BECHTOLD ' VPl FinineUl Editor' ' New York - (UPS - Regard less of the outcome of the presidential election the huge federal high way program will continue. Both the Re publican and Demo cratic c a n d i dates agree upon the i m po r tance of this 41,000 - mile Henry Bechtold C 0 n struction project to our' defenses, safe ty and economic growth. This program started through the Highway Act of 1956 and is being carried out on a pay as you build basis between states and federal government. Upon completion, sched ulcd for 1975, a total of $40 billion will have been spent on interstate highways alone The program has put' $10.1 billion into circulation in its first four years to build 9,100 miles of interstate . and de fense highways and 100,100 miles of primary; secondary and' urban roads in 50 states, the District of Columbia' and Puerto Rico. The federal gov ernment paid $6.4 billion, of the-total and the states $3.7 Billion A study jot the program by C.I.T. Corp. showed that the money spent on it in the years ahead ' will ; generate : many economic activities in other. fields. Auxiliary Valuts It 'said the hew highways will- create i wealth ' in 'their areas not only through. . the money outlay for construc tion, but by attracting new Industries, commercial busi-! ncsscs and housing. - At the same time, it noted, good roads will- improve property and land values. The following ' are , the, "auxiliary" economic values of modern highways listed by the C.I.T. study: ; New industry comes Into areas served by good roads which are essential for. its truck and employee transpor tation. New jobs thus are created, along with tax reve nues for local governments. I New real estate develop ments are built near the new highways which offer faster and easier access, for resi dents traveling to work, shop ping or elsewhere. -Shopping centers, gas'sla tions, restaurants and other commercial businesses along the new roads. , -Farm land other property near the new highways rise in value. -Valuable lime Is saved for commercial and other ve hicles. -Costly traffic a c c 1 dents are reduced. i The elegant compact is better than everl The only compact with fine car styling, Comet's design is even sleeker for 1961. The study also pointed' out the direct beneficial effect of the highway program on em ployment. It. said . each $1 billion spent on highway con struction equals ' a total of 228 million man hours of em ployment - 102 million on the construction site and 126 mijlion off the site., ; ' i j .:. State De partment needs is a couple of women. I mean real women, of course. We have a commendable policy of bringing distinguish ed visitors to this country presumably to show them we aren't so bad after all. But then we insist on bor ing them to death. Hundreds of wide-eyed personages from Europe, Asia, Africa and South Amer ica are being shuffled through our major cities as guests of the State Department. - But they ne ver seem to have much fun. , it s amazing that a coun try so rich in pleasantries and delights is able to give the impression that the best we have to offer- is banquets, re ceptions, press interviews and decoration ceremonies. '".' ' From the recent ' visit ' to this country of King Frederik and Queen. Ingrid. of Den mark, I see. that the State De partment has added some thing new to its' catalogue' of entertainments. They, put the King and Queen on a . helicopter . and chopped them to one of our missile engine testing ranges to watch some splendid ex plosions. ' . I was there at the time and got the impression -that- the Queen might rather have been at I. Magnin's, pottering oyer the perfume bar. Even the King looked a little bored. After you've seen one missile engine- fired you've seen them all. One may be louder and smokier than the other, but a Queen may not have the tech nical judgment to discrimi nate between the two. It seems hardly worth while to fly all the way from Co penhagen just to see our bright young men set off their firecrackers.' , Even Khrushchev wasn't allowed to go to Disneyland. I wouldn't say Disneyland truly represents our culture, but it's here. We're stuck with it, like the state of Georgia and the Miss America contest. When the Shah of Shahs, that is, the King of Iran, came here he expressed a desire to play tennis. This was even a greater crisis than If he had wanted ;to go to Disneyland, but the State Department solved it by retaining a pro fessional tennis player with the instructions, apparently, that he was to hit the ball, gently, to the Shah s forehand. This was undoubtedly the dullest tennis match in the history of diplomacy, but the State Department was satis- lied. The pro, racing all over the court to get the Shah's re turns, kept getting them back to the Shah s, forehand and before he had to dash off to retrieve the next shot manag ed to cry, "Great shot, King!" Still, that sounds like more fun than watching missile en gines. ..... - There are some people who don't want to have any fun, like General De Gaulle and the Emperor of Ethiopia. That's their privilege. They believe in form and ceremony and self-sacrifice. But I doubt, if the Queen of Denmark doesn't want to Glass Prevented , Newhouse Death ; Portland ITIPD Police said today the shotgun blast which wounded Oregonian Production Manager Donald Newhouse, 41, Sunday night, could have been fatal. Police conducted a series of firing tests Thursday night. Officers said they showed that if it had not been for the double strength window glass the charge probably would have mortally wounded New house. Newhouse remained in a hospital, A doctor said ha showed remarkable improve ment but "how complete a recovery could not be de termined at this . time." Ho was struck in the right hip. Police continued their search for the assailant. have any fun. If the Stats Department had assigned a woman to this matter sha might have enjoyed her visit more. - . She could have got her hair done, bought a dress or two and a hat, spent two exciting hours rejecting shoes, played bridge awhile for a krone a point and met the king, sparkling and fresh, for tea. . Whenever the struggle for power is resolved in the Con go, the State Department un doubtedly will invite the win ner over here to have a look. I would like to have him and his wife at our house for din ner. We will have hamburger Stroganoff and play scrabble. WANTED! WANTED!
