Touhy Accomplice Dsnied Clemency Springfield, III. -UHl- Gov. William Strattort Thursday de nied executive clemency to Basil (The Owl) Banghart, no torious prohibition era gang ster and convicted accomplice of the late Roger Touhy. Banghart and Touhy were imprisoned for the 1933 kid naping of John (Jake the Bar ber) Factor. Both escaped from Stateville Penitentiary in 1942 but were recaptured a month later. Touhy was shot down in gangland style last December less than three weeks after winnlig parole. Banghart is still serving a 99-year sentence. OREGON Superintendent Board of Water Commissioners Washington OIPD-Two Demo cratic members of the con gressional atomic energy com mittee have prodded the Eisenhower administration to step up an experimental pro gram for preserving food through nuclear radiation. Under the program, radia tion is used to kill bacteria which causes food decay. Chairman Clinton P. An derson (D N. M.) of the senate- house committee and Chair man Melvin Price (D-Ill.) of its research subcommittee is sued a joint statement an nouncing that hearings on the program will be resumed Thursday. They said they want to know why recom mendations made by an in terdepartmental, panel are not being followed. The committee at the same lime made public the printed hearings covering the army's cancellation of a $7,500,000 pilot plant for food irradiation which was to have been built near Stockton, Calif. "We were pleased that our earlier hearings in January apparently succeeded in mov ing the department of the army to come up with some kind of a program. We want to find out however if there is really a firm satisfactory army program," the two legis lators said. They noted that the inter departmental committee had recommended spending $400, 000 during the present fiscal year on a civilian irradiation program and $920,000 in the fiscal year beginning July 1. In addition, construction of a $1,400,000 test center for irra diation was proposed. The two legislators said that no plans have been made for the center and the operating budget has been scaled down to $115,000 this year and $500,000 next year. Some $12,000,000 (M) has been spent over the years on pre serving perishable food with nuclear radiation. In the earlier hearings this year, army witnesses explain ed that they cancelled plans for the Stockton pilot-plant because the irradiation sys tem is a costly preservative for most military establish ments and because radiation, while it does not harm pork and poultry, causes a ' change in beef and sime oth er foods. The army said additional experimentation should be de voted to diet studies which showed increased bleeding, sterility and heart ailments in some experimental animals eating irradiated foods.
