During the Lenten season we were exhorted to dwell seri ously on the eternal truth that our main concern is the unification of our souls with the all high God through the most perfect conformity of our minds, hearts and wills with Him in faith, love and service. During these forty days we withdraw from worldly friv olities, dissipation and debas ing indulgence and dedicate ourselves most sedulously to prayer, meditation and acts of s (-denial. Police stopped the practice because of numerous com plaints by Americans who had to go to headquarters and pay a fine for overparking (80 cents in U.S. currency) to get the plates back. Al though .he allows that fish farming, supported by Milo Moore, Washington state fish director, may be the answer. Two Resolutions In Magnuson's committee lie two resolutions on the sub ject. One would call for a moratorium on dams in the middle Snake to allow time for fish research; the other would make a fish sanctu ary of the Salmon river by urging that no dams or other power works be built on that river. The committee hasn't met in weeks because of the civil rights debate but is scheduled for a mid-April meeting. Mag nuson has held back the Sal mon river resolution pending action on the other, so they could move together. He said he plans to modify the Snake river resolution to call for a delay on new dams until Con gress has had a chance next year to evaluate the revised 308 report of the Corps of Engineers, which recommends high Mountain Sheep dam. Doubt Expressed Other sources expressed doubt that Congress will act on these resolutions, especial ly since the public power forces have filed a formal ap plication in favor of Nez Perce. The natural consequence of this new application, in con test with the one of Pacific Northwest Power Co., will be to force some delay at the Federal Power Commission. "I just don't want to see them hurry this case up down there at the Power Commis sion," said Magnuson. The Washington state sen ator expects no decision in the pending contest at the FPC for at least a year, or not until well after the fall election has determined which party-and what power policy-will be in the driver's seat for the next quadrennial. Airline's Request- for Subsidy Hints at Trouble in Industry Rail Tunnels Chicago - There are about 1,500 rail tunnels in the U.S. with a total length of 320 miles. By LEROY POPE New York- (UPD -Why does Capital Airlines need to ask a new subsidy from Uncle Sam in the face of a $10 mil lion jump in business last year? It was something of a shock when Capital's president, Da vid Baker, asked for a $12.9 million grant from the gov ernment io keep the huge air line going this year. All the domestic airlines have been off federal subsidy since 1951. Business men na turally asked, "does Capital's request mean the whole do mestic airline business is go ing to have to be subsidized again?" Two other domestic airlines are reported ready to ask for subsidies. Short Haul Airline Capital, which operates all the way from Minneapolis and Buffalo to Miami and from New York to New Or leans, is the old Pennsylvania- Central Airlines, founded in 1936, with lines radiating out of Pittsburgh. "In spite of our long lines. we are basically a short haul airline," Capital public rela tions director John Anderson told United Press Internation al. "When the weather la bad, short haul airlines are hit harder than long haul airlines -it s easy to take the train for a short trip if the skies are murky." For this reason, Anderson said, Capital has never made money in the first quarter of the year, "and this year a freak pattern of accidents for the airline industry has hurt our winter business more than usual." It's a matter of record that Capital had only $5.8 million in cash on Jan. 1 and has piled up losses of $4 to $4.5 million in the first quarter. Anderson said the com pany's business should pick up steadily now. For Capital has had a remarkable growth in recent years-its revenue miles have jumped from 20.7 million in 1949 to 58 million in 1958, and last year it took in $108 million, a gain of over $10 million. Back in 1954 its operating revenues were only $48 million. Why then is Capital In so much trouble? Anderson said It's largely general business conditions and particularly bad condi tions in the domestic airline industry. Some Blame CAB He said a lot of other do mestic airlines, including some of the biggest, are having hard sledding but haven't been quite as hard hit as Cap ital because they have more long haul business and were in a better position than Cap ital to obtain new and more profitably-operated planes. Some airline spokesman in sist the CAB is in part respon sible for the airline troubles because It has been negligent in raising fares to allow the lines the 10 to 12 per cent re turn on invested capital which the board's own examiner in one rate case Indicated was needed.
