Astoria Dispute

dispute involving a civil serv
ice -measure on the Astoria
city ballot. '
; The decision has the effect
of keeping the measure off
the , Nov. 8 ballot.
The-Astoria City Council
refused to put the. measure
on the ballot, contending' the
issue should be presented as
two ; measures, one authoriz
ing all city employees to go
under civil . service and an
other .containing a collective
bargaining clause.
The -Oregon Public Em
ployees . Council disagreed,
and got a writ of mandamus
in Circuit Court against the
city. The city appealed and
council attorneys sought to
have the .high court dispose
of the question In time for
the measure to make the bal-
ipt. : ,

Federal Highway Program To
Continue Despite Vote Results

1956 and is being carried out
on a pay as you build basis
between states and federal
government.
Upon completion, sched

billion will have been spent
on interstate highways alone
The program has put' $10.1
billion into circulation in its
first four years to build 9,100
miles of interstate . and de
fense highways and 100,100
miles of primary; secondary
and' urban roads in 50 states,
the District of Columbia' and
Puerto Rico. The federal gov
ernment paid $6.4 billion, of
the-total and the states $3.7

C.I.T. Corp. showed that the
money spent on it in the years
ahead ' will ; generate : many
economic activities in other.

What the U. S. State De
partment needs is a couple of
women.
I mean real women, of
course.
We have a commendable
policy of bringing distinguish
ed visitors to this country
presumably to show them we
aren't so bad after all.
But then we insist on bor
ing them to death.
Hundreds of wide-eyed
personages from Europe,
Asia, Africa and South Amer
ica are being shuffled through
our major cities as guests of
the State Department.
- But they ne ver seem to
have much fun. ,
it s amazing that a coun
try so rich in pleasantries and
delights is able to give the
impression that the best we
have to offer- is banquets, re
ceptions, press interviews and
decoration ceremonies.

this country of King Frederik
and Queen. Ingrid. of Den
mark, I see. that the State De
partment has added some
thing new to its' catalogue' of
entertainments.
They, put the King and
Queen on a . helicopter . and
chopped them to one of our
missile engine testing ranges
to watch some splendid ex
plosions. ' .
I was there at the time and
got the impression -that- the
Queen might rather have
been at I. Magnin's, pottering
oyer the perfume bar.
Even the King looked a
little bored. After you've seen
one missile engine- fired
you've seen them all.
One may be louder and
smokier than the other, but a
Queen may not have the tech
nical judgment to discrimi
nate between the two.
It seems hardly worth while
to fly all the way from Co
penhagen just to see our
bright young men set off their
firecrackers.' ,
Even Khrushchev wasn't
allowed to go to Disneyland.
I wouldn't say Disneyland
truly represents our culture,
but it's here. We're stuck with
it, like the state of Georgia
and the Miss America contest.
When the Shah of Shahs,
that is, the King of Iran, came
here he expressed a desire to
play tennis. This was even a
greater crisis than If he had
wanted ;to go to Disneyland,
but the State Department
solved it by retaining a pro
fessional tennis player with
the instructions, apparently,
that he was to hit the ball,
gently, to the Shah s forehand.
This was undoubtedly the
dullest tennis match in the
history of diplomacy, but the
State Department was satis-
lied.
The pro, racing all over the
court to get the Shah's re
turns, kept getting them back
to the Shah s, forehand and
before he had to dash off to
retrieve the next shot manag
ed to cry, "Great shot, King!"
Still, that sounds like more
fun than watching missile en
gines. ..... -
There are some people who
don't want to have any fun,
like General De Gaulle and
the Emperor of Ethiopia.
That's their privilege. They
believe in form and ceremony
and self-sacrifice.
But I doubt, if the Queen
of Denmark doesn't want to
