Duncan, Med- ford, " speaker ol the . state house of representatives, and a Democratiq candidate for reelection'said today that his position on taxes and'O and C funds ."is a matter of public record in the House . Journal, and in the committee reports." He said his position is "well known" to John R. Dellen- for. representative from Jack son county who - challenged Duncan to clarify his position on the subjects. Duncan noted that in 1957 a bill introduced by a Repub lican to consider 29 per' cent of the O and C funds In de termining a school district's eligiblity for ; state equaliza tion died in committee. Tax Measure Good The tax , measure referred to the- people, Duncan said, "is a good bill." . He said that according ,to estimates from Gov. Mark Hatfield's, tax conv mission, it was necessary to raise additional revenue to balance the budget: .' : 'The changes which this bill makes were a part of Gover nor . Hatfield's, recommenda tions.
