(UPI Telephoto) Capitol Memo Republicans Could Conceivably Control Oregon Legislature By DOUGLAS GRIPP Salem -I11PD- Mathematical ly speaking, the Republicans could control the Oregon legis lature next year. But heavy 8 Dem o c r a t i c voter registra tions indicate the GOP may have to pull a rabbit out of the hat to do it. In the 1050 legislature the Democrats held the bal ance of power In both cham bers, 10-11 in the Senate and 33-27 in the House. The Re publicans gained in the House last year while losing four seats in the Senate. One advantage for the Re publicans is that the Demo crats have more to lose in the Senate this year. Of the 15 seats that are up, 12 are held by Democrats and only three by Republicans. Two of these seats involve non-contests. Both Sens. An- Plywood Market Forecast Told Portland-(UPU-A Seattle ply wood official Wednesday fore cast a potential plywood mar ket of up to 16 billion board feet within 10 to 15 years. C, Henry Bacon Jr., execu tive vice president of the Simpson Timber Co., Seattle, made the forecast at the an nual fall promotion meeting of Douglas Fir Plywood Asso ciation here. This makes the number of crucial seats 11 for the Democrats and two for the GOP. If the Republicans hold these two-in Washington and Josephine counties-and take five away from the Demo crats, the GOP would control the Senate 16-14. In the House, which elects a new slate of 60 every two years, anything could happen. Peter Gunnar, Oregon Re publican chairman, says the GOP has an "excellent chance to take the House," and he adds, "We have a much better chance than we've ever been given credit for to break even or take the Senate." Robert Straub, Oregon Dem ocratic chairman, is confident of Democratic control in the 1961 legislature. "We will increase our lead in both houses," he says. A l Meany Points to 'Stagnation Of Employment' in I Washington - OIPIV-AFL-CIO President George Meany says the nation's total full-time employment increased by only 700,000 workers during the Elsenhower Administration. Meany called the increase a "stagnation of employment" and said "this shocking trend must be halted or it will un dermine our entire society and throttle the advance of technology itself." Meany blamed the "inade quate rise" on radical tech nological changes "in a period of slowly rising sales and Than Doubled He said joblessness has more than doubled-up from l.S million in 1853 to 3.9 million in 1960. Meany's statement was con tained in a booklet "New Views on Automation" pub lished by the Congressional Joint Economic Committee. The 600-page document is composed of statements from a number of labor and indus trial leaders, government offi cials and professional men, Meany said a "much more rapid pace of economic growth" is needed in the 1960s to provide more jobs for workers displaced by au tomation. Meany and other labor lead ers called for a comprehen sive federal employment to lessen the impact of automa- OSC, Thailand Program Expires ' Washington-flJPD-The Inter national Cooperation Admin istration said Wednesday that an exchange program between Oregon State College and Kasetsart, a university in Thailand expired this month. Under the program, which existed for approximately five years, about 50 students from Thailand studied at Ore gon State and a number of teachers helped with the agri culture training program at Kasetsart. A spokesman said the con tract was allowed to expire because some leaders felt that the Thailand University had reached the stage where it could go ahead on its own. Bannow, presi dent of the National Associa tion of Manufacturers, charg ed that many labor leaders, while "paying lip service" to automation, have thrown roadblocks in its path. - Bannow discounted- fears that automation would pro duce large-scale unemploy ment. But he said labor could "halt or seriously deter the orderly process of technolog ical change by appropriating the benefits of automation." Bannow and other indus trialists said present tax laws hamper the growth of .auto mation and should be revised. That's what Artson, 30, said he was doing when he toads an illegal turn and was -picked up by a traffic policeman.
