The "Eisenhower magic" has proved on earlier world tours that it can penetrate the language barrier and span chasms of cultural and ideo logical differences. He will need all of the mag ic in Tokyo. There he will walk into the center of a political bot tle-royal over the new U. S. Japan security treaty, Ameri can military bases, and the parliamentary tactics of his friend, Prime Minister Nobu- suke Kishi. But in Japan at this moment he primarily will be seen as the symbol of the American and Kishi government of a violent, nation-dividing Japanese strug gle between alignment with the west and neutralism. His every word and gesture will be subject to the inter pretation or mis-interpretation - that he is meddling in Japanese politics. Even such old diplomatic standbys as speeches about partnership, friendship, se curity and resistance to com' munism will have a partisan political connotation in Jap an's charged atmosphere. In fact, the Western Ian guage of cold war alliance hasn't gone over very well in Japan even in calmer times Few Japanese think of them selves as allies of America or use such terms as "free world." Most of them, con servatives as well as leftists, want no part of the cold war. Rallying Cry No Good So it is unlikely that Eis enhower can make much im pact in Japan with the usual rallying cry for free world unity in the face of intensi fied Communist threats. This approach should evoke a broadly national response of unity in the Philippines, Formosa and South Korea But it will not be enough in Japan. Threatened violent demon strations in Tokyo will force Eisenhower to move under heavy police guard, taking the edge off what was plan ned as a festive occasion of Woman Drowns In Rescue Attempt Battle Ground, Wash. -IDPII-A woman drowned Sunday while trying vainly to save the life of an 11-year-old boy who also drowned when he fell into the east fork of the Lewis river at Moulton Falls, about 10 miles northeast of here. The two victims were Mrs. Mildred Hoover, 37, and Er nest Steed, 11, both of Yacolt. Sheriff's deputies said the boy slipped and fell into the water and that the Woman jumped in to try to rescue him. The boy's body was recov ered about three hours later about a mile downstream from the falls. Mrs. Hoover's body was recovered at the spot where she sank, . In Japan, schol ars and commentators reject the western notion of major ity rule and denounce the "tyranny of the majority" in pushing through controversial policies "by sheet voting strength."
