At 2abKn - i-J&t WATERFRONT FIRE An unidentified fire officer directs fighting of a four-alarm fire which struck during the evening rush hour at the Oakland Dock and Warehouse Com pany on the Oakland, Calif., waterfront. Flames that shot 300 feet into the air and smoke that went higher was visible from practically all the Bay area and rubber neckers made the already difficult traffic situation even worse. (UPI Telephoto) House Committee Clears Civil Rights For Final Passage Washington-IUPD-The House Rules Commitee cleared the way today for final congres sional passage Thursday of civil rights legislation aimed at guaranteeing the voting rights of Negroes. The committee by an 8-4 vote approved a resolution calling for House acceptance of changes the Senate made In the bill and before passing in April 8. House concurrence in the 18 Senate revisions would send the bill to the White House for President Eisen hower to sign into law. Take It Or Leav It The House, which approved lis own version of the bill March 24, will receive the Senate measure Thursday on a take it or leave it basis as a result of today's committee action. The rules committee, which channels legislation to the floor, assured final House pas sage by permitting the House to act on the Measure by a majority vote. Without rules committee clearance, the House would have required a two-thirds majority to send the civil rights bill to the White House. Some Southerners hailed the Senate modifications as a "victory for the South." Civil rights leaders in the House agreed that the Senate had softened the measure. But they did not plan to make a fight to send the bill to a Senate-House conference for fear that the entire measure might be lost In a controversy over the revisions. Plan for Rsfertei The key provision of both Senate and House versions is a plan for federal referees to insure Negro voting rights. Federal courts would be au thorized to name referees in areas where they found a "pattern of discrimination" against Negro voting. The ref erees would assist the courts in passing upon Negroes' ap plications for voting certific ate . ' e Penale added a require- j ment that the courts fix the times and places for the ref erees' hearings on applica tions. The chief difference be tween the two versions deals with obstruction of federal court orders. The House bill would make it a federal crime to interfere with school dese gregation orders by force or threats. The Senate broaden ed this to cover all federal court orders. Philadelphia - The first pa per mill in the U.S. was start ed in Philadelphia in 1690. Librarianship Course Offered At University University of Oregon, Eu gene A department of li brarianship in the school of education has been establish ed at the University of Ore gon and will be effective at the beginning of the Summer session, according to C. W. Hintz, University library di rector. An additional full-time In structor in librarianship will be added next fall to meet with the expansion. There are three primary purposes for the expansion. The extension of courses will enable undergraduates to meet state requirement as teacher librarians in smaller schools. It will also enable them to meet all requirements at the graduate level for any position as school librarian in any Oregon school. And it will prepare them for In termediate professional posi tions in a public library. Mor Staff Members Winfired Ladley, assistant professor of library science at the University, is now the only full-time instructor in this field. Members of the li brary staff are involved in part-time Instruction. With the expansion of the program into a department more staff members will be involved in teaching along with the addi tional full-time instructor. The University will now be able to offer a master de gree with a major in library science. Chicago -(UPD- Dr. Raymond P. Keesecker, 68, editor of the Journal of the American Osteopathic Association, died Sunday.
