Mathis, who is heading the local building work with re gional sub-contracting, point ed out that primary construc tion is on the market, parking Area, and some landscaping. Cost of the section plus the land has been estimated at some half-million dollars. Owners of Thunderbird Vil lage said it will offer valley, residents the ultimate in shopping convenience and ef ficiency. Pending an nexation action by Medford, the market will be boarded by the one-way streets. In the food center, there will be about 17,000 square feet of selling space. Corpora tion officers said that no posts will be used in the construc tion. Market spokesmen said the first section will merchandise food, some drugs, and other "non-food" items. Total floor spiico in 'the building will be 24.000 square feet. The mar ket will bo approximately 150 feet by 100 feet. 50 Employees About 50 local employees: will be hired for the market operation, according to the owners. Except for managc ment and technical supervi sion, most of the personnel should come from this area, they emphasized. Completion dale for the .first segment has been set for Jan. 1, lDb'l. Representatives of both sides met with a team of three federal mediators after a "48 hour cooling off period," dur ing which 93 per cent of the union members voted against Lockheed's latest offer. Little Hope Seen Negotiators indicated there appeared to be little hope for an early settlement. The ma jor roadblock was the union's demand for an agency shop, in which non-members pay a service charge to the union. Settlements at Convair and Douglas in Southern Cali fornia, where union members gave up demands for union se curity concessions, was ex pected to have little effect on Lockheed talks. Carr, NEA executive secretary, said the committee hopes to define and state the views of the organ ized profession concerning the instructional program of the public elementary and second ary schools. Term Insuranco Debated "The critical world situa tion, the explosion of knowl edge in science and other dis ciplines, the cleavages in edu cational philosophy and at tendant criticism of schools contribute to the need for se rious consideration by the profession as to what consti tutes a truly effective educa tional program," Carr said. Members debated a contro versial recommendation that term life insurance be offered on a national basis. Surveys indicated an estimated 300, 000 of 715,000 NEA members would be interested in the insurance. Wednesday issued a prelimi nary injunction against mass picketing of all Lockheed Space Division facilities in California. The order replaced an earlier restraining order limiting to four the number of pickets at each plant en trance. In another development, Lo cal 727 of -the International Association of Machinists, rep resenting a total of 11.500 workers at Lockheed's Bur bank and Palmdale plants, planned to meet July 9 to de termine whether to strike against the company. Negoti ations have been held since March. Washington-lUPll-The House by a vote of 402-5 approved a 540 billion defense money bill today, all but completing congressional action on the year's biggest appropriations measure. The legislation, carrying $441,608,000 more than Pres ident Eisenhower requested to finance the nation's defense efforts, was sent to the Sen ate for anticipated quick and overwhelming approval. The bill is a compromise between differing version floneyBiS si House passed earlier by both houses. It would provide S39.99 billion for the armed forces in the fiscal year start ing tonight at midnight. Chairman George H. Mahon (D-Tex.) of the House military appropriations subcommittee, rejected by implication the idea that more defense spend ing was needed because of the summit collapse and anti American rioting in Japan. Also in the measure were extra funds added by Con-, gress to put the Air Force's B70 supersonic bomber pro gram on a full development status. The budget called for S75 million to build two pro totype B70s. The bill upped this to $265 million. Torrential rains and violent winds hit northern Missouri Wednesday night, uprooting trees, knocking out power lines and demolishing build ings, and forecasters warned heavy flooding was in pros pect.
