John F. Kennedy as presidential nom inee appeared to have put a blK crimp In the GOP presi dential chances of Labor Sec retary James P, Mitchell who, like Kennedy, Is a Catholic. Informed political quarters bracketed Anderson with three olhers-U.S. Ambassador Henry Cabot LodKc Jr., Sen. Thurston B. Morton of Ken tucky and Interior Secretary Kred A. Seaton - as leading contenders for the No. 2 spot on a ticket headed by Richard M. Nixon. This assumes that Gov. Nel son A. Rockefeller of New York sticks by his determina tion not to be Nixon's run ning mate. Lodge and Morton were considered to be the front-runners. Not Mentioned Perhaps significantly, Mit chell's name was omitted from the list. This did not imply any rcllKlous prej udice. On the contrary, some political realists theorized that for the Republicans to put a Catholic on the national ticket to offset Kennedy might be construed as such an ob vious pilch for the Catholic vote as to offend many voting groups, especially Catholics. This docs not necessarily rule out Mitchell who has said he Is available for the vice presidential nomination. Among the GOP hopefuls, he would be likely to have the slroniiest support from organ ized labor. A native of Elizabeth, N.J., the SO-year-old Mitchell also would tit the geographical need on a ticket headed by Nixon, a Callfornlan. President Sends Congratulations For, Missile Test Owners of Boats Warned to Obey Oregon Laws Salem CfJPD The Oregon Marine Board has warned boat owners to comply with minimum legal requirements for operating boats on Ore gon waters. They include: ! 1. At least one lifesaving device must be carried for each person on board. Also, this equipment must have Coast Guard approval and must be so marked. 2. Fire extinguishers are re quired on all motorboats, the number varying with the size of the craft. 3. All inboard engines must j have flame arrestors on all I carburetors. 4. Motorboats 16 feet or longer must have a horn or I whistle aboard. j Violators are subject t o i fines. I Washington- (UPD -President Elsenhower Wednesday sent personal congratulations to the Navy for Its successful launching of two Polaris mis siles from a submerged sub marine. Defense Secretary Thomas S. Gates Jr., relayed the pres ident's message to top naval officers and the crew of the submarine George Washing ton. Gates said: "The President has asked me to convey his personal congratulations to all con cerned upon the successful firing of Polaris from George Washington today. I also join the President in expressing our genuine appreciation to the many persons, civilian and military, who have en abled the Navy to make pos sible this historic milestone.
