' , Strong Trend To Put Power Back in Hands of City Dwellers By United Press International The indignant urban resi dent who finds his state con trolled by rural legislators may have relief in sight. A United Press Internation al survey of all state capitals shows a strong, if still incon clusive, trend to put power back in the hands of the popu lation majority-which by now has switched to the cities. An Old Fight The fight for proportional representation is an old one, but in recent weeks it has J gained impetus from well- organized battles to force change via federal and state courts. Consequently in many cases the farmers who were in a majoritr when the state constitutions were adopted still control - the legislatures even though they now are in a minority. Increased City Power , For example, Alabama has not affected reapportionment since 1901; Iowa since 1904; Indiana, 1921; Nebraska, 1937; Oklahoma, 1910; North Da kota, 1931; Mississippi, 1890; Vermont not for at least 40 years. However, current action, sometimes by civic groups, somtimes by popular initia tive, sometimes by new pow er groups within the legisla tures themselves, is leading to change. And as change comes, it points generally to increased power to cities, to the Demo cratic Party which controls so many cities, to groups sup porting liberal reform. City Dwellers Liberal In the North and West this apparently , means power for labor unions and other groups associated with the Demo cratic Party. In the one-party South is apparently means power for groups within the Democratic Party which take a more liberal view on civil rights. In Massachusetts the Legis lature, which recently went Democratic after years under Republican control, is in the process of reapportioning in a manner which many ob servers feel will keep it Dem ocratic for years to come. Sometimes the rural-urban lines are not so clear cut, but more states than not have had legislatures representing - a minority of their citizens. As more and more voters move to central locations, the in equity increases. And as it in creases, so do the moves-such as the current court tests-to wipe it out. 19 Firemen Die In Glasgow Blaze Glasgow, Scotland (UPD A flaming whiskey warehouse blew up with an earth-shaking roar Monday night, killing 19 firemen fighting the blaze. Owners of the building, Abuckle Smith & Co. tenta tively estimated the loss at up to $28 million. Fire investigators checked for arson since another whis key warehouse was destroyed 10 days ago in an $840,000 fire. The first firemen to reach the five-story, red brick build ing heard several small explo sions as whiskey vats burst. I'm go ing to have a big church wed ding and I want everything to be just beautiful. My big problem is my grandparents. They are my father's parents. He died when I was 2 and I never had much contact with them. I love my stepfather like a real father and he will give me away. Frankly, I don't want to in vite my grandparents. They are very old and very Euro pean. They won't fit in with the crowd and will make everyone uncomfortable. G. - I'll never hear the end of it if I don't invite this elderly couple to the wedding. My first husband's sister and brother have al ways had it in for me for not being closer to the fam ily. I know they won't come to the wedding, but they have let certain other persons know that their parents want to at tend and will be deeply hurt if they aren't invited. I don't feel that the old people will upset anybody. They are always very quiet and keep to themselves. Glo ria will hardly know they are there. I just know everyone will blame me if I don't invite them. And it really isn't my fault. I've tried and Gloria should be cooperative for my sake. The Council: Both Gloria and her mother are all wrong and Mrs. L. G. should recog nize that she is the party responsible for Gloria's wrong attitudes. It was Mrs. L. G.'s job to see that Gloria was kept in contact with her father's fam ily and it was her job to in still the correct standards in Gloria. She has failed on both scores. These grandparents should not be invited to the wedding to be kept out of sight. They should not be invited as a special favor to Mrs. L. G. They should be invited as the most honored guests because it is a great occasion for any one to see the marriage of a grandchild. Not many have the good fortune to witness this event. Gloria says she wants her wedding to be "beautiful," but it is obvious that she doesn't know much about beauty. Her wedding may be made pretty by a nice setting, lovely flowers and gowns, but it can only be made beautiful by love and sweetness of spirit. If she proceeds in her present frame of mind she will destroy the spirit of the occasion and she will also get off on a wrong foot in her marriage. , Her failure to rec ognize the better values in life will undermine her mar riage at the roots. Gloria seems to feel that her loyalty to her stepfather is in some way reinforced by a rejection of her real father. Her rejection of his family implies just that. At her age, Gloria cannot be held entire ly responsible for this atti tude. It must have been in stilled in her. But now that she is . taking on the responsi bilities of adulthood, she must try to enlarge her viewpoint. Gloria's uncomfortable feel ing of shame about her grand parents is a reflection of some sense of inadequacy within herself. The person who feels that some person or some event . can reflect badly on him fears that exposure will prove him ugly or deficient in some way.
