' , ' HESEHVOIR OPENED The map above depicts the '"' Howard Prairie reservoir area which opened for fishing season Saturday. The shaded areas represent temporary boat launching sites which have been provided especially - for fishing season. Permanent recreation and camping fa cilities, including permanent boat-launching sites, will not : be ready until Aug. 1. The launching site at the far left " Is still under construction and county officials point out ' that fishermen trying to launch their boats from this site " and other unmarked areas around the lake, risk the possi 5 bility of becoming stuck as the ground is not firm enough to support vehicles. The other three sites are well-marked ' and are the ones fishermen should use. The best site, accord ' ing to county officials, is the one on the peninsula in the southern portion of the lake. Access to the lake and launch ing sites themselves will be on the New Hyatt Prairie rd. County officials point out that the Old Hyatt Prairie rd. is now impassable and will be blocked off. Most of the new road is in good shape being of gravel or road-mix surface, with the exception of one stretch which is marked "poor road" on the above map. However, recent work has been done on this stretch and unless there is a heavy rain, vehicles should be able to traverse it without difficulty. Temporary rest rooms have been erected for fishermen and campers and one source of good water exists in the form of a spring near the construction site of the recreation area. Philip Hanson Signs Manager Ashland - Philip Hanson, ' actor - director of the Oregon Shakespearean festival and the San Diego National Shakespearean festival, has signed a three-year contract with manager, Mrs. Samuel Horton Brown, of Los Ange les. Mrs. Brown will manage the actor's bookings In Cali fornia and Arizona. William Dawkina and associates will continue the representation of the performances in other localities. 1 Arrangements are being made lor ine presentation oi ' "Kings and Clowns," a solo performance by Hanson in - modern dress in some SO roles of Shakespearean scenes and ean performers acting today, characters, on a series which will include Marals and Mir anda, Dr. Malcolm MugKer idge and Dr. Frank Baxter, professor of English at the University of Southern Cali fornia. Mrs. Brown's interest in Hanson's work was at an au dition of "Kings and Clowns" at the university. Dr. Baxter, a professor of English at the school, has termed Hanson as one of the finest Shakespear- Washlngton - The U. S. leads in the volume of oil tapped, but Venezuela is first in the volume of oil exports. Progress Plaque Presented Local Wholesale Firm A progress award plaque was presented last week to the Bullard-Wilson company, an independent wholesale paper distributing firm in southern Oregon, by the Med- ford Chamber of Commerce. The plaque is awarded by the chamber in recognition for new businesses or businesses which have extensively re modeled. The Bullard-Wilson compa ny is owned by Emmett Bul lard and George Wilson, and is located at 10 East Third st. The firm will handle all types of paper, including packaging materials, resale items and related products, the owners said. Associated in Company In addition to Bullard and Wilson, William Hartman is also associated with the com pany. All three have several years experience In the whole sale paper business, and have I lived In southern Oregon. Bullard has lived here since BOOK WINS PRIZE Moscow - IUPII - The Lenin Prize Committee has award ed the 1960 Lenin journalism prize to "Face to Face With America," a book about Prel mier N i k 1 1 a Khrushchev's visit to the United States, the Soviet news agency Tass re ported Friday. One of the book's authors is Khrush chev's son-in-law, Alexei Adz hubei, editor of the govern ment newspaper Izvestia. 1054, and Wilson and Hart- man, both former residents, returned to Medford from Portland recently. Bullard said the decisions to locale in Medford "was prompted by our confidence in the growth of the area and the growing importance of Medford as a distribution center for southern Oregon and northern California." Budget Rejection Results in Charges Of 'Irresponsibility, Verbal Fights Salem -WW- Rejection by the emergency board Satur day of a budget for the state's new medical investigation program brought charges of "legislative irresponsibility" from the state department of finance and verbal fighting among board members. A motion to approve the $41,090 budget was defeated 4-3 and State Finance Direc tor Freeman Holmer said the board's "inability to provide fundi for the program amounts to legislative irre sponsibility." The 1959 Legislature adop ted the new program of med ical