(UPI Telephoto) Wall Street Chatter New York - (UPD - So far this year, the stock market appears to have acted in its time-honored role of forecast ing future trends or general business, observes Thomson & McKinnon. Most people have now come to the conclusion that extrava gant earlier predictions about business are not going to be met - at least right away. The market seems to have known this for some time. However, several factors seem to indicate that pessi mism has become unduly widespread, at least in the Stock market, the firm notes. Among these are the steady liquidation in credit, and the diminishing volume of liqui dation on each decline. Numerous Acquisitions Harsco Corp. will earn about $2.40 a share this year, virtually unchanged from 1959. according to a study by Ira Haupt & Co. The compa ny's successfu growth via nu merous acquisitions can be seen through the 35 per cent rise in share earnings during the past five years and 16 per cent earned on invested capital last year. Kenneth Ward of Hayden, Stone & Co. says that when ever a situation seems under valued by its statistical and fundamental market measure ments, and if its technical pat tern also indicates higher lev els, the advice is to buy it and forget what the averages or other individual issues are do ing at this time. Recession Anticipated Prentice-Hall, Inc.- reports that the stock market weak ness suggests that the "scared" investment money is anticipat ing a business recession in 1961. More and more invest ment funds are being shifted into industry groups or specif ic situations regarded as less vulnerable to recession. Martin Gilbert of Van Al styne, Noel & Co. says the slow upward plodding of the list in the face of poor earn ings reports and international developments would seem to indicate that the market has currently seen its worst and that higher prices are likely to be witnessed. Hatfield Appoints Picker Committee Salem-IDPD-Gov. Mark Hat field has named three mem bers of a new committee to coordinate pickers for crops. Named as chairman of the new group was State Agri culture Director James Short. Also appointed were Rex Put nam, "state superintendent of public instruction and David Cameron, of the state employ ment service. Hatfield said he would name lay members of the com mittee at a later date. The committee was an out growth of a meeting between the Salem Chamber of Com merce and the governor last week. CURVES AHEAD Barrow On Soar, England - (UPD - A member of the town council has suggested that it might brighten up the town a bit if the street names were changed to titles like Jayne Mansfield Terrace and Mari lyn Monroe Drive. . Appraisal Short Course Announced Corvallis - County assessors and real estate appraisers from across Oregon Willi par ticipate in the fifth annual state appraisal short course Sept. 12 to 16 at Oregon State college. The course is sponsored jointly by the state tax com mission and OSC to provide a continuous training program for appraisers and to help bring about greater uniform ity in valuation of real prop erty throughout the state. Appraisal o f residential property in or adjacent to commercial areas will draw special attention this year. Last year's related training covered effects of widespread development of outlying city shopping centers on down town property values. Effect of new farming tech niques on the "valuation of farm buildings, also will be covered. Methods the ap praiser should follow in meas uring the amount of obsol escence in older farm con struction will be explained in a series of lectures and work shops. Practice appraisal of resi dential property in "changing neighborhoods and of farm buildings will be included.
