Champiin said that if the mail was not held at the post office the family should have a relative or friend pick it up daily so it will not accumulate at tiie house duirng their absence. The police chief also said that a house key should be left with a neighbor, friend or relative with such informa tion given to the officer when he talks with the family prior to their leaving. Champiin stressed that the department does not keep such keys for vacationers. In cooperation with local hos pitals in conjunction with National Hospital week, which was observed hers recently, the following series of articles was pre pared to review some of the financial aipects of oper ating a hospital, and the cost of some of the major services.) What is the answer to ris ing hospital costs? Hospital administrators state in their trade publica tions that hospital costs will continue to rise - perhaps 5 to 10 per cent a year. "We expect the rise in hos pital costs to continue be cause the factors producing the recent increases are still operating the advances of medical science, increased use of medical services by the public, growing needs for skilled personnel and the In flationary trend," one local hospital administrator ex plained. Hospitals are now In a sim ilar position to schools. More advanced techniques are urged on the schools, more emphasis on science, which has brought the cost of in struction up. This has result ed In higher quality educa tion. Although high quality in hospital care brings high er costs, nobody complains of the quality of care in itself. Also, expenses per pupils has risen 215 per cent while that per patient has risen 112 per cent. Indigent Patients Local hospital administra tors agree something should be done to take care of the indigent patients - those who cannot pay. This is particular ly serious in the Rogue Valley since the large number of transient workers often can not afford hospitalization. They do not come under wel fare since they are not legal residents of the county. The three certified hos pitals, Rogue Valley, Sacred Heart, and Ashland, estimate they charge off about $100, 000 each year to indigent pa tient care. In Connecticut, according to a Kiwanis magazine arti cle, the state's nonprofit hos pitals took their case to the people. Printed material showed how state welfare payments covered barely one third of the indigent patient cost and how those who did pay were over charged and given a poorer quality serv ice because of this burden. Hospital personnel also spoke before various organizations to graphically present their cause. Trustees badgered leg islators. Finally, a bill pro viding full pay for indigent cases was passed. Another Side But there is another side to this question. Public wel fare people insist that doctors hospitalize too many patients who can get along without hospitalization. Perhaps a i compromise agreement or so lution could be worked out. But, as pointed out by one hospital authority, the public must pay hospitals for all legitimate expenses for care of the people in the commun ity. Payment may be made by taxation, individual contri butions, community drives or endowment provision. One solution used is forma tion of a hospital district. This provides a hospital com mission elected by district residents. The people by vote also establish the district's boundaries. An encouraging note is that Grant county citizens Feb. 3 voted continuation of the Blue Mountain Hospital district, according to "Your Taxes," a publication of Oregon Tax Re search, a state-wide, non-partisan taxpayer association. This was one of the largest voter turnouts In recent years. The special election had been called to dissolve the district. A total of 1,285 votes were cast against dissolving the dis trict and 474 in favor. This total vote represents about 53 per cent of those eligible lo vote. The district has had a turbulent history since its for mation in November, 1949. Administrator's Remarks A local hospital adminis trator remarked that a hos pital district merely creates more bureaucracy. It does a job which the people should be able to do themselves through voluntary support. Hospitals can cut costs and are trying various plans to do so. The modern recovery room as used by Sacred Heart and Rogue Valley is one ex ample. Ashland General may have one once its new hos pital is completed. Here the patients from the operating room are placed for closer care by more highly trained personnel. This utilizes the scarce registered nurses and highly trained personnel where they are needed most. Rogue Valley uses central sterilizing rooms instead of nurses's station on the various floors. People in these rooms do not have to be highly skilled nurses, but they do re lieve the nurses for duties re quiring their skill and special training. Through this system, linen comes in packs from a central storeroom for use by the nurses. Secretaries are used for the paper work nurses used to do. Recent Convention During a recent convention of the Association of Western Hospitals In Los Angeles, Calif., three top hospital ex perts pointed out if hospitals don't plan more In the inter est of the community, use their fs?iities more efflcently and organize more joint-use services, the government will gradually take over. It is wasteful for a number of hospitals in one area to acquire the same specialized and expensive services simply because of prestige. Martin E. Experts criticized hospitals built for profit motives with out considering needs of the community or over-all hospi tal planning. James A. Hamilton of the University of Minnesota school of public health said the city and county-operated hospitals for indigents will gradually disappear during the next 10 years because there will no longer be segre gation of patients by econo mic status. Earnings Increase Earnings of the average man will have increased to a higher level and nearly everybody will be a member of some kind of prepaid med ical and hospital benefits pro gram, he said. By 1970 the federal govern ment will be sharing the cost of such protection and the amount the government will contribute will increase stead ily, Hamilton said. Hospital costs will increase 50 per cent during the next 10 years but the public by that time will realize spiral ing hospital costs reflect med ical progress. The time for worry is when prices stop increasing because that will mean that progress has slowed down and more people will die every year than need be," Hamilton concluded. Three Children Perish in Flames Pasadena, Calif. -OD-Thrca sleeping children were burned to death early today when a fierce fire raced through their two-story frame home. Fifteen other persons who occupied the dwelling escaped without injury. Dead were Robert Buchan an, 6, his brother, John, 2, and 11-month-old Barry E. Robin son. All were sleeping in tha same room. The father of the Buchanan boys attempted to rescue them but was driven back by the flames which were visible for miles. Cause of the blaz which reportedly started in the kitchen is unknown. Pilot Training to Be Aired by Team Information on the U.S. Ma rine Corps' pilot training pro grams will be presented by a team of men from San Fran cisco in the Marine Corps re cruiting office, room 200, Med ford post office building, Wed nesday. The team, led by veteran Marine pilot Capt. C. B. Mil ler, will conduct interviews and aptitude tests.
