Duncan's Position
Known on Issues,
Legislator Claims
Robert B. Duncan, Med-
ford, " speaker ol the . state
house of representatives, and
a Democratiq candidate for
reelection'said today that his
position on taxes and'O and C
funds ."is a matter of public
record in the House . Journal,
and in the committee reports."
He said his position is "well
known" to John R. Dellen-
for. representative from Jack
son county who - challenged
Duncan to clarify his position
on the subjects.
Duncan noted that in 1957
a bill introduced by a Repub
lican to consider 29 per' cent
of the O and C funds In de
termining a school district's
eligiblity for ; state equaliza
tion died in committee. He
wrote the minority and dis
senting report to the recom
mendation that 25 per .cent
of O and C funds be allocated

to the- county school fund
when he, was on the interim
education committee.
He ; noted ' that the ' house
committee recommended fur
ther study of the field of
school finance by the 1959 in
terim committee, and as a re
sult the committee may rec
ommend a "compromise that
12V4 per cent of O and C

Mrs. Evelyn Nye, Republi

seeking reelection and a mem

against the ' 25 per cent pro

12V4 per cent, Duncan said. ;
Duncan said both he and
Mrs. Nye "recognize the state
wide . obligation , to . furnish
Oregon youngsters with a
good education.' Both of us
have been seeking a distribu

of the state and one which
will end the geographical an

education in Oregon."
Tax Measure Good
The tax , measure referred
to the- people, Duncan said,
"is a good bill." . He said that
according ,to estimates from
Gov. Mark Hatfield's, tax conv
mission, it was necessary to
raise additional revenue to
balance the budget: .' :
'The changes which this bill
makes were a part of Gover

not adopted because it was
not necessary . and , had it
been; the surplus would have
been astronomical, Duncan
said.' :'" '" ' ' '
"The referred measure prob

not because of the inconveni

keeping and filing returni,"
he added. i -: ? ;
Duncan asked Dellenback
