Washington-(UPI)-The Senate
Armed Services Committee
Wednesday approved a plan
which would provide for the
transfer of the Navy's Board
man range from Morrow
county, Ore., to Wagontire in
Lake county.
The state wants the bomb
ing range moved to permit
the 06,000 acres the Navy ac
cupies to be used for indus
trial development.
Transfer of the range comes
under an amendment to the
military construction author
ization bill, which the Com
mittee will report to the Sen
ate today.
The legislation was intro
duced by Oregon Democratic
Sens. Wayne Morse and Hall
Lusk.
Under the legislation, the
slate would pay the cost of
moving the Navy's facilities.
In Salem, Gov. Mark Hat
field said the action "means
much to the state of Oregon."
"Whether we are successful

potential for greater expan
sion." The governor said the com
mittee's action "is an example
of state-wide cooperation of

In his presentation, Dr.
Richardson will stress the re
sponsibility of the optometric
vision specialist in helping to
cut the nation's steadily-Increasing
traffic fatality rate.
"Vision Is held to be the
most Important single faculty
In driving," Dr. Richardson
said, "and visual acuity is a
major factor in safe driving.
Yet only 38 states require as
much as 2440 uncorrected
vision of licensure."

ists, he added recommend
that every driver have 2020
vision Insofar as possible but
that many other visual fecul
ties also must be considered.

Trading Stamp

question of whether trading
stamps should be regulated by
the state.
A Salem man, Ralph Em
mons, said his group, the Ore
gon Business Council, will re
quest the next Legislature for
a regulatory law.

curtail use of trading stamps.
A bill that would have re
quired a license fee of trading
stamp firms and stores that
handle them died in the 1959
Legislature.
Emmons said the council
wants a law that would re
quire the stamps to show their
face value, that stamp books
designate the dollar value of
stamps necessary to fill them
and that the stamps be re
deemable In cash In amounts
of one penny or more.
The council also wants the
slate to license trading stamp
companies and require them
to sell the stamps to any firm
that wants them. At present
the stamps are handled on a
franchise basis with depart
ment stores and other busi
nesses. The opposition group said
the "Immediate objective of
this organization will be to
thwart those who are seeking
legislation that would kill or
unduly regulate trading
stamps, the giving ot which
is a merchandising practice
o( proven integrity, good for