investigation, which will replace the county coroner system. It did not appropriate funds at the time because it had not determined how much the pilot program would cost. Three members of the 1959 legislative ways and means committee, which worked on the proposal and decided not to include a budget figure, traded verbal blows after Hoi mer's remark. Said 'Uncalled For' Sens. Francis W. Ziegler (R Corvallis) and Jean Lewis (D Portland), also members of the emergency board, said that Holmer's remark was "uncalled for." Sen. Lewis said "I bitterly resent that accusation" of ir responsibility." This brought a retort from Rep. Verne Cady (D-Burns), who also had been a ways and means member, that "I accept the label of legislative irre sponsibility because the bud get was too high in the first place." Sen. Ziegler then drmatulrd a public apology from Cady. With this the board mfs sed until afternoon. The matter of the medical investigation program budget was to come up again along with a request from the state department of planning and development for $4 12.(100 to underwrite costs of relocating facilities of the Boardman Bombing Range, for which the state is negotiating with the federal government. Before the vote was taken on the medical program, Board Chairman Walter Pear son (D-Portland) lashed out at the state board of health, saying the budget was too high. "I'm very much upset," he said. "It's about time the board of health took a look at conserving money. They won't experiment, they want the highest salaries, the high est everything." Biggest bone of contention In the budget was the sug gested salary for a state chief medical investigator. Top sal ary specified in the revised budget was $13,420 but the state health officer, Dr. Rich ard Wilcox, said he doubted if a "well-qualified" man could be hired at that salary. Wilcox has said a forensic pathologist, a specialist, is needed for the post. He orig inally suggested a minimum! salary of $25,000 and the' emergency board rejected this j last February. MEDFORD MAIL TRIBUNE 1 'vAwshh Corvallis-Shrubs and trees around the home should be selected and placed with an eye on the individual char acteristics of the plant and the desired effects in the home landscape plan, according to George Fredeen, landscape architecture professor at Ore gon State college. Trees have special charac teristics all their own that must be considered, he point ed out. Some trees are best to "look into," he noted. These include dogwood, flowering crabs, and some flowering plums. Others, such as flowering cherries, sumac, locusts, and a few flowering plums are best to "look up into." There also are trees to "look down upon" from a deck or hillside such as magnolias, silk tree, horse chestnuts, and some flower ing crabs. Observed from Distance Trees such as Bechtel crab, silk tree, some cherries and plums, cannot be walked un der but must be observed from a distance. Kwansan cherry and Newport plum, however, allow close inspec tion because their habit of growth is upright. Trees which have a leaf color that persist s light green vine maple, dark red of Japanese maples and flower ing plums are more interest ing if they are placed between the observer and the direct rays of sunlight. Shade intensity of trees also varies with species of trees. Heavy, dense shade can be ob tained from plane trees, maples and oaks. Thin filtered shade is available from small er trees such as sumac, flow ering crabs, flowering plums, flowering cherries, most fruit trees and large shrubs trained as small trees lllic, mock orange, and privet. Dtgreei ef Shade In winter months, trees cast varying degrees of shade also even though the leaves are gone. Native oaks are heavily branched and cast dense shad ows. Old apple trees cast very little shadow. These are im portant facts to consider In placing trees for summer shade and winter sunlight, Freeden emphasized. Shrubs can be selected to give color and charm to the yard throughout the entire year, he added. Some plants lend themselves to special purposes. Ivy, heather and junipers make fine ground covers; holly, pyracantha, roses or barberry may be used as barriers along with their beauty; daphne, azaleas and Jasmine are outstanding for their fragrance. Shrubs that bloom once in the spring and rest the re mainder of the year may not ! do the job in a yard as well as others that can be selected for fall color mollis azaleas, bar berry, nandina, spirca, and euonymous. Plants that keep their berries into the winter months include nandina, coto neasters, pyracantha and holly. The use of summer bloom ing plants such as abelia, hy drangea and weigela prolong the season bloom and interest in the garden, Fredeen said.
