Bulgarian Plans For Big Progress Slowed by Russia By DAVID DUGAS United Press International Sofia, Bulgaria-dJPII-BuIgar-ian plans ' for a Tied China style "great leap forward" have been soft pedaled by Soviet master planners, ac cording to western observers here. Emphasis is to be on ex pansion of a budding tourist trade aimed at prosperous Western Europe and on in creased agricultural production. The Soviet decision to do lay drastic industrialization of this Balkan state has come as a disappointment to local party leaders, observers be lieve, although open opposi tion is not considered a pos sible outcome. Agriculture is having its own problems, though. The United States, which reopened a legation in Sofia last March after a diplomatic absence of 10 years, will par ticipate in the annual Inter national Trade Fair at Plov div in September. Western economists expect no drastic change in the Bul garian economy. With little more than agricultural prod ucts to export, the country's ability to build up hard cur rency reserves is limited. Bul garian currency remains soft. The official rate pegs the leva" at 6.8 lo the U.S. dol lar. Tourists are given 9.5 lo the dollar. But so low is the leva's real value that $10 worth of it purchased outside the country is worth about $60 inside. The discrepancy explains why the Bulgarians forbid the import or export of any local money. College Editors Critical of U.S. Newspapers Minneapolis - (UPI) - College newspaper editors Wednesday criticized the American press for "slanting news stories and refusing to cover in an ade quate manner the major na tional and international issues which face us today." The college editors arc meeting here in conjunction with the United States Nation al Student Association (USNSA). Paul Dubrul, former editor of the Hunter College Arrow of New York City, said that the wire service reporters in the South wore .biased in fa vor of segregation and were not objective in their report ing of sit-in demonstrations in Nashville. The criticism was contained In a release circulated by USNSA, which said that while no resolution to that effect had been adopted, the matter came up in "floor discussion" and it represented the general view of editors attending the conference. Four schools were cited for what the editors considered abridgement of the freedom of the press. They were Brook lyn college and Hunter col lege, New York, the Univer sity of Illinois and Roosevelt university, Chicago. Action against the schools was in the form of a resolution. Mort Sahl isn't very active on network TV. Neither is Bob Hope. So, when it comes to kid ding politicians on Capitol Hill, I'm ready to settle for Claudette Colbert, of all peo ple. Relations between the TV industry and Congress being what they are, this is prob ably not the best time for a producer to sell a TV series that gently, ever so gently, bounces laughs off the hill. Actually, the way they play the game, no time is best. But a few years ago, when we were all more innocent, a pilot film called, "Welcome to Washington" was produced by Miss Colbert. It was side- his friends on the police force. "I was amazed," he grinned. "They treated me like a hero. I was interviewed on TV and welcomed like Gen. Mac Arthur, after leaving town like a defector to the North Koreans. "Best of all, I was made an honorary sheriff. My badge is good until 1964. "Of course, I skipped the harbor area. Those guys around the docks have it in for me. Besides hitting the cop, a bunch of us once sank a police boat in the harbor just for laughs."
