In the political field. Betan court la the people'a choice. Hut aa a renegade leftlat he la a prime target for numer Ically amall but vocally atrong opposition elements, principal ly Communist and other left wing extremist. The government Ilelancourl prealdea over represent a coalition of Venezuela's four principal parties. Aa a result, the top government Jobs have been distributed proportionate to the strength of each of these parties. Opposed At Every Turn Political appetite have been whetted but Bctancourt'a Inability to satisfy them fully havo left him only the shell of a coalition government af ter 18 month In office. Two vnguuly defined camps have emerged - the pro-I3elan-courta and the antl Uetiin- courlM, The resulting uncertainty has lefl Iletancourt In the un OMvlablu position of u man with his font planted firmly In the air, The opposition bucks Betan court at every turn of tho political road. While ho om pluouV.c continued close tic with the United Stale hi political opponent Insist they should bu reduced to a mini mum; while he ha sought to prepare Vcue.uelu for tho fu ture he ha been criticized for not doing mnro for tho present. The caao of tho Fidel Castro government of Cuba la a point. Iletancourt ha carefully avoided any open declaration of hostility to the bearded Cuban premier and his revo lutionary government. But ho has made It plain that he I not In agreement with the path It has taken. Mo la rep resented aa feeling that Cas tro's political excessca are harmful to hemisphere politi cal progress. 'Protector' of Revolution But the opposition to Ileum court from within tho govern ment Insists on Venezuela' role as a "protector" of tho Cuban revolution. Such Intellectual variances - thoro are a dozen others -have contributed to a widen ing breach In the rank of a government sorely In need of political unity. Local political problcma which give Betancourt the moat trouble arc unemploy ment, lack of housing, wide apread Illiteracy, shortagea of medical services, slow prog ress In agrarian reform and general trouble making In Caracas by Communist led group, lie must solve thcac or hand his opponent tho lasuea on which the fate of his government may well reat. (UPI Telephoto) In the Day's News By FRANK JENKINS TV may have Its shoddy spot, but they don't show up when It comes to report ing big news event. Convention coverage Is a good example. We don't need anybody this morning to tell us what happened. WE SAW IT HAPPEN. About all that remains is to flguc out what It meant. AT political parly conven tions, there arc two big events: 1. The platform. 2. The candidate. Let's put the situation In military term. The platform Is the HIGHER STRATEGY that Is to aay, the plan ot.the campaign. The candidate i the leader, ' whose job Is to carry out the campaign and WIN THE BATTLE. In Lo Angcle Tuesday night, the Democrat adopted their battle plan. Wednesday they chose the leader to carry it out. rpilE platform, as adopted, -l has two high spots. 1. The civil rights plonk. 2. The pie In the sky planks. THE big battle was over the civil rights plank. As written, It was a tough one. The Northern wing of the party supported It as written -for two reasons. The first reason Is that It Is RIGHT. If this Is to remain the United Slates of America, civil rights must be guaranteed for all of us ... not Just a few of us. ; The second reason is a little ! less admirable. The Northern wing of the Democratic party i proposes to use the civil rights Issue to Ret voles In the big, congested Northern ; cities, where racial feeling can be capitalized into votes. with things as they arc-not things as they were. AS to the platform's high spot No. 2, the sky In Los Angeles was full of pie. There was no battle on that. Everybody was for it. TT Is the long accepted rule that political parties In our country first adopt their plat forms and then pick their candidates. One would like to say that they pick the candidates to carry out the platforms. Un fortunately, It isn't quite that way. Speaking with brutal realism, platform arc fly-pa-por to catch unwary Ilies Once adopted, they are soon forgotten. ' It shouldn't be that way, but It Is.
