, and' mar ket studies 'lave been in stalled, improving office ef ficiency and expediting rec ords to a current level. ' Public relations of the of fice have been improved by courteous consideration of the taxpayers problems by all of fice employees. I have kept the taxpayers informed of the methods and laws by compiling and distri bution of the taxpayers book let, and tax summaries.
