Southern Politicos Planning Strategy For 1960 Elections Washington - Politicians in nine Southern states are plan ning a ballance of - power strategy for use in the 1960 Presidential election. Rather than back a third party, which would be "fu tile" and "ineffective", South ern conservatives hope for a close vote for President -within the 104 electoral votes they hope to control out of a national total of 537. Should such a close election occur, the Southerners figure they could withhold their votes, throw the election into the House of Representatives and force important policy con cessions out of the candidates whose fate they would then control. The key phrase for South erners has turned from "third party" to "Independent elec tors". State laws permit in dependent, electors to be chosen in five Southern states - Alabama, Arkansas, Geor gia, Mississippi and South Carolina. Vote for Electors In a Presidential election, you vote, not for the Presi dential candidate, but for electors who, by tradition, are committed to vote for the candidate of their party. The laws of those five Southern states say that the electors need not feel morally com- niinpn. In four other Southern 1 tarps I ifiiii.sinnn . i pnnpRspp Texas and Virginia - electors must be associated with a Presidential candidate but the law specifically permits state committees to support candi dates other than those of the national committees. Thus, in effect, these states, too, can abandon a major party can didate. Altogether these Southern states have 104 electoral votes - an ample number to prevent either candidate from getting a clear majority, if the elec tion is at all close. Almost Happened . . ' In 1948, for example, this situation almost developed. States Rights party candidate Strom Thurmond of South Carolina carried Alabama, Louisiana, Mississippi and South Carolina - 38 electoral votes, plus one States Right vote from Tennessee. The elec tion was so close in the rest of the country that, if a mere 18,000 Democratic votes in California and 7,000 Demo cratic votes in Ohio had been Republican, neither GOP candidate Thomas E. Dewey or Democratic candidate Harry S. Truman would have received a majority of elec toral votes and the election would have been thrown into the House of Representatives. The Constitution provides that, if neither Presidential candidate receives a majority of the electoral votes, the House . must "immediately" choose from the candidates having the highest number of electoral votes, not exceeding three men. Thus, if the failure of the Southern states to cast their electoral votes for one of the major party candidates result ed in throwing the election in to the House, the same South ern states would be in a posi tion to extract major policy concessions from either of the candidates. House Elected Once The only time the House was called upon to select the President was in 1800. Thom as Jefferson and Aaron Burr each had received 73 of the 276 electoral votes with the remainder split among four others. Balloting in the House began Feb. 11, 1801 and con cluded Feb. 17 with Jeffer son elected on the 37th ballot. Sen. Herman E. Talmadge (D-Ga.) recently urged South ern states to use the inde pendent elector plan. He said the formation of a third party would be "ineffective and fu tile" The danger of this South ern strategy to the Demo cratic chances is felt by Na tional Chairman Paul M. But ler. In a recent memo to Democratic state officials, he said delegates to the National Convention in July who came from states with independent elector plans "may be subject to challenge before the cre dentials committee." Butler recalled that the Democratic National Commit tee last year approved the 1956 convention "loyalty rule" and urged Its adoption by the 1960 convention. That rule assumed that convention delegates were "bona fide Democrats who have the in terests, welfare and success of the Democratic party at heart." Civil Rights .1 ' The decisive factor on whether the- traditionally Democratic Southerners will go along with, the national party, of course, is the kind of civil rights package adopted by the convention. Meanwhile, their independent electors laws are available in case they choose to use them. As for the Republicans, the GOP special assistant for Southern affairs, I. Lee Pot ter, hopes his party will capitalize fully on the re bellion against radicalism which Butler's plans are creat ing in the South." (Copyright 1860. Congressional Quarterly Inc.) Hood River Wafer Outlook Improves Hood Hlver-raPD-The I960 irrigation water supply out look for the Hood River and Wasco county areas Improved only slightly during March, according to W. T. Frost, snow survey chief for the Soil Conservation Service. Irrigated areas of the two counties can expect less than average water supplies with poor supplies to be expected in many areas in laie season. Water content of the moun tain snow packs Is only 62 per cent of the 15-year average and 106 per cent of last year at this date. . Forecasts for stream flow during the current season, April through September, range from 72 per cent aver age to 68 per cent average ior the main stream at Hood River. COLE President American Cancer Society Written for United Press International A man called his physician and said, "That ulcer's acting up." "Better come in," said the doctor, "I want to see if any thing's brewing." "You mean cancer? You don't get cancer with an ul cer!" the patient said indig nantly. "That depends on the ul cer." The doctor went on to explain that a gastric ulcer can lead to or conceal a can cer. But not duodenal ulcer which Is accompanied by acidity. Low or absent acidity, a condition we call