A A ' Si " Creg Engbrctson eyes the Differences of Opinion Are Noted Among TwoCouncilmen By GEEG NOKES Mail Tribune Staff Writer The outward-appearing "to getherness' of the Medford city council has been shaken lntcly by frequent differences of opinion between two of Its members. The differences are be tween Councilmcn R. L. Van Sickle, Ward 3, and Donald Hansen, Ward 2. Van Sickle appears to be the more outspoken of the two. He is up for reelection in November. Hansen is not. Both are first-term council mcn. Van Sickle has indicat ed to the Mail Tribune that he will "probably" run for reelection. The dispute has become ev ident at recent council meet ings. It appears to be based on their respective political philosophies. Arguments A Rarity Real honest-to'goodness ar gument during city countil meetings are more or less of a rarity. Business which might be of a controversial nature is frequently decided prior to council meetings in so-called non-public "execu tive sessions," held the morn ing before each council meet ing. When differences of opin ion are expressed during the public meetings they are nor mally done so for the public's sake. And these differences can be assumed to be a pub lic version of arguments that have taken plncc during an earlier "executive session." There may be legitimate and valid reasons for the council wanting to appear as peaceful and one-minded as possible, but this reporter docs not yet know what they are. Demonstrated at Meeting The differences of opinion between Hansen and Van Sickle were demonstrated at Thursday's council meeting. Hansen had taken over as Rehabilitation Of Willamette River Planned Portland - Subject to a mu tually acceptable agreement with the U. S. Corps of Engi neers, the Oregon game com mission at its meeting in Port land Friday. July 15, gave the green light to a vast chemical treatment project involving some 100 miles of stream and tributaries In the middle fork of the Willamette river. Tho rehabilitation Includes all waters in the middle fork above the Corps of Engineer's Hills creek flood control proj ect, which Is aimed at provid ing top trout angling in wa ters above the Hills creek dam, hinges on the mutual agreement. If an agreement is reached, tho middle fork nnd its tribu taries will be dosed with rolc none to eradicate a heavy in festation of squnwfish, suck ers, red-sided shiners, and oth er undesirable scrap fish, Klekoff date for the rehabili tation which will take about two months to complete has been tentatively set for Aug. 1. (Mayor Snider, incidental ly, usually prevents public council arguments by his skillful presiding.) The conflict Thursday arose over two different agenda items - the lease of land for a sanitary land-fill to the City Sanitary Service company, and licenses for limousine services at the municipal air port. City Sanitary Service had asked for a five-year lease on city property in the White City area to experiment with the land-fill method ol gar bage disposal. Franchise Term Left Councilman Robert Baccus pointed out that the compa ny's franchise had only about four years to run, so the lease should probably be good only until the franchise term ex pires, when it can be renewed if necessary. An amendment was introduced to that ef fect. Councilman Van Sickle pro tested saying that if the com pany wanted a five-year lease, whether or not their fran chise lasted that long, it was its business, not the council's. He stated that the council was interfering in matters that were none of its concern. The rest of the council felt otherwise, however, and the amendment was approved by a 6-1 vote with only Van Sickle opposed. When the limousine license applications came up from the Medford Airport Limou sine Service and the Yellow Cab company, Hansen stated that he would oppose the is suance of a license to Yellow Cab company because there s not enough business to support two companies. He said the license should go to the company which first ap plied to service the airport, namley, the Airport Limou sine Service. Expresses View Hansen had also expressed this view at a previous meet ing at which time it brought heated outcry from Van Sickle, "I'm not going to vote to put anyone out of busi ness." Van Sickle again Thursday night repented his view - in no uncertain terms - that the council was again meddling in the affairs of private busi ness. He voiced the opinion that the council's only con cern was to assure the com panies that they would be able to compete on equal foot ing. Hansen pointed out that be cause Yellow Cab company was also operating a taxi- cab service the competition would not be on an equal fooling. This time, however, Hansen stood alone and the council approved the Yellow Cab company's license by a 6-1 vote. The two men clashed again tho same night during discus sion of an agreement provid ing for the erection of sculpture-typo play apparatus in city parks. When Van Sickle crltlcir-ed the pnrks and rec reation commission for nego tiating In this matter without prior council authorization, Hansen almost immediately jumped to the commission's defense and complimented them on their work. Civic Center Proposal Another example of the difference in the outlook of 4j J U Emporia (Kansas) State Teach assistant to the president at (UPI Telephoto) the two men can be found in the recent Civic Center pro posal. A request was before the council for a change of zone for two lots near the propos ed center. The petitioners pro posed to erect a service sta tion in one of the lots, but needed a limited commercial zone classification. The area is now multiple-family zone, Van Sickle favored the re quest because he said the city has been purposely keeping property values down in this area by trying to reserve it for a civic center. The rest of the council differed, and the request was denied by a 6-1 vote. Opposite View Points In fact, on any matter which is not of routine na ture, the two men can near ly always be found holding opposite viewpoints. When differences between the two individualistic coun- cilmen first became evident it appeared that several of their colleagues would take sides on the matter. Council men Al Bradford and Jimmy Dunlevy voted with Hansen much of the time, while Councilman Fred Robinson appeared inclined to go along more with Van Sickle. However, as the disagree ments have grown more heat ed this is no longer the case, and the two men are often found standing alone on many issues. As long as the dispute does not get out of hand, and it does not now appear that it will, it is all-in-all a very healthy situation for the council, in the opinion of a disinterested observer.
