BUNDAYi JULY 24, H00 Group Discusses Federal Help in Special Education Portlnnd - (UPD - Several proposals were brought up at a two-day house subcommittee hearing here which seeks ways to obtain federal help in special education and re habilitation. Charles E. Schmitt, voca tional director of St. Marks hospital in Salt Lake City, Utah, urged that the federal government "take a close look . at existing programs" in edu cation before it expands into other fields. Shmitt criticized a "lack of communication and coordi nation." among agencies deal ing with handicapped people, such as welfare departments and health agencies. About SO persons, most of them professionals and physi cians, testified at the Portland hearing in the Interior build ing. The subcommittee staff will condense and classify more than 1700 pages of testimony heard at the seven regional sessions across the country. Legislation is expected to be formulated on the basis of the testimony. Dutiful Burglar Finishes the Job Memphis, T e n n. - Clark Stevens notified police a bur glar had broken into his house and finished half a bottle of brandy. Two nights Inter Ste vens complained again . the burglar had come back and polished off the rest of the bottle. Big Sugar Mills To Be Confiscated Havana (UPD - The biggest American - owned sugar con cern in Cuba today faced im minent revolutionary, confis cation of two mills worth a total of $75 million. The Delicias and Chappara mills of the Cuban-American Sugar company - declared un der a "state of intervention" Thursday - were the first to feel Premier Fidel Castro's wrath for the recent cut inj the U. S. sugar quota. Smith's Promises Clash, Says Straub Portland - lliPD - Oregon Democratic State Chairman Robert Straub said Saturday that Elmo Smith, Republican candidate for U.S. Senator, has made campaign promises which clash with his own record and that of the GOP administration. Straub, citing an example for his case, said the Republi can administra tion has thrown every roadblock in the way of Oregon coastal harbor and port develop ment," but, Straub added, Smith now claims GOP sup port for these projects. Smith, publisher of the Al bany Democrat - Herald, op poses Democratic candidate Mrs. Maurlne Neuberger for one of Oregon's two senator ial positions in the November election. Second Television Cable System May Be Available Here A second television cable controls 11 other cables in Contract Awarded For Hilton Hotel Portland (UPD Portland's proposed Hilton hotel has a construction firm. Andersen - Westfall Con struction Co. of Portland was awarded low bid over six other major contractors in cluding one from Texas and two from California, here Friday. Low bid for the. 22 -story hotel was $6 million. The Rogue Valley TV Ca- ble corporation asked the Medford city council Thurs day for a television franchise to install a cable in Medford The council deferred action on the request to its next meet ing, pending further study on the matter. Edward Branchfield, Med ford lawyer and a director in the new corporation, and Wayne Ailward, Walla Walla Wash., also an official in the company, were at the meet ing to discuss the proposed operation with the council. FW Channels Ailward said the company would eventually bring five television channels to Med ford viewers. They already have arrangements to bring the three Portland channels to Medford, he said. The Oregon Broadcasting company, owner of the local television station has started construction of the first tele vision cable in the city, Ailward said the company plans to invest about $100, 000 in the Medford cable. Studies as to the cost and feasibility of bringing the ca ble here would begin soon after the franchise would be approved, he said. Controls New Company Branchfield said General Electrics corporation of Phil adelphia controls the new ca ble company. The company Marine Suspected Of Killing Wife Oceanside, Calif.-fflPD-Police today held a 24-year-old Ma rine corporal on suspicion of shooting to death his wife, mother of their three young children, during an argument over who was boss in the home. Police said Cpl. Charles A. Gilman was arrested Thurs day night at his home in a government housing project near Camp Pendleton, where the body of his wife, Helen, 22, was found. Come m now ond save. Ailward Is also general manager of the Blue Moun tain TV Cable corporation in Walla Walla. In a discussion of charges to cable users, Ail ward said the connection fee in Walla Walla is now $24.95 in addition to a $4.95 month ly use charge. He said the cost has gone down consid eraoiy since the cable was first installed in that city and it would be going down even more. House-to-House TV Connections To Be Made Soon House-to-house connections to the Oregon Broadcasting company television cable sys tem are expected to be avail able in Medford within a few weeks, according to Everett Faber, vice president of the firm. The principle micro-wave installation, on top of Nugget butte near Gold Hill, has been completed, including the transmitting and receiv ing "dishes ' and other equip ment. Engineers are making the necessary tests at the present time. Faber said the stringing of distribution wire through Medford is progressing satis factorily. First Stage of Program At the present time, more than 18,000 feet of the cable has been strung. Another 25,- 000 feet is expected to be completed shortly. This will make up only the first com plete stage of the program to bring three out of town tele vision station signals to Med ford, Faber pointed out. The Initial portion of the project will serve an area from Columbus ave. on the west to the Rogue Valley Country club on the east. Connections will be possible through a six block wide area between the two terminal points.
