Representatives of both

the adequacy of America's
schools in the light of stiff
space-age challenges.
Director of the project will
bo Ole Sand, head of the de

Dr. William G. Carr, NEA
executive secretary, said the
committee hopes to define and
state the views of the organ

instructional program of the
public elementary and second
ary schools.
Term Insuranco Debated
"The critical world situa
tion, the explosion of knowl

contribute to the need for se

profession as to what consti

Members debated a contro

term life insurance be offered
on a national basis. Surveys
indicated an estimated 300,

would be interested in the insurance.

Washington-lUPll-The House
by a vote of 402-5 approved a
540 billion defense money
bill today, all but completing
congressional action on the
year's biggest appropriations
measure.
The legislation, carrying
$441,608,000 more than Pres
ident Eisenhower requested
to finance the nation's defense
efforts, was sent to the Sen
ate for anticipated quick and
overwhelming approval.
The bill is a compromise
between differing version

si House
passed earlier by both
houses. It would provide
S39.99 billion for the armed
forces in the fiscal year start
ing tonight at midnight.
Chairman George H. Mahon
(D-Tex.) of the House military
appropriations subcommittee,
rejected by implication the
idea that more defense spend
ing was needed because of the
summit collapse and anti
American rioting in Japan.
"Had we been twice as
strong militarily, these diffi
culties would probably still
have arisen in Paris and Ja
pan," Mahon said.
The bill, among its many'
items, carried $293 million to
build another conventionally
powered aircraft carrier. The J
House at first refused to grant
this administration request
but agreed finally to do so.
Also in the measure were
extra funds added by Con-,
gress to put the Air Force's
B70 supersonic bomber pro
gram on a full development
status. The budget called for
S75 million to build two pro
totype B70s. The bill upped
this to $265 million.
Two small cars to be im
ported next year will have
cross-mounted engines, front
wheel drive and no rear axles.
