It shows that the total com- vmea eiauonai expenditure for water pollution research is now running less than $6 million a year. Less than one tftird of this is spent by the u. b. Government. The speci al regort was filed by the peblic healthservice with the senai select committee on national water resources. "Is is obvious," said Gen, y Robert S. Kerr (D-Okla.), com f mittee chairman, "that a coun try spending over $1.5 billion per year on 'soap operas' and oSier forms of TV and radio entertainment should invest much more than $6' million annually to find how to keep ,hese fine new products of &"our so3) factories and other chemicals from spoiling our drinking water." Planing Urged In addition to scientific re search, the PHS report urges: 1. Nation-wide planning of water quality control pro grams for river basins at a rate up to $8 million a year. 2. Collection of data on sources, strength, volume and hazards of all types of pol lution. 3. Construction of the $4.6 billion unbuilt backlog of remedial works needed to use the best methods now avail able to clean up water sources In the next five years. 4. Better enforcement of state and federal anti-pollution laws. 5. Legislation to meet new pollution problems, and action to establish wider public un- derstanding of the pollution problem. People Marrying arlier, Haying tfore Children Washington - HJPD - Mar riage, long a popular institu tion, is becoming more so, ac cording tg an expert on family living. Dr. Reuben Hill, professor of sociology and director of the University of Minnesota's Family Study Center, says "people are marrying earlier, having more children, spacing them closer together, and probably enjoying them more." This is a more stimulating climate for children to grow up in, he told the White House Conference on Youth and Children. Trends Listed Hill listed these trends: -People are marrying earl ier, with high school and col lege marriages much more common. -More people are married at every age, fewer bachelors and spinsters are .left in the p o p u 1 a tion, marriage as a status is highly prized. -Although in long-term per spective divorce rates have been climbing since the Civil Vr, divorces have been de clining since .1946. Divorces are found most frequently among grammar school edu cated, working classes, -vet erans, and teen-agers. -Completed family size has " been declining since 1700 when it was 7.4 children, to 2.5 children in 1950, but a reversal of this 250-year trend is in the making. More peo ple, such as white collar, pro fessionals and college - edu cated persons are having more children. Children Spaced Closer -Clqjely related to family size is the trend to space chil dren closer together. Hill said these trends have considerable meaning for the husband-wife and the parent child relationship. Among these are: Marriage is less of an economic burden for the husband, because the wife can work fcefore the children come and after they are in school; when several children Jive together, they tend to break away from the family more easily when the time comes for them to do so; and in large families no one will feel isolated.