achlorhy- dria, is characteristic of gas tric ulcer-and a warning of cancer. More than 50 per cent of patients with gastric can cer have an absence of acid. and many more have dimin ished acidity. Many Too Late If we could measure the acidity of large numbers of people we could identify those who are high risks for stom ach cancer, diagnose the dis ease earlier, save many lives, and ease the painful frustra tion of treating stomach can cer! So many patients reach us too late. Cancer is rarely an overt enemy, but stomach cancer strikes from total am bush. There are months of si lent growth before symptoms appear, and trivial symptoms of "indigestion" are all too often ignored for another six months, or longer. So help your doctor keep alert for the signposts of gas tric ulcer, achlorhydria and any other condition that has symptomatic kinship with cancer. For example, there's perni cious anemia. Patients with pernicious anemia, in which achlorphydria is so prevalent, develop cancer three times as often as normal people in the same age group. And it can also be a factor in gastric ulcer. And polyps. These small be nign tumors usually occur in the lower third of the stom ach - and so do most stomach cancers. And to tie it all to gether, stomach polyps often are associated with a low or absent acid secretion. They do not account for many cancers, but a small percentage are malignant when first detected, and others undergo malignant change. It is sound cancer pre vention to eliminate them. This is a must when polyps are found in the colon, for here they are often pre-con cerous. They arise in and hang from the lining of the large intestine or rectum, they may be single or multiple, some times many are found salted along the length of the colon The condition is called poly posis and it can be inherited Cancer itself is not inher ited. But polyposis isn't cancer, and examination of the lower intestinal tract for polyps is a wise precaution for anyone who has had a parent or grandparent affected by can cer of the rectum or colon, Ulcerative Colitis Another colon abnormality that must be promptly treated and watched is ulcerative col itis, because the end-state of this condition is frequently j malignant. The more common mucous colitis is not pre-can-j cerous. But what exactly do we mean by that sometimes mis understood word "pre can cerous?" It describes an ab normal state of a tissue, usual ly localized, which tends to become malignant. It is a fore runner rather than a cause. And a pre cancerous condition doesn't necessarily become malignant Another example of benign pre-cancerous lesions is the pa pillomas found in the urinary bladder. They should be de stroyed and checked periodic ally, for they are apt to grow again, even after removal by an electric needle applied through an instrument called the cystoscope. The tendency to regrowth in the same place distinguishes the papillomas from other benign tumors. In deed, the persistence of re- growth is not far removed from growth gone wild - can cer itself. The bladder is a common site, especially among men. And stones can cause chronic irritation and increase the risk of cancer. Injure Lining The same is true of gall stones. They can be multiple and large and it is amazing how the body can endure them at all. Certainly they in jure the delicate lining of the gall bladder and invite cancer. Most doctors believe the best treatment for gallstones is to remove the gallbladder. Tak ing out the stones doesn't stop new ones forming. The gall bladder isn't a common can cer site, but why take chance? And finally, a warning about leukoplakia. It isn't a lump or a mass, but is a pre cancerous overgrowth of cells, most often found in tne mouth, on the lip or tongue or in the cheek. It can be rec ognized as a whitish patch, or granular or filmy area. Other site of leukoplakia are the esophagus, the throat and the vulva. Wherever he finds it, your doctor knows this condition is followed by cancer often enough to make its elimina tion imperative. The question is do you give him the chance to find it? For it is really up to you, which what we shall talk about tomorrow. (Next: In the final article. Bob Kellso, plant manager, Southern Oregon Plywood, and Jack Sim, Bate Lumber company, are in charge of ar-' rangements of the special meeting, Smith said, and have planned to invite representa tives of the public agencies and Josephine county officials as well as others who have a stake in the economic health of the lumber industry. Smith noted that the meet ing was originally scheduled for April 11 but had been changed to the later date to allow more time to plan the program and issue invitations to the interested persons. Members of the association, other than committee mem bers, in the Grants Pass area are also Invited to attend, Smith said. The project calls for a ISO foot dam to create a reservoir with a storage capacity of 120,000 acre feet of water and a powerhouse "with an Instal led capacity of 30,000 kilo watts. No cost estimate was announced. A re-regulating dam and power house with capacity of 3,000 kilowatts would be built upstream. The new antenna, similar to the one installed on the Roxy radio system last fall, ! is currently being tested, pren tice said. The main reason for install ing the new antenna is to in crease the iringe area recep tion, he remarked. Since logging operations are moving further away from populated areas, it becomes increasing ly vital they maintain good radio communication with the base station for routing opera tional messages as well as pro viding fast response to emer gency messages. Testing of the new antenna will be complet ed in the near future. Prentice said.
