(UPI Telephoto) Western Germany Blames Prosperity For Crime Increase Bonn -(UPI)- Vice and other I crimes are sharply on the up grade in West Germany and authorities blame the coun try'! booming prosperity. ; "Vice, including rape, ma jor thefts, blackmail, armed robbery and similar crimes," ('spokesman said, "are crimes " oT prosperity. The crime rates in the United Slates are a good example of this." : All crimes but murder were lip in 1959 figures. Vice was the big leader. ; The total number of mur- Porter Refers to Cyrus Eaton as "Peace Merchant' Washington, D.C. Cleve land industrialist Cyrus Ea ton last week was termed a ".merchant of peace" by Con gressman Charles O. Porter (D-Ore ). In a speech prepared lor delivery on the floor of the House of Representatives, Representative Porter said he greed with Eaton "as to the Urgency of working earnestly and ceaselessly to abolish war before war abolished man kind." Porter made clear that on everal issues he does not agree with Eaton. He cited as one instance Eaton's comment in the June 8, 1960, London Evening Standard newspaper that "we have more a police tate than there is in those countries," referring to East ern European countries. Por ter said he also felt Eaton vias incorrect in his alleged statement that "the only peo ple in the United States who believe that communism is a irienace are the boys on the payroll of the FBI." "On the other hand," Porter conceded, "extreme statements in the other direction are far more common, and equally errone ous." .Porter called Eaton "a rare bird on the contempo rary scene but not in history," recalling other leading Indus trialists such as Andrew Car regie, Henry Ford and Alfred Nobel "who turned their tal ents and fortunes to the quest tor peace." The Oregonian said he hoped more such men ould soon appear. . Porter said he had never met Eaton but had known about and "was grateful" for the Pugwash Thinkers Con ferences the industrialist or iginated and underwrites fi nancially. Porter noted that from the conferences had come Inspiration and support for the current Geneva nego tiations on nuclear weapons test cessations. - Porter said the question of the propriety of Eaton's pay ing his expenses to attend a recent East West disarma ment conference of parlia mentarians in Stockholm first was raised by the chairman of the National Republican Congressional Committee in the House of Representatives. Porter said the financing of Ms travel expenses had been public knowledge at all times. der and manslaughter cases during 1959 was 1,020 or 7.6 per cent above 1958, but in relation to the population rise there was a drip in homicides of one per cent per 100,000 population. With 6,030 rape cases in 1959, this offense jumped sta tistically n per cent over 1958. There were 8,737 cases in volving horn osexuality in 1959 or 7.0 per cent more than the year before. Pander ing, with 7,004 offenses, was up 3.7 per cent, and what the statistics called "other vice cases," including prostitution, were up 15.7 for the year. In all there were 1,951,290 criminal offenses in 1959 or 224,725 more than the year before. The majority - 1,200, 000 - fell into the minor crime category, but there were 751,290 "major" crimes, which figured out to one ma jor crime for every 75 West Germans. Teen-Age Crime Up Theft and fraud were the most common crimes, total ing 605,341. There were 5,250 cases of armed robbery, and blackmail. Teen-age crime also was up, 2.5 per cent, with a total of 16,793 crimes involving mi nors including rape and other sexual offenses. Explaining all this, officials said crime rates always rise with prosperity. One criminal authority put it this way: "Vice can be explained in more or less animal terms. When a country is poor, striv ing to get back on its feet and people are hungry, there seems to be a lack of energy for - or interest In - such crimes as rape. The better the people have it, the more energy for crime they have. The same with robbedy and fraud. The more people have the more they want."
