The Mcdford Elks will be host to the Oregon Elks convention here May 26 through 28. A number of activities have been planned for the con vention, including a pink champagne style show, a golf tournament, a bowling tournament and a grand ball at the armory. In addition there will be dancing every evening during the convention at the Elks temple. All Elks and their ladies must be registered in order to take part in the activities, Elks officials pointed out. Postgraduate Study Conference Planned By Optometrists Dr. Edmund F. Richardson will address a postgraduate atudy conference for optome trists of the southern Oregon Boardman Range Plans Approved Washington-(UPI)-The Senate Armed Services Committee Wednesday approved a plan which would provide for the transfer of the Navy's Board man range from Morrow county, Ore., to Wagontire in Lake county. The state wants the bomb ing range moved to permit the 06,000 acres the Navy ac cupies to be used for indus trial development. Transfer of the range comes under an amendment to the military construction author ization bill, which the Com mittee will report to the Sen ate today. The legislation was intro duced by Oregon Democratic Sens. Wayne Morse and Hall Lusk. Under the legislation, the slate would pay the cost of moving the Navy's facilities. In Salem, Gov. Mark Hat field said the action "means much to the state of Oregon." "Whether we are successful In getting our main objective ot one large missile-age manu facturer or instead turn to a series of lesser sized indus tries, we will now have the potential for greater expan sion." The governor said the com mittee's action "is an example of state-wide cooperation of government officials of both parties, federal agency person nel, our congressional offices and private citizens. I have every confidence our project will become a reality with final passage by both congres sional bodies." Ashland Students Get JESSI Grants Ashlnnd - Ashland High school students Judy Ann Polk and Nancy Anne John ston each will receive a $25 grant from the Rogue Valley section of the Professional En gineers of Oregon to help them attend the Junior En gineers and Scientists Sum mer Institute program at Lin firld college in June. The program is a two-week concentration i( lectures and demonstrations to acquaint students with the work of en gineers and scientists and to inform them of the studies re quired. The local section of Pro fessional Engineers of Oregon supports the program each year by furnishing financial aid to worthy students from various southern Oregon Reboots. area at the Rogue Riviera at 6 p.m. Friday. The Southern Oregon Op tometric society Is sponsoring the meeting. Dr. Richardson, a fellow of the American Academy of Optometery and a past presi dent of the American Optome tric association, practices in Hollywood and is director of study groups for the optome tric extension program, an in ternational nonprofit founda tion dedicated to education and research in vision. Responsibility of Specialist In his presentation, Dr. Richardson will stress the re sponsibility of the optometric vision specialist in helping to cut the nation's steadily-Increasing traffic fatality rate. "Vision Is held to be the most Important single faculty In driving," Dr. Richardson said, "and visual acuity is a major factor in safe driving. Yet only 38 states require as much as 2440 uncorrected vision of licensure." Optometric vision special ists, he added recommend that every driver have 2020 vision Insofar as possible but that many other visual fecul ties also must be considered. These the doctor said in clude ability to Judge depth accurately; wide fields of vi sion on both sides; ability to see well in dim light and re cover normal sight quickly after exposure to glare of headlights, and ability to quickly and accurately change the fixation of eyes. A Salem man, Ralph Em mons, said his group, the Ore gon Business Council, will re quest the next Legislature for a regulatory law. Harold F. Wendel, presi dent of Lipman Wolfe it Com pany with stores In Portland and Salem, heads a group call ed Orcgonians for Business Freedom-against any move to curtail use of trading stamps. A bill that would have re quired a license fee of trading stamp firms and stores that handle them died in the 1959 Legislature. Emmons said the council wants a law that would re quire the stamps to show their face value, that stamp books designate the dollar value of stamps necessary to fill them and that the stamps be re deemable In cash In amounts of one penny or more. The council also wants the slate to license trading stamp companies and require them to sell the stamps to any firm that wants them. At present the stamps are handled on a franchise basis with depart ment stores and other busi nesses. The opposition group said the "Immediate objective of this organization will be to thwart those who are seeking legislation that would kill or unduly regulate trading stamps, the giving ot which is a merchandising practice o( proven integrity, good for bt'th merchant and public." Wall Street Chatter New York-HiPH-The securi ties markets probably will re act fairly calmly toward the possibility of a change of gov ernment this November, ac cording to Shearson, Hammill & Co. The reason given for this is that the economic impera tives within our economy are such that the freedom of ac tion of any new government would be severely limited. In other words, few important economic changes are apt to occur. Shearson, Hammill points out that Democrats so far haven't offered any proposals for raising the money neces sary to finance increased gov ernment spending and that ad ditional taxes appear unlike ly.
