ple, for the people and by the
people. The people voted tax

they can adjust the situation
Why should we as Americans

you to form rural and

lems "on the spot." A com

'the assessor's position and
:helps to convince those peo
ple who know the value of
property that the appraisal
-work is being done thorough
ly and impartially. ,
Persons familiar with the
value of real property such
as realtors, bankers and farm
ers should be among those
asked to participate.
- The committee should have
:an opportunity to review and
;discuss land valuation maps,
farm land classification maps
.and sample ' appraisals. It
;Would be the responsibility
of the assessor's office to
'make the final decision, but
;not without reporting the fi
nal conclusion to the com-
mittee.
Public Relations '
A public relations' program
should be set Up which would
:publish your questions- and
answer them from our taxa
tion laws and express the
,views of qualified citizens.
.This would lead to a uniform
county-wide understanding of
procedures and an equal a
proach. to values.

aggressive leadership. As a
state of Oregon certified ar

one who has been in the build

The Oregon State Tax com
mission has supervision of as
sessment procedure and- pre
scribes the methods and rules
for use by the county asses
sors in appraising property
for taxation. Certified ap
praisers, hired by the asses
sor, must be trained to the
appraisal methods set by the
State Tax commission, and
to local costs and conditions,
if equality is to be obtained.
The county assessor should
possess qualifications to train
appraisers in this process.
New laws require new ac
counting procedures and cre
ate many problems in exist
ing systems. . The assessor
must know how to cope - 1th
these problems.
There are many laws affect
ing taxation that the assessor
must be familiar with, and
be able to form opinions on
specific cases, when called
upon.. - '

BLM Plan Two
Mountain Roads
Klamath Falls - Two sep
arate roads, roughly parallel
for half ' their length, are
planned to extend into differ
ent timber' areas south of
Lake of the Woods, accord
ing to reports from the bu
reau of land management.
. Construction of , the two
roads is expected to start
within a few weeks and com
pletion is expected late next
fall. Both roads would link
Highway 66 near Keno with
the Dead Indian rd. south of
Lake of the Woods. Timber
carried out over these roads
would go to, Klamath Falls
and Medford mills.
. One road is being devel
oped jointly by Klamath
county and the U.S. forest
service. The county section
leaves Highway 68 half a
mile east of Keno and passes
the east side of Oatman lake
to reach Clover creek guard
station.
Forest Service Road -
The forest service will con
struct the roSd from the
guard station up Spencer
creek by the east side of
Buck lake to the Dead In
dian rd. two miles east of the
Jackson county line. Length
is 21 miles. : , '
The other road, planned by
the BLM, leaves Highway 66
six miles west of Keno, runs
along Clover creek to the
south side of Buck lake, then
swings Westward through
Howard Prairie to the Dead
Indian seven miles west of
the ; Jackson county line
Length is 28 miles. The BLM
plans to build a connecting
link near Clover creek guard
station where they would be
only two' miles apart.
The Manley Logging com
pany, Medford, is completing
removal of 7.4 million board
feet from the BLM right of
way, it was reported, and
should be completed in a few
weeks.
